Position: Donor Compliance and Quality Assurance Manager
Location: Gaziantep, Turkey
Reports to: Country Director
Duration: 12 Month

Relief International is registered NGO in Turkey and is based in Gaziantep to build capacities of Syrian communities to respond their needs in health, water, sanitation and hygiene (WASH), and education.
Background
Relief International (RI) has received funding from the Office of U.S. Foreign Disaster Assistance (OFDA) to implement a one year project. ‘HEAL – Phase IV: Multi Sector Assistance for Conflict-Affected Communities in Syria’ builds upon RI’s previous intervention ‘Health Assistance for Conflict-Affected Communities’ (HEAL – Phase III), which concluded on July 8, 2016 and from European Commission Host Organization (ECHO) for LEAP III in Syria and support for Mental Health and Provision of Prosthetic Limbs for Syrian refugees in Turkey.
Relief International Turkey is accountable for the use of the donor funds and must therefore ensure that funds have been spent as intended and in compliance with the appropriate Regulations. To this end, Relief International Turkey wishes to hire a “Manager Donor Compliance and Quality Assurance” to carry out regular reviews of all departments activities.
Position Summary:
The main requirement of this role is to carry out compliance assessments in order to provide assurance that donors’ regulations are effectively embedded into project delivery and adhered to, during all stages of the project. The Manager Donor Compliance and Quality Assurance, will work under the direct supervision of RI’s Global Assurance Director.
Position Duties and Responsibilities:
· perform compliance assessments on a sample basis, of transactions carried out by both Relief International Turkey and/or its implementing partners, in relation to programs, finance, human resources and operations. This will include but not limited to:o Ensuring that charges to the program are proper and supported (eligibility & allowability);o Effective procuring and receiving of goods and services in line with donor and RI conditions; o Effective management of personnel functions such as timekeeping, salaries and benefits; and o Ensuring compliance with agreement terms and applicable laws and regulations · be responsible for providing an assessment of compliance with donor rules and regulations as set out in the grant agreements and RI’s policies and procedures |
· produce timely and quality audit report at the end of each review, in the agreed standard format, for presentation to the RI Turkey Senior Management Team with findings and donor compliance issues identified during the review, give appropriate recommendations, provide advice and suggestions on improvements to systems and procedures where appropriate; and· proactively work with, and assist, the relevant management and staff to address identified control gaps and implement appropriate corrective actions· follow-up on the implementation of agreed recommendations to ensure that the most critical issues are resolved promptly · provide training, capacity support, and technical assistance to staff at country level related to donor compliance |
Qualifications & Requirements:
· Qualified professional membership of an internal audit or accountancy body. Demonstrated knowledge of principles, practices, and techniques auditing and of the requirements of the Standards for the Professional Practice of Internal Auditing |
· Knowledge of and experience in working with major donors and specifically for this assignment of USAID/OFDA and ECHO. Knowledge of UN agencies will be an added advantage |
· Demonstrated know-how of donor expectations and requirements across the grant cycle |
· Experience of managing a USAID/OFDA or similar type compliance audit/ assessment |
· Ability to provide advice on donor compliance issues raised in this and other reviews (i.e. internal and external audits) and on how to integrate compliance management at operational level |
· Established track record of producing high quality, effective oral and written communication in English for a wide range of audiences |
· Ability to work with tact, sensitivity and diplomacy; and to explain complex issues |
· Practice knowledge of grant management, financial accounting and financial management |
· Experience of project budgeting and reporting for major institutional donors |
· Experience of working in a complex international organization and/or experience of working with Relief International |
