PURPOSE OF POSITION

General Job description:

Reporting to WV Syria FAST MEAL Director the Information Management (IM) Officer provides methodological and technical support to the FAST project, programme and partner M&E teams as well as partner organizations, ensuring that information is correctly managed in the programmes and projects he/she deals with, in this case, the reference is to FAST – OFDA grant.

The IM Officer develops and steers data management systems, designing digital tools and ensuring they are correctly integrated into a coherent system architecture.

He/she helps operations teams collect, manage, check, update and analyse data.

He/she helps develop a dynamic approach to IM inside and outside World Vision Syria.

MAJOR RESPONSIBILITIES

Major Activities

Establish response information management system to meet FAST Grant needs

  • Assess programmatic information needs of internal and external stakeholders
  • Design and maintain information management system with Information and Communication Technology
  • Contextualize protocols for internal information sharing with relevant functions. Agree on common information sharing protocols with external stakeholders and RM
  • Ensures the efficient and optimal management of the delegation’s information and data flows through an appropriate, coherent and high-performance management system.
  • Plans IM activities and oversees their implementation; manages and supervises related resources.
  • Coordinates activities in accordance with practices and rules applicable to other actors involved in information management (state structures, humanitarian coordination, etc.).

Compile and analyse relevant information to inform response design, programme management, operational improvement and promote learning

  • Compile and synthesize data and information from internal (assessment, monitoring community feedback, context assessment) and external (UNOCHA, Clusters, etc) sources
  • Conduct regular analysis of information and make recommendations to inform ongoing programme improvement, promote learning and support requirements
  • Support the application of mapping and compiling of programme information for sharing as required with internal and external stakeholders
  • Helps build the skills of teams and partners in the IM field.
  • Ensures IM tools and procedures are capitalized on.
  • Helps develop a dynamic approach to IM inside and outside World Vision (by creating connections between World Vision projects and delegations and as part of regional partnerships, networks, centers of expertise, working groups, etc.).

Share programme information with internal and external stakeholders on a regular basis to meet their information requirements

Lead the preparation and sharing of reports to relevant stakeholders in coordination with communications

Lead the preparation and sharing of programme progress report to management based on analysis of collected information/data

Coordinate information sharing with Programmes, Operations and Liaison to ensure external reporting requirements (i.e. Clusters, govt. and other local stakeholders) are met

Coordinate with Communications to ensure response information is regularly updated

Management of data and tools

Takes responsibility for centralizing and organising programme data collected in the field through partners, and in particular:

  • Analysing the IM needs of project partners, programme, M&E and IM teams, and defining and selecting appropriate IM tools and software
  • Ensuring that the information collection and management systems used by partners and project, programme and M&E teams are integrated and consistent
  • Designing digital tools for entering, compiling and analysing data using appropriate software and platforms, and configuring data processing software as required
  • Designing, writing and sharing IM procedures, ensuring that these documents are adapted to users
  • Designs and establishes the master beneficiary database, and is primarily responsible for the security, updating and processing of data.
  • Designs survey forms on mobile terminals and manages related platforms.
  • When requested to do so by programme or M&E teams, produces maps to explain the context or monitoring of activities, support decision-making, illustrate reports, etc.
  • Manages any existing professional tools (for example, Health Case Management, distribution tools, including EWARN, etc.).
  • Coordinates data entry and updates to tables, databases and software (with any IM operators, M&E staff, and project/programme team members involved in entering data).
  • Enters programme data as requested by the Q&A coordinator.
  • Launches specific data cleaning and analysis operations as requested by Q&A Coordinator.
  • Manages the security and archiving of all programmatic data generated by the projects, M&E, programs and the other technical units. Ensures compliance to the data protection policy and that confidential data is protected in accordance with established rules.

Led by M&E specialist, and in collaboration with the M&E Director, project and programme teams:

  • Helps design plans for analysing the tools and surveys mentioned above.
  • Helps process and pre-analyse data.
  • Provides training to field teams so they can use the tools developed and advises programme and M&E teams on data processing and analysis activities.
  • Reports any data quality issues to Q&A Coordinator, M&E manager and the Programme Coordinator.
  • Informs the Project Manager and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.

Reporting

  • Provides the reports required by Q&A Coordinator.
  • Ensures reporting to activity info, CPIMS, JORIS, WV Syria MMR, One Syria regional reporting, etc. is done accurately and on-time
  • Updates the central project management database based on the project PMPs.
  • Updates and keeps the master beneficiary database alive.

Security and child safety

  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.
  • Ensures ethical principles related to M&E and IM are respected, especially those concerning gender equality, fairness and “do no harm”. In alignment with World Vision data protection SoP, protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of all programmatic data.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  • Minimum bachelor’s degree in IT, management or Sociology, Social Science or other allied educational background.
  • Extensive experience with the following software tools (depending on the delegation): Excel (including pivot tables) SPSS, Sphinx, EpiData, Access, QGIS, ArcGIS, Google Fusion, ODK/KoBo tool box, Ona, Primero, RedRose, LMMS, among others. If the applicant lacks this experience, he/she must have worked with similar software and be able to quickly master new tools.
  • Command of IT and file management tools in general
  • Experience in designing and managing tools for entering, compiling and pre-analysing data, and an understanding of database issues
  • Experience with quantitative collection methods, as well as data collection and processing in the field.
  • Effective in written and verbal communication in English

Preferred Skills, Knowledge and Experience:

  • Competencies: This position requires Personal, Social and Leadership Competencies (PSLC) and Technical and Methodological Competencies (TMC)
