ACTED (Agency for Technical Cooperation and Development) is an international NGO founded in 1993 and headquartered in Paris. ACTED implements projects in 34 countries in Africa, Asia, Europe, Central America and the Middle East. ACTED currently has operations in northern Syria and Turkey. The activities include WASH, Non-Food Items, Food Security, Capacity Development, and Information Management in camps, urban and rural areas.

Assignment:

Under the direct supervision and reporting to the Project Manager in Mersin, the Legal Counsellor works closely with the Area Coordinator and the Project Officer(s) as a part of the project team, to process and manage the legal counselling activities.

Key Responsibilities;

The Legal Counsellor shall be responsible for legal counselling activities from the point of form submission and for the follow up with cases that the program receives. Within delegated authority, the Legal Counsellor will be responsible but not be limited to the following duties:

Duties and Responsibilities;

• Carry out direct one-to-one legal counselling with the refugees in Mersin and surrounding areas.
• Managing beneficiaries’ files, including ensuring that legal deadlines and other legal requirements for the beneficiaries are met. The employee will be responsible for his/her own word processing, filing and case recording with assistance from Project Officer(s).
• Monitor the recent developments on the legal framework and regulations that are developed for the refugees and affects the refugees in local and Country level.
• Provide guidance and legal technical support by facilitating trainings concerning up to date registration regulations of refugee law in Turkey, local base customs for free access to the services to ACTED field staff.
• Provide written legal information for other Program activities to ensure all the information is in line with the up to date refugee law regulations.
• Prepare effective training materials, and deliver effective legal awareness trainings to ACTED staff, and beneficiaries.
• Ensure all the ACTED information campaign activities follow international best practice standards of International Humanitarian and Human Rights Law.
• Liaise and develop referral systems with current and potential beneficiaries groups and organizations and receive referred cases by external agencies and departments and coordinate the referral system.
• Provide weekly and monthly periodic reports.
• Have responsibility for beneficiaries’ confidentiality and privacy of beneficiary case files.
• Carry out capacity building of staff on the recent developments on the refugee registration and access to free services.
• Ensure that all the Program activities are running lawfully, according to protocol, in line with Local and Country level practices in all administrative or customs related issues and inform about any possible risks or problems.
• Arabic  is a plus (writing, reading, speaking).
