Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Role Purpose

Shafak is implementing a project with one of its partners in the protection sector, and therefore Shafak seeks a protection MEAL officer under this project. The Protection MEAL Officer is a part of the SHAFAK Programme MEAL team, based in Gaziantep to support the implementation of the overall DfID MEAL system. He/she swill work closely with Syria field MEAL team to ensure that the data needed to track progress against commitments is flowing from the Field Office to Gaziantep, is being reviewed to increase data quality and inform project adjustment where necessary, and is available in a timely manner to provide decision makers with the information they need to make evidence based decisions. He/she will work under the MEAL Manager in Gaziantep, report directly to the MEAL Manager to assist the running of the MEAL system including the following activities; data collection, data entry, database management and analysis; coordination with the sector response programmes, assisting with planning field visits and assessments and evaluations in the field for SHAFAK direct projects.  He/She will generally support the MEAL team and programme teams to ensure learning and accountability systems are working effectively across the project.

Location:

Gaziantep office with frequent travel to project implementation sites

 

Key areas of accountability and responsibilities:

  • Support the implementation of the protection DfID MEAL System from the Gaziantep HQ Office.
  • Plan well for the different MEAL activities and data collection exercises and ensure timely data collection and reporting.
  • Coordinate with the MEAL Field Coordinator and the MEAL Manager to ensure different MEAL activities for the different projects are carried out per plans and needs.
  • Coordinate well with Shafak partners for the implementation of different projects MEAL activities
  • Contribute to programme updates for the response management and internal information sharing.
  • Work with programming teams to assist with development of tools, checklists and monitoring forms, sector-specific log frames, monitoring and evaluation frameworks and plans, and selection of indicators and targets.
  • Support the MEAL Field Coordinator in the implementation of programme monitoring and evaluation, including planning itineraries, training field staff for data collection and ensuring learning from findings and recommendations is communicated to managers.
  • Contribute to project reporting including follow up on all MEAL reports
  • Ensure data is well-analysed and presented for project managers and project officers.
  • Support project managers with conducting assessments as needed.
  • Work with the MEAL team to provide support to partners to review their reporting mechanisms and monitoring data.
  • Work with the accountability and learning officer to support beneficiary accountability across all programmes.
  • Support programming and field staff to ensure that projects are carried out with participation from all affected communities and that information is shared with affected communities.
  • Support training on data collection and beneficiary accountability and other MEAL related topics.
  • Train and coordinate the Syria-based MEAL staff to ensure that data is shared across the different projects
  • Assist ongoing learning activities e.g. After Action Review workshops, prepare lessons learnt reports and support accountability mechanism pilots.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Essential

  • Education to BSc/BA/BEng level in Social Sciences, Public Health, Statistics or related field
  • Previous relevant experience, such as data collection and analysis, customer service, reporting
  • Demonstrated ability in community mobilisation and community-level dialogue
  • Strong skills in excel and other data management software
  • Previous experience in protection related projects is a high-bonus
  • Fluent English and Arabic, both spoken and written
  • Experience of training and capacity building
  • Some experience of representation and ability to represent SHAFAK effectively in external forums.
  • Excellent communication and influencing skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Ability and willingness to travel in to Syria for occasional monitoring visits

Desirable

  • Previous experience working in humanitarian programmes
  • Experience with institutional donors (i.e. DFID, OFDA, ECHO)
