PURPOSE OF POSITION

World Vision seeks a full-time Compliance Officer (based in Gaziantep, Turkey with regular travel to Amman, Jordan for a USAID-funded two-year, multi-sector humanitarian programme in Northern Syria.

This position will ensure that the USAID (OFDA) funded project in Northern Syria is delivered according to donor regulations, in line with WV internal policies and procedures and external (Governmental) laws and regulations. The project is to be implemented through a consortium of international and local NGOs, and therefore this position will engage closely with counterparts in other organisations.

The Compliance Officer will be tasked with undertaking checks and reviews of documentation and processes, and strengthening and (where necessary) designing systems to ensure compliance; providing expert advice on donor and World Vision requirements and regulations to World Vision staff and partner organisations; supporting contract and sub-grant reviews with partner organisations; helping to build staff and partner capacity around contractual and donor requirements.

Country/grant specific content

The position will be based within the FAST consortium management unit. The purpose of the FAST consortium management unit is to ensure the successful implementation of the OFDA funded project in Northwest Syria.

Provide support to WV and partner staff to ensure compliance with OFDA requirements.Provide input to start-up and close-out workshops so project staff understand contractual obligations and donor compliance requirementsUndertake regular checks to ensure donor compliance is achieved including checks on procurement and financial processes, on site verification and data quality via field visitsConduct spot checks of partner reports and implementation to ensure compliance with project proposal, grant agreements, donor compliance requirements, and WV audit requirements.Advise consortium leadership on any concerns identified in a timely manner to ensure corrective actions can be taken.Support consortium procurement processes to ensure donor requirements are metWhere necessary, support partner, staff and supplier vetting to ensure compliance with OFDA and WV requirements

Lead on analysis of risk and development/strengthening of related mitigation activitiesWork closely with WV Syria Response Risk & Compliance Director to analyse and report on risks facing the FAST consortiumWork with consortium partners to develop and/or strengthen systems to mitigate risks, particularly related to fraud, waste and abuse
Support to investigation and incident managementAs requested by the Regional Office, and in line with agreed consortium procedures, provide any necessary documentation, or other support to investigations
Follow up on Risk & Compliance tools for the Consortium, which may include a Compliance Action Plan (CAP), Risk Register (RR)Lead on Compliance owned actions within the CAP and RRSupport the Chief of Party to follow up on other stakeholders’ actions, to ensure continued progress on identified actionsSupport to internal and external audits as required
Provide training and other capacity building initiativesIn conjunction with the Partnership Coordinator, lead capacity building activities to improve consortium partners’ understanding of OFDA requirements

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

  • Experience working in a humanitarian or NGO environment plus an international development/business/finance undergraduate or post graduate degree, or a degree in another relevant field

  • Minimum 5 years of experience in Grants Compliance or Grant Project Management or Grants Finance, including experience of working with US funding

  • Excellent knowledge of USAID/OFDA donor regulations

  • Experience of working with partner organisations, and related understanding of sub-granting mechanism and contractual obligations

  • Excellent communication, interpersonal, representation and negotiation skills

  • Excellent analytical and writing (English) skills

  • Sound planning, time management and administrative skills

  • Ability to work under pressure, in a team, and for long hours if required

  • Excellent computer skills with proficiency in Microsoft Word, Excel, PPT and DB Software

License, registration, or certification required to perform this position:

  1. Excellent written & spoken English.

  2. Arabic is an advantage

Preferred Skills, Knowledge and Experience:

  • Experience or understanding of audit function in humanitarian/development field is desirable

Work Environment

  • Be prepared to travel to implementation sites and regional, global meetings as required.
