Post Title: InitiativeProgramme Manager

Duty station: Gaziantep(Turkey)

Duration of assignment: 5 months– with the possibility of extension depending on programme funding

Contract type: Working contract

1.    Introduction

Expertise France:

Expertise France is the French international technical expertise agency.

Its goal is to respond to the growing needs of developing or emerging countries and assist their institutions in developing efficient and sustainable public policies in the fields of Economic Development, Public Finance, Governance, and human rights, Stability, Safety and Security, Social Protection, SustainableDevelopment, and Health.

Under the joint tutelage of the Ministries of Foreign Affairs and Economy, Expertise France develops its actions within the framework of French foreign policy in the areas of development, solidarity, and influence. The agency holds a portfolio of more than 300 projects in over 80 countries manages an annual turnover above €130million and has implemented 63,000 days of expert missions every year.

2.     The context of the assignment

The Syrian conflict is having a devastating and lasting impact on Syria and across the region. Initially, peaceful demonstrations have turned into an internal armed conflict. With the conflict in its seventh year, the needs of the affected populations for assistance are of an unprecedented scale.

In that context, and since 2013, Expertise France has developed and manages direct stabilization and resilience projects to conflict-affected communities in Syria, including through support to civilian structures.

3.     Programme background 

   InitiativeGaziantep programme

 The programme ‘’Joint comprehensive EU framework for cross-border operation in Syria from Turkey - phase II” also called Initiative de Gaziantep phaseII is a programme funded by the European Union.

The objective of this programme is to provide basic services to the Syrian population and to contribute to strengthening local governance through the implementation of flexible and short-term delivery projects in Syria through local civil partners.

This programme is meant to pull together and capitalize on existing structures, projects and networks of existing actors and stakeholders in order to bring sustainability to the European cross-border operations into Syria and expand on them.

The programme is articulated around 2 main components:

  1.  The development of capacities of local civil partners for improvement of service delivery in priority sectors. It mainly consists of a micro-grants allocation platform to local partners (NGO’s and Local councils).
  2.  The Fast-track stabilization procedure mechanism for highly efficient short-term delivery in order to react swiftly to sudden requests formulated by local councils.

In the framework of this Programme, Expertise France (EF) wants to recruit a Programme Manager

4.    Job Description /Assignment

The Initiative Programme manager will be in charge of the implementation of the Initiative Gaziantep phase II programme in Syria.

Under the supervision of the Head of Mission in Istanbul and the Chief of Operations in Gaziantep, the incumbent will in Paris. He/she will carry out the following activities;

1.    ProgrammeManagement 

Programme follow-up

-         Ensure the continuation and the implementation of the InitiativeGaziantep phase II programme and strategy;

-         Review on-going livelihoods activities and local development plans, map out partnership opportunities;

-         Ensure that appropriate systems and plans are in place for dealing with emergencies;

-         Liaise with the support units (M&E Admin Finance and logistics) to ensure the programme reaches its objectives in the planned timeframe

Capitalization and M&E

-         Assess and compile existing socio-economic data (in cooperation with the monitoring & Evaluation manager);

-         Prepare regular periodic and ad-hoc reports, and operational updates for sharing with internal and external counterparts, including, donors, partners, headquarter;

-         Help with the M&E system to monitor the programme and participate in regular assessment;

-         Ensure governance and gender are considered from the proposed design project evaluation;

Coordination and partnership

-         Ensure compliance with donors rules and regulations;

-         Ensure coordination with local and international stakeholders and partners;

-         Ensure that linkages to other programs implemented in the area are established and the program is implemented in a coordinated way;

2.    team management 

HR

-         Manage a team of two programme officers based in Gaziantep and maintain good and efficient work conditions in order to meet programme objectives;

-         Supervise the recruitment of local to manage projects and assess the level of skills required as the project develops;

-         Define programme-related staff’s line management, objectives and carry out regular performance assessments for each employee

Capacity training for the team and the partners 

-         Ensure knowledge transfer and team capacity; 

-         Review and summarize the needs for training, skills development and professional education for Programme Team and Implementing Partners.

-         Identify the programme’s needs and participate in the recruitment of technical experts to support the design of activities in the framework of the programme 

3.    Strategy and development

-         Documentation and analysis of context information into a comprehensive strategy adapted to the EF activities for field operations in the livelihoods/ stabilization sector in Syria

-         Resource mobilization and capitalization with the aim to contribute toEF’s strategy in Syria.

-         Coordination with partners, donors and other programme management teams/other relevant colleagues to facilitate strategic discussions

4.    Representation

-         Prepare and present projects’ proposals to the donors for approval

-         Liaise with other EU common office members (mainly GIZ) on the proposals and field activities;

-         Participate in various forums, sectorial coordination meeting, thematic groups and clusters on Livelihood sector or Stabilization in Syria;

-         Develop a network of strategic partners (other local NGOs, donors...).

Any other related business as required

5.     Qualifications and skills 

Academic

-         Relevant university degree (eg. Agronomist, international development)ideally related to livelihood, community development or stabilization sectors. 

Word experience

-         5-9 years of experience in managing complex early recovery/development programmes;

-         Experience in management and capacity building of teams in complex contexts;

-         Experience in working with local NGOs as partners;

-         Proven experience in using value chain analysis & market mapping to undertake

programme design, implementation, and staff/ partner training; 

Technical skills

-         Excellent project management skills (assessment, analytical, monitoring, evaluating and planning) to enable programme delivery;

-         Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity;

-         Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs;

-         Good coordination and teamwork skills;

-         Good knowledge of written and spoken English is essential. Arabic is an asset.

6.    Time schedule

Starting date: the beginning of January 2019 to ensure handover with the current programme manager

Employment is subject to the possession of valid identification documents (passport, residency card, temporary protection card etc.) and successfully obtaining permission to work with the Government of Turkey (work permit)

Failure to provide the required documents or a rejection of a work permit application by the Government of Turkey will result in your employment offer being rescinded.
