Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Role Purpose

Under the direction the Programs manager, the Protection Program Sr. Coordinator will ensure that CP, RE and GBV projects are consistent with Shafak protection policies and compliant with donor regulations. S/he will play an important role in adapting protection policies and contributing to staff and beneficiary feedback mechanisms and responsive gender integration planning for programming. S/he will ensure that at a minimum, programming “does no harm” to the children, men and women; that programming includes appropriate sensitization around concepts of protection.

The Protection Program Sr. Coordinator will also play an important role in the capacity development of Shafak staff. S/he will lead the development of appropriate training, assessment and monitoring tools. S/he will keep abreast of new issues and trends in the areas of protection and gender and will facilitate the sharing of information internally and externally.

Key areas of accountability and responsibilities:

  • Lead the planning and implementation of program projects.
  • Facilitate the definition of program projects scope, goals and deliverables.
  • Define program projects tasks and resource requirements.
  • Develop full-scale program projects plans.
  • Supervise the assembling and coordinating of program projects staff.
  • Manage program projects budget.
  • Manage program projects resource allocation.
  • Plan and schedule program projects timelines.
  • Track program projects deliverables using appropriate tools.
  • Provide direction and support to program projects teams.
  • Making sure the quality standards are met.
  • Constantly monitor and report on progress of the program projects to all stakeholders.
  • Present reports defining program projects progress, problems and solutions.
  • Implement and manage program projects changes and interventions to achieve program projects outputs.
  • Program projects evaluations and assessment of results.
  • Carrying out risk assessment.
  • Recruiting specialists and sub-contractors, and monitoring sub-contractors to ensure guidelines are maintained.
  • Overseeing the accounting, costing and billing.
  • Map out existing services in participation with stakeholders and help identify opportunities for program expansion – (i.e., sectorial and/or geographical) and participate in the preparation of applications for funding
  • Develop Shafak program at field site level, assisting the Country Director and Regional Representative in formulating annual plans and in determining short- and long-term program direction, integrating Shafak Programming Principles and the Program Framework.
  • Participate in strategic planning for the country program and in final drafting of strategic and annual action plans.
  • Work in partnership with the World Health Organization as the cluster lead agency to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response.

Required Qualifications, Experience and Attributes

  • Bachelor Degree in Educational, Psychology, or any equivalent related Field.
  • Experience in Protection Program management and at least three years in humanitarian field.
  • History of working effectively and respectfully with host country government, INGO and NGO partners
  • Experience working with programs in politically-turbulent and post-conflict environments; and Demonstrated ability to support complex programming and meet tight deadlines.
  • Fluent in English (writing and reading).
