ROLE PURPOSE:

The Accountability Officer is a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, supporting implementation of the overall MEAL system at country level. S/he will be coordinating the accountability system at the Country Office level under the MEAL Coordinator/Manager.

The Accountability Officer will support all efforts for promoting a high level of beneficiary accountability and will support programme and partner teams focusing on multiple sectors, including but not limited to Child Protection,Education, and Livelihoods. S/he will be in direct contact with beneficiaries when sharing information, ensuring their inclusion (direct and indirect) in monitoring and review processes through meetings, focus group discussions, or interviews, and through the Complaints and Feedback Mechanism. Accordingly, the information gathered will be analysed, reported, disseminated, and integrated back to the implementation.

The safe and meaningful participation of boys and girls will be particularly important as per the role and mandate of Save the Children. 

SCOPE OF ROLE:

Reports to: Meal Coordinator/Manager, Istanbul

Budget responsibility: None

Location: Istanbul with frequent travel to field sides, Turkey

Contract length: 12 months

KEY AREAS OF ACCOUNTABILITY:

Accountability

·       Support the MEAL Department in developing an Accountability Framework/relevant SoPs.

·       Coordinate the Accountability assessment with Save the Children (SC) partners, and inform the capacity building plan.

·       Support SC partners in establishing/improving accountability system including sufficient resources.

·       Support partners on the design and set up of the full programme Complaints and Feedback Mechanism (CFM) and information sharing system – including child friendly versions that are sensitive to gender and diversity.

·       Support program and partner staff to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.

·       Responsible for track and review of Accountability Implementation Plan.

·       Work closely with MEAL and program teams to support partners in implementing and maintaining accountability related activities and systems.

·       Compile the feedback received from MEAL officers/partners and ensure follow-up as per feedback protocols.

·       Responsible for producing monthly accountability reports for the CO.

·       Support Meal Officers in data collection, implementation of MEAL plans, and relevant accountability focused activities.

·       Contribute to quarterly partner meetings through providing accountability updates and recommendations.

·       Ensure that accountability activities are embedded in the third-party monitoring systems.

Capacity building:

·       Conduct accountability related trainings and capacity development for SCI and partner staff.

·       Contribute to partners’ capacity building on accountability and learning through mentoring and coaching as necessary.

·       Coordinate external capacity building opportunities for SC and partners on accountability.

Others:

·       Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

·       Comply with Save the Children policies and practice with respect to child protection,code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

.       Other tasks that are deemed critical to ensure the accountability of Save the Children and its partners to boys, girls and their families and communities. 

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Essential

·       Minimum of 1-year work experience in Monitoring & Evaluation, Accountability, or a relevant community based/consultation related role.

·       Fluent in Arabic, English, and Turkish, both spoken and written.

·       Demonstrated ability in community mobilization and community-level dialogue.

·       Strong excel, data analysis and reporting skills.

·       Demonstrated experience in conducting FGDs and/or KIIs.

·       Politically and culturally sensitive with qualities of patience, tact and diplomacy.

·       Capacity and willingness to be flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable

·       Minimum of 2-year work experience in humanitarian programmes and/or in an NGO.

·       Experience in delivering trainings and coaching/mentoring.

·       Ability to handle a high workload and to work independently.

·       Strong skills in assessment design and implementation.

·       Previous Accountability, MEAL, Protection, Child Protection, Identification, Case Management, PFA or related trainings.

·       Experience in working with children.

.       Farsi is highly desirable.
