Bu işe alım süreci Türkiye'de yeni gerçekleşmiş olan depreme yönelik acil müdahale projemiz kapsamında oluşan insan kaynakları açığını doldurmak için yürütülmektedir. İstihdam ilgili projenin fonlanmasına bağlı olarak gerçekleşecektir. Konaklama DDD tarafından konteynırlarda sağlanacaktır.
Durumun aciliyetinden dolayı sahada gönüllü çalışmaya istekli kişilerin başvurusu özellikle teşvik edilmektedir.

Hatay'da görevlendirilmek üzere, Koruma Sorumlusu Saha Koordinatörünün(Field Coordinator) ve Saha Yöneticisinin(Field Manager) yönetimi altında çalışacaktır.

Görev ve Sorumluluklar
Programlama

• Topluluk düzeyinde etkili, kültürel olarak uygun, kanıta dayalı koruma müdahalelerini tanımlama çabalarına öncülük etme;
• Hedef nüfusun korunma ihtiyaçlarını etkileyen potansiyel risk faktörlerini araştırma ve tespit etme;
• Yüksek riskli vakalarla ilgili değerlendirmeler yapma;
• Haklar ve hizmetler konusunda bilinçlendirme/bilgilendirme oturumları düzenleme;
• PSEA (Cinsel Sömürü ve İstismarın Önlenmesi) hizmetlerinin uygulanmasını etkileyen, topluma özgü endişeleri ele almak için yaratıcı önlemlerin kavramsallaştırılmasını ve geliştirilmesini aktif olarak destekleme;
• Hizmet eşleme ve sevk/yönlendirme mekanizmasının kurulmasında Vaka Çalışanlarını destekleme ve yönetme;
• Kesişen konular hakkında düzenli olarak rapor vererek programın hedeflere ulaşma yolunda olduğundan emin olma;
• Koruma Koordinatörü/Yöneticisi ile birlikte proje tekliflerine, proje bütçelerine ve konsept/proje notlarına katkıda bulunma

Koordinasyon ve Temsil

• Bireyin ve toplumun ihtiyaçlarını karşılamak için proje ekibinin diğer üyeleriyle işbirliği yapma
• Sağlanan hizmetlere ilişkin doğru bilgileri paylaşarak koruma ve toplumdaki diğer aktörler arasındaki saha koordinasyonunu ve yönlendirme yollarını güçlendirmek için koruma aktörleri ve ilgili paydaşlarla düzenli olarak koordinasyon sağlama
• Operasyonel alanda çeşitli hizmet sağlayıcılar ve yardım aktörleri ile irtibat kurma
• Gerektiğinde küme ve diğer korumayla ilgili toplantılara katılma

Risk Faktörlerinin Analizi, Tespiti ve Azaltılması

• Vaka Çalışanları ve PSS Görevlisi ile işbirliği içinde, hedef nüfusun koruma durumunu etkileyen potansiyel risk faktörlerini araştırın ve tespit etme
• Gerektiğinde, potansiyel risk faktörlerini azaltmak ve/veya ortadan kaldırmak için diğer paydaşlarla koordinasyon sağlama.

Önleyici Tedbirlerin Geliştirilmesi ve Gerçekleştirilmesi

• Vaka Çalışanları ve PSS Görevlisi ile işbirliği içinde, topluluk içinde üstlenilecek yenilikçi önleyici koruma müdahaleleri ve faaliyetleri geliştirin ve uygulama.

Diğer İlgili Görevler

• Kurumun talep ettiği Saha Değerlendirmelerine katılma
• Dahili çalışma toplantılarına katılın ve DDD ekibini lojistik konularda bilgilendirme
• Güvenlikle ilgili sorunları bölüm yöneticisine bildirme

Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Mission

Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

Since the beginning of the Syrian and Iraqi crises, Turkey has become a host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s interventions aim to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.

Hierarchical & Functional links
The purpose of this emergency recruitment is to fill human resources gap for our emergency response for recent earthquake disaster in Türkiye. Employment will be depend on donor approval. This will be a short term position, the accommodation will be provided by DDD as container
Due to emergency of the current situation, the candidates who are volunteer to work in the emergency field are highly encouraged.

Based in Hatay, the Protection Officer will be under the supervision of the Field Coordinator & Field Manager.

Status: Fixed-Term Contract
Expected Starting date: ASAP

Duties and Responsibilities
Programming

• Lead efforts to define effective, culturally appropriate, evidence-based protection interventions at the community level;
• Explore and detect potential risk factors influencing the protection needs of the target population;
• Conduct assessments with high risk cases;
• Conduct awareness raising sessions on rights and services;
• Actively support the conceptualization and development of creative measures to address community-specific concerns affecting implementation of PSEA services;
• Support and manage Case Workers in service mapping and establishment of the referral mechanism;
• Ensure that programming is on track to meet objectives by reporting regularly on cross-cutting issues;
• Contribute to the proposals, budgets and concept notes together with the Protection Manager

Coordination and Representation

• Collaborate with other members of the project team to meet the needs of the individual and the population
• Coordinate regularly with protection actors and relevant stakeholders in order to strengthen the field coordination and referral pathways between protection and other actors in the community by sharing accurate information on the services provided
• Liaise with various service providers and aid actors in the operational area
• Attend cluster and other protection related meetings as required

Analysis, Detection and Reduction of Risk Factors

• In collaboration with the Case Workers and PSS Officer, explore and detect potential risk factors influencing protection status of the target population
• When required, coordinate with other stakeholders to reduce and/or eliminate potential risk factors.

Develop and Perform Preventive Measures

• In collaboration with the Case Workers and PSS Officer, develop and implement innovative preventive protection interventions and activities to be undertaken within the community.

Other

• Participate to Field Evaluations as requested by the organization
• Participate in internal work meetings and inform DDD team on logistic issues
• Report any security related issues to the line manager
• Respect the privacy of the patients and the confidentiality
• Provide regular reporting on her/his activities to the line manager upon solicitation
• Any other related DDD tasks as assigned by supervisor/line manager

• Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.

NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.

Expected profile
Knowledge & Qualification

• University degree or equivalent degree in social sciences, international development or similar.

Experience

• At least 2 years of experience in the area of protection in humanitarian context

Languages

• Required: Turkish (oral and written)
• Preferred: Arabic and English

IT & Equipment

• Good proficiency with Microsoft Office package
