Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.

Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

DDD is the 16th member of the Doctors of the World International Network that is committed to meeting the health needs of vulnerable people globally.



Since 2015, DDD implements programs in both Turkey and Syria providing refugee and IDP communities with free access to healthcare services. DDD works with a range of humanitarian professionals and technical experts to provide Primary Healthcare (PHC), Mental Health and Psychosocial Support (MHPSS)services as well as sexual and reproductive health (SRH).

Since the beginning of the Syria and Iraqi crises, Turkey has become host to over 3 million refugees, migrants and asylum seekers which led to an increasing demand for health services. In this context, DDD’s intervention aims to assist local public health systems in providing and improving access to health and health related services to vulnerable populations among refugees and migrants in Turkey, specifically in Hatay, Izmir and Istanbul. In Syria, DDD runs health facilities in Idlib and Afrin provinces to deliver health-related services to IDPs.


Hierarchical & Functional links

Based in Qah, Idleb, North West Syria, the Admin Assistant is under the line management of the Admin Human Resources Officer.


Main Responsibilities

  • National Human resources’ files and records Management in order to ensure accurate payment of allowances
  • Documents of Recruitment, training, career development.
  • Administrative support,
  • Archiving

Function Details

  • National Human resources’ files and records Management in order to ensure accurate payment of allowances
  • Following up and update national staff HR’s administrative issues: contracts, leave follow up if needed, payment sheets, attendance sheets etc.
  • To maintain proper filing of relevant Administrative and HR documents: attendance sheets, Leaves, employment documents, contracts, training files, Staff files, etc.
  • Assist the Admin officer in any HR issues
  • Assisting in implementing and keeping up to date Internal Regulations inside Syria
  • Assist in Prepare the needed documents for terminated contracts.
  • Archive all HR files in the HR Department.
  • Maintain confidential employees’ files.
  • Assists in staff resource planning: schedule, service description, recruitment, induction and trainings if appropriate.
  • Making reports about his/her activities to the Admin HR Officer NI.
    • Recruitment, training, career development
  • Assist the recruitment process: communication with candidates, archive employment papers, etc.
  • Follow-up training plans and to keep documents related
  • Contribute to the follow-up and monitor training plan for the staff in accordance with DDD requirements and guidelines.
    • Administrative support:
  • To maintain proper filing of the payments documents of staff medical expenses according to DDD medical policy.
  • Ensure filing of all admin/HR documents.
  • Manage the storage and security of documents.
  • In close relationship with the Admin HR senior Officer, follow-up the information and modifications which can influence in the work
  • Keep informed the Admin HR Senior Officer any modifications and information in the procedures.
    • HR policy:
  • Assist in developing the HR policy regarding the context in Syria.
  • Ensure the meeting and relations part with staff representatives.
  • Translate verbally and by written when needed.
    • Reporting
  • Provide regular reporting on your activities to your Line-Manager upon his/her solicitation;
  • Provide your line-manager with a Handover Report at the end of your contract.

Promote and encourage a culture of compliance and ethics throughout Dünya Doktorları Derneği. As applicable to the position, maintains a clear understanding of Dünya Doktorları Derneği and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within Dünya Doktorları Derneği and amongst beneficiaries served by Dünya Doktorları Derneği.


NB: considering the purpose and values of the organisation, DDD requests to its employee complete flexibility in term of duties and commitment, as their job description and job title can be adjusted throughout the year according to needs and priorities.


Expected profile

Knowledge & Qualification

  • University degree or equivalent qualification in Human Resources Management and/or in Administration;


  • Minimum 1-year practical experience in Human Resources.
  • Previous involvement in the humanitarian sector, as well as personal or professional experience in international contexts, will be an asset;
  • Experience and skills in training and capacity-building would be an asset.


  • Required: English and Arabic (oral and written);

IT & Equipment

  • Proficient in using of Microsoft Office (Word, Excel, Outlook) and/or other software.

Intellectual & Physical (if required)

  • Problem-solving and negotiation skills;
  • Initiative and the ability to offer new ideas;
  • Organisational and planning skills;
  • Personal commitment to improving your own knowledge and skills.
  • Ability to work under pressure and handle stressful situation; able to meet the deadlines.
  • Work with less supervision.

Communication & Information flow

  • Written and spoken communication skills;
  • Interpersonal skills and able to communicate with people at all levels, motivate others and change people's attitudes when necessary;

General Qualities required:

  • Diplomatic;
  • Ability to work in an international context and collaborate with international and national experts;
