Job Purpose
The Area Coordinator (Hatay) will lead area-based coordination for IFRC, in support of the earthquake operations teams of Turkish Red Crescent in Hatay.
Under guidance of the IFRC Team Leader for Area Coordination based in Gaziantep, he/she will be directly responsible for area-level planning, context analysis, field-level monitoring, peer-to-peer support and hosting high-level visits for donors and partners in Hatay. He/she will also build strong relationships and networks with humanitarian stakeholders and local authorities to ensure strong coordination and representation of IFRC at the area hub level.
Job Duties and Responsibilities
Coordination, cooperation, networking and partnerships
- Foster and maintain good collaboration with TRC field teams under the earthquake operation, as well as TRC Community Centers and TRC branches
- Build working relationships with relevant local authorities such as AFAD representatives, municipalities, SASF (Social Assistance and Solidarity Foundations) offices and the PDMM (Provincial Directorate of Migration Management) office in Hatay
- Represent IFRC in relevant local coordination meetings in Hatay province under the UN coordination architecture, as well as any Government-led coordination forums
- Liaise with local public authorities, UN agencies, international and non-governmental operating agencies and relevant private sector partners
- Identify opportunities for collaboration and partnerships with partners at the area level
- Arrange field level visits of IFRC leadership, as well as VIP visits from donors and partners
- Support the Shelter Sector, led by IFRC, with organizing effective and meaningful shelter coordination forums at the area level
Technical support
- Plan and coordinate field activities under the guidance of the IFRC Team Leader for Area Coordination, in close coordination with TRC field teams across Hatay
- Actively contribute to the development of field level planning processes
- Support TRC field level teams to assure consistent application of IFRC Minimum Standard Commitments to Gender and Diversity
- Identify potential areas for appropriate peer-to-peer support to TRC operational teams and volunteers, and assure mentoring and coaching to staff
Planning, monitoring, evaluation and reporting
- Produce regular area-level situation reports and operational updates
- Support TRC and the IFRC’s Monitoring and Evaluation team in data collection and analysis of assessment results
- Join TRC during field monitoring and help provide oversight of field level activities
- Contribute to the IFRC reporting processes (standard and donor reporting) as requested by the Team Leader, Area Coordination in Gaziantep, in coordination with PMER teams
- Providing adequate oversight to assure field level organizational accountability
Identify sensitive issues related to service gaps, protection risks or operational challenges, and ensure immediate communication to IFRC management
Education
Required:
- Relevant university degree or equivalent qualification
Preferred:
- Basic RCRCM Training Courses or humanitarian response training or equivalent knowledge
Experience
Required:
- Minimum of 5 years relevant work experience in relief operations
- 3 to 5 years field experience with an International Organisation, international non-governmental organization, NGO and/or government development agency
- Experience liaising with government actors and general field coordination
- Practical experience in monitoring and assessments (including Focus Group Discussions and interviews)
- Experience in project cycle management including proposal development, budgeting and reporting, monitoring and evaluation
Preferred:
- Experience within the Red Cross and Red Crescent Movement
- Working experience in Hatay province
- Team management experience
- Background in report-writing
