PREAMBLE

The international obligations of Turkey and its national legislative framework on asylum have shaped the form of the current collaboration with UNHCR. During the last 57 years, UNHCR and Turkey have been working together in close partnership. Turkey has provided the asylum space for persons seeking refuge and UNHCR has assisted Turkey to determine who is in need of international protection and to enable access to rights by these persons. As the main partner of the Turkish State in the field of international protection, UNHCR Turkey continues to provide legislative and technical support as well as institutional capacity building support to the Directorate General of Migration Management (DGMM) and other national institutions.

As regard Syrian nationals who are hosted in Turkey under a Temporary Protection (TP) framework for Syrian nationals, refugees and stateless, UNHCR’s work is to support the authorities through the provision of technical assistance and strong public advocacy for enhanced responsibility sharing.

UNHCR in Turkey processes cases in close consultation with DGMM for the purposes of resettlement, intervenes to strengthen the protection environment and access to social support mechanisms, and endeavors to find durable solutions for the most vulnerable amongst those who are recognized as refugees provided they meet the criteria of the resettlement countries.

UNHCR in Turkey operates through a country office in Ankara, with a sub-office in Gaziantep covering three field units in Gaziantep, Sanliurfa and Hatay, and field offices in Istanbul and Van.

ORGANIZATIONAL CONTEXT

The Assistant IM Officers sits in the Inter-Agency Coordination Unit and will report to the Inter-Agency Inter-sector Coordination Officer. While the primary focus of her/his work will be in the inter-agency fora, the IM needs of the refugee operation in Southeast Turkey will also be covered.

The Assistant IM Officer assists in the production and dissemination of information on the population of concern, including but not limited to Protection, Programme and Inter-Agency information. She/he supports the Inter-Agency Coordination Officer in maintaining a constant dialogue with sector partners on the overall reporting on 3RP (Regional Refugee & Resilience Plan) indicators through the online data collection platform Activity Info.

There is an emphasis on protection information management—the principled, systematized, and collaborative processes to compile, collect, process, analyze, store, share, and use data and information to enable evidence-informed action for quality protection outcomes.

The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from all populations of concern. In addition to inter-agency work that benefits all sector members, s/he supports the UNHCR Southeast Turkey team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

FUNCTIONAL STATEMENT

Accountabilities

  • The Office delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely information products.
  • Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

Responsibilities

  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile, aggregate and analyse data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Support the operation in the analysis of processed data and information and perform data quality and consistency control.
  • Facilitate the analysis of cross-border information between relevant countries.
  • Assist in training staff involved in information management activities, including data collection and data entry teams.
  • Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
  • Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
  • Perform other duties as required.

Authorities

  • Liaise with partners and represent UNHCR in meetings related to the functions.
  • Make recommendations and provide advice on the technical information management requirements.
  • Assist in training of data entry and data collection teams.

ESSENTIAL MINIMUM QUALIFICATIONS, PROFESSIONAL EXPERIENCE AND REQUIRED COMPETENCIES

  • Undergraduate degree (equivalent of a BA/BS) in information technology, demography, statistics, social sciences or any related area.
  • At least 1 year of relevant work experience.
  • Knowledge of the UN system and the humanitarian community.
  • Proven skills to analyse statistical information.
  • Advanced Excel skills (e.g. pivot tables, functions, etc.).
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
  • Excellent knowledge of English and working knowledge of another UN language.

  • Good knowledge of local language and local institutions.

***For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS AND COMPETENCIES

  • Proficiency in a second official UN language is desirable.
  • Successful participation in the Operational Data management Learning Programme is desirable.
  • Experience in graphic design web design and software development is an asset.
  • Experience with relevant software such as Adobe InDesign, Adobe Illustrator, QGIS, PowerBi, SPSS or Nvivo, SQL Server, Access, ODK, KoBO, GBVIMS, CP CM IMS, RAIS, PRIMERO and/or proGres is desirable.
  • Experience with HTML, PHP, ASP and/or Java is an asset.

REMUNERATION

A competitive compensation and benefits package is offered. The monthly net salary is between TRY 9,202 and TRY 11,771 depending on relevant experience, dependency status and language proficiency.
