Position Summary
The Awards and Partnership Coordinator is the central focal point at the Hub office for partnerships and is responsible for coordination partnership activities across all departments. The role is also involved in Awards information management and Awards management capacity-building efforts. The Awards and Partnership Coordinator also supports programmatic and budgetary monitoring, compliance with donors and internal RI rules and regulations. The Awards and Partnership Coordinator reports to the Deputy Hub Leader, with the dotted reporting line to WOS Awards and Partnerships Manager. The prospective candidates will work closely with the Hub based programmatic and support functions focal points.
ESSENTIAL RESPONSIBILITIES AND DUTIES
Awards and Compliance
- In coordination with WoS Awards and Partnerships Manager, provide guidance to the hub office on donor regulations at key phases of the award cycle.
- During project development, work with the Hub Program Development and Reporting Coordinator, technical, program and support staff to ensure the prepared package (including budget) are in compliance with donor grant requirements.
- At the project opening stage, ensure shared understanding of award obligations and requirements is communicated to the relevant focal points at hubs.
- Support in drafting various requests to donors such as reprogramming of activities, requests for assets procurement, loss reports. etc.
- Follow up on the award closeout for compliance, including audit readiness, disposition plans, and other donor requirements.
- In coordination with WoS Awards and Partnership Manager, hub leadership and Amman-based technical advisors, follow up on the implementation of Audit recommendations.
- In coordination with WoS Awards and Partnership Manager, Hub Leadership and Amman technical advisors, organize and lead the Award Opening and Closing meetings, as well as monthly Award (Grant) Review Meetings documenting and following up on action points.
- Coordinate the use of Project Implementation Tools that incorporate procurement planning, recruitment planning and activity plans amongst program teams to ensure accurate tracking of implementation and timely alerts to potential challenges/obstacles.
- Support WoS Awards and Partnerships Manager in collecting information for updating the monthly country portfolio.
- Contribute to the revision/update of monthly Awards Management Matrix led by WoS Awards and Partnerships Manager.
- Support hub leadership and support functions in facilitating different donors spot-check and verification missions, review management response and advise on donor special languages and precautions to mitigate potential risks.
Partnership Management
- Act as a centralized partnership focal point to coordinate partnership mainstreaming through all programmatic and support functions.
- Develop and maintain strong working relations with new and existing partners.
- In coordination with WoS Awards and Parnterships Manager, facilitate partner Blocked Party Screenings and Enhanced Due Diligence process using third party online platforms and RI-developed tools.
- In coordination with different programmatic and support departments, lead the process of partner Standard Due Diligence Questionnaire.
- Draft/review sub-award agreements, sub-award agreement modifications, and other contractual documents.
- Support Hub Awards and Partnership Coordinator in establishing the initial version of Project Implementation Tool for partners and ensure its regular update.
- In coordination with different programmatic and support departments, organize Partner Award Opening and Closing meetings, as well as monthly Awards/BVA Review Meetings based on partner-submitted Program Implementation Tools and BVAs.
- In coordination with Program Development and Reporting Coordinator, ensure that partners’ reports are delivered on time, in complete package, and in alignment with RI and donor requirements.
- Review partner reports and consolidate feedback from different RI programmatic and support functions who should also be involved in the review of the partner reports.
Training and Capacity Building
- In coordination with different functions, faciliate Organizational Capacity Assessment, identifying areas where partners need capacity building support, and develop tailor made Capacity Building Plan involving RI programmatic, support and technical functions.
- Support relevant functions in developing capacity building materials and in facilitating trainings to the partners.
- Ensure day-to-day mentorship for CSO partners, and meeting regularly with each partner for coordination and follow up;
- Ensure partners understand donors’ requirements through training and coaching.
- Offer training and capacity building (remotely and in person through field visits) on award management tools/forms to relevant RI Hub staff.
- Conduct regular capacity building sessions on donor compliance for RI staff and partners.
Information Management
- Maintain partnership performance tracker and facilitate regular communication with hub leadership, relevant hub staff, and WoS Awards and Partnerships Manager on performance related follow up.
- Maintain an up-to-date tracker of all reporting deadlines and ensure that responsible RI and partners’ staff who contribute to reports are aware of reporting deadlines, templates, and requirements.
- In coordination with Hub Program Development and Reporting Coordinator and WoS Awards and Partnership Manager, ensure maintenance of effective filing system of project and partnership documentation.
- In coordination with Hub Program Development and Reporting Coordinator and WoS Awards and Partnership Manager, update an online and offline record to ensure effective audit trail.
- Distribute and share with all RI staff copies of all post award documents (modified proposal package and budgets, donor approval on notifications and changes, templates, and tools, etc.) related to their specific programs.
- Distribute and share existing and new donor and RI regulations.

- Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible

QUALIFICATIONS & SKILLS REQUIREMENTS
This position will require a demonstrated ability to achieve results in a demanding and fast paced environment.
- Masters/Graduate degree in development studies or practical experience implementing livelihoods programs in emergency setting (minimum 3 years);
- Understanding of donor reporting, grants management, and program development processes.
- Familiarity with the rules and regulations of major institutional donors such as ECHO, USAID/OFDA, US State Department, etc.
- Excellent critical thinking skills and ability to exercise good judgment and solve problems quickly and effectively.
- Strong inter-personal communication skills and ability to work well in a team and in a multi-cultural setting.
- Proficiency in Microsoft Office.
- Flexibility, optimism, and a sense of humor are assets and highly valued.
Language Skills
- Fluent Arabic language communication skills required (both oral and written)
- Very good English skills capacity (both oral and written)
