CARE International has been responding to the Syrian crisis since 2012, commencing with support to refugees in Jordan. The CARE Turkey Country Office was established and registered in August 2013 in response to the dire humanitarian situation experienced by civilian populations across northern Syria. Significant influxes of refugees to Turkey in 2014 expanded CARE’s Turkey operations and resulted in a significant program and operational growth. This pace of growth has continued into 2020. CARE supports communities affected by conflict and/or displacement – especially women, girls and boys – to become self-reliant, empowered and able to achieve basic needs and rights.

CARE seeks a world of hope, inclusion and social justice, where poverty has been overcome and all people live in dignity and security. In response to CARE increased Syrian response cross-border humanitarian works the program is now endeavoring to undertake an inside NW Syria direct implementation to address humanitarian needs, enhance the quality of our programming and maximum response capacity and support to CARE’s partners. We are looking for a strategic, trustworthy, dynamic, innovative and resourceful person to join the Area office in the capacity of Area Programs Manager to be based in Gaziantep, Turkey with up to 60% travel to northern Aleppo, Syria.

JOB SUMMARY

The Area Programs Manager will be a senior member of the Area office team and report directly to the Area manager. The Area Programs Manager will manage CARE's directly implemened programing in northern Aleppo and will supervise and provide leadership for an expanding multi-sector program team. The Area Programs manager is responsible for ensuring high quality implementation of a wide range of programing such as:

  • Food Security program (Monthly Food Assistance, multipurpose cash assistance,)
  • WASH program (rehabilitation of water infrastructure, hygiene promotion);
  • Shelter program (rehabilitation of private shelters and health facilities, distribution of shelter & NFI materials). In addition, we maintain a standing emergency response capacity with a particular focus on NFI programming

With rapidly expanding portfolio there is possibility of adding in the next phase:

  • Livelihoods program (technical and vocational education and trainings, market recovery, cash for work);
  • Protection program (e.g. Child Friendly Spaces in informal camps, case management support);

The Area Programs Manager is the main budget holder for all directly implemented programming and manages more than 20 staff within the newly established Food Security- , WASH & Shelter- and Emergency Program teams within the Area Office. A major emphasis of this position is to play a strong managerial role in ensuring that the programs are implemented fulfilling standards of quality and accountability along with delivering the desired program outcomes.

The post holder will be managing the delivery of a multi-sector, multi-location, multi-modality and multi-donor program requires excellent internal coordination and management to ensure the portfolio is not just implemented on time and according to budget but that CARE’s program achieves as much for the targeted population as possible.

The person is expected to have strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policy and advocacy.

RESPONSIBILITIES AND TASKS

Job Responsibility #1 Program Implementation and Quality                                                          %40 

 

  • Manage budgets effectively to ensure programs remain on scope, on target and on budget.
  • Manage the successful and timely implementation and completion of projects, to ensure effective and accountable outputs and outcomes
  • Support/oversee program coordinators in the delivery of all programs in accordance with grant agreements, objectives and milestones, timeframes and on budget
  • Responsible for oversight of Area programs budget holder for most programming; hold individual budget holders accountable to accurately and efficiently manage their individual projects and grants. Ensure monthly BvA (Budget vs Actual) and DIP (Detailed Implementation Plan) meetings are held.
  • Responsible for the implementation of the Project Cycle Management. 
  • Support Program Coordinators to develop, adapt and implement appropriate monitoring and evaluation systems that enhance program effectiveness and quality.
  • Working with the Program Coordinators, ensure appropriate and timely grant spending to achieve program goals, including procurement, use and distribution of supplies and resources.
  • Support the submission of timely, accurate and well-written donor reports and other reporting requirements.
  • Coordinate and collaborate with technical specialists to ensure the managed projects meet the desired outcomes.
  • Work closely with Area operations teams, especially the Area Operations manager to ensure that area programs activities are closely aligned with programmatic goals
  • Provide guidance to the program team regarding tools and strategies to ensure that programming is based on input from communities, a thorough understanding of the context, and technical best practices.
  • Provide regular mentoring of field staff to ensure all programs outcomes are delivered effectively accountably
  • Ensure that donor compliance rules are well understood and incorporated, drawing on support from internal control and compliance director where needed
  • Identify key areas for improvements in these processes and practices and work to push them forward.
  • Play an active role in preparing for internal and external audits; ensure recommendations related to operations are followed and take all necessary measures to address audit findings.
  • Share responsibilities with Area manager for representation and discussions with key partners, coordination fora, local authorities etc.
  • Ensure that program implementation is responsive to communities and consistent with CARE' relevant program guidelines, principles, values, quality standards and strategic plan
  • Responsible of ensuring that project specific gender action plans (GAP) and “do no harm” approaches is planned and implemented throughout the project cycle and mitigation measures and re-adaptation of the program/budget occurs, with close support of the Gender/Protection Specialist and other staff as relevant.

 

 

Job Responsibility #2 Program Development                                                                              %25

 

  • Develop and implement needs assessment plans in close coordination with the MEAL, Program Quality Department and the Cross Border Program department.
  • Lead on developing sector program plans, under the supervision of the Area manager and in consultation with relevant Program Managers, for CARE’s direct implementation. This include leading on identifying critical needs, identifying potential target locations and program areas where CARE adds specific value
  • Ensure the integration of cross-cutting issues into design and implementation including gender, non-discrimination, protection and child safeguarding.
  • Work with colleagues in country office program team to identify funding opportunities and develop competitive, responsive proposals that meet internal standards, apply CARE’s global strategy and are donor compliant
  • Oversee and contribute, as necessary, the Area level program proposal processes and preparation of timely and high-quality progress reports, program reports, and donor reports, coordinating with the relevant CO teams.
  • Engage closely with the Business Development team throughout the project cycle.
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  • Promote synergies and ensure the overall coherence and relevance of multi-sectoral response.

 

Job Responsibility #3 Staff Management, Capacity Building                                                       %20

 

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting quarterly performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
  • Holds high-quality meetings with each direct report on a regular and predictable basis, at least bi-weekly.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

 

Job Responsibility #4 Emergency preparedness & response.                                                         %15

 

  • Assist in the design of emergency preparedness procedures ensuring Area Office readiness to respond to emergencies within the designated portfolio/areas.
  • Support scale up to respond to emergencies within the designated portfolio/areas or as requested by the AM / ACD, as per CARE’s categorization requirements, in line with global emergency goals and benchmarks as well as organizational plans and policies
  • Support with the plan and implementation of scale down /transition post response within the designated portfolio/areas or as requested by AM.

 

 

QUALIFICATIONS

Education/Training

Required

  • University Degree in Management, Business Administration, or related field, preferred. Technical degree or certification in related field with significant applicable experience.

Desired

  • A Master’s Degree in a related field

 

Experience

Required

  • At least 5 years of experience in humanitarian experience, including at least 3 years specifically focused on managing direct implementation programs.
  • Experience with managing multisector projects as program manager in at least two of the following sectors: Food security, Livelihoods, WASH, Shelter, Protection, or Emergency response.
  • Established success in managing teams working remotely, under difficult conditions, with less-than-ideal communications systems
  • Demonstrated ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures.
  • Proven experience with management and supervision of large teams and budgets in challenging and insecure environments, and interest in building the capacity of teams.
  • Specific experience in designing project proposals for different donors.

Desired

  • Experience in do-no-harm approaches in a humanitarian context, preferably in Syrian context
  • Demonstrated understanding of and experience with policies, protocols, and procedures of international NGO’s and donor agencies.
  • Proficient in USAID rules and regulations; prior experience working on USAID (including OFDA, FFP) funded programs preferred and other donors such as GFFO, ECHO, etc
  • Strong writing skills and proven track record of high quality policy briefs and reports

  • Ability to work both in an advisory and a hands on implementation capacity
