The Cash and Markets Technical Adviser is one of the key technical positions in CARE Turkey’s Cross Border Program, The role will be reporting to the Assistant Country Director (ACD) – Humanitarian, S/he will provide expertise to support the design and implementation of the entire CARE Turkey cash and markets-based program approaches, and promoting strategic leadership on markets-based programming;  in addition to providing a guidance, building capacity, and supporting the implementation and ensure the quality of all cash interventions across the CARE Turkey’s programs including food security, WASH, Shelter, protection, and livelihood,

In coordination with all Programs Managers, The Cash and Markets Technical Adviser will be responsible for leading CARE's strategy development, and technical design and overseeing the implementation of high-quality CVA interventions by CARE’s direct implementation or through partners. in NWS,

The Cash and Markets Technical Advisor will work closely with CARE's program management team, program quality, risks management, compliance team, and CARE's Global Technical Team.

The role is heavily focused on the technical capacity of managing, designing, and implementing all modalities of CVA, and the right candidate should have very strong experience in this sector, and strong interpersonal and coordination skills, and must overall be an excellent organizer.

 

RESPONSIBILITIES

Job Responsibility #1 Programme Design and Support Implementation   % 50 of Time 

  • Support program team on design, and conduct market assessments in relation to CVA and market-based approaches across all sectors.
  • Provide all required guidance to the design, of any new opportunity; contribute to proposal writing and make sure all CVA approaches are aligned with donors' requirements
  • Ensure that all sectoral program components such as food security, Shelter, protection, and livelihood of CVA programming, are technically robust and implementation is aligned with CARE SoPs and policies.
  • Provide support to CVA cash implementation, while ensuring coordination with various response-level departments including Operations and PQ/MEL.
  • Coordinate with and support the program team to finalize SOPs, and and tools, related to CVA and ensure alignment with CARE’s global standards and procedures.
  • Ensure that program implementation is responsive to communities and partners, and consistent with CARE’s Cash Minimum Standards and other relevant program guidelines, principles, values, and quality.
  • Lead on technical support to program/projects’ managers involved in CVA program delivery.
  • Synthesize cross-functional technical support across CVA Program team, Operations, PQ/MEL to ensure coherence and a singular vision for CVA
  • Support in developing a coherent, flexible strategy for basic needs assistance, with priority on MPCA
  • Define and promote operational solutions to multi-actor / consortium-based MPCA, in collaboration with CVA Program team
  • Support the development of a social protection stance and alignment strategy, where appropriate

 

Job Responsibility #2 Program Learning    % 25 of time 

  • Track key development in the regulatory environment as well as donor policies/funding trends to adapt CVA programming accordingly to ensure relevancy.
  • Build evidence based on “good CVA practices” for Syria and Turkey Responses, via consortium partners and otherwise.
  • Work and support other CARE’s country offices to share the learning, knowledge, and build comprehensive reviews among different contexts
  • Identify priority areas for research that inform evidenced-based program design and long-term strategy
  • Lead on design and coordination of operational research activities in coordination with Program Quality and Programs Teams
  • Lead on advocacy efforts supported by evidences to move from short term (emergency) approach into long term focusing on resilience

 

Job Responsibility #3 Strategic Influence and Representation % 25 of time

  • Identify, build, initiate and manage collaborative partnerships with donors, local authorities, UN agencies, and other stakeholders.
  • Ensure CARE’s representation and active participation in the Northwest Syria Cash Working Group (CWG), including the Strategic Advisory Group (SAG), and all other coordination mechanisms whenever needed.
  • Participate in cash coordination efforts, strengthening CARE’s program approach and influencing the response via these mechanisms.
  • Engage in CARE’s global CVA groups as CARE CVA Focal Point and contribute, to training, knowledge management, and SoPs
  • Develop strategic partnerships, in collaboration with Program and PQ, to bring viable external resources and innovations into the program.
  • Represent CARE at donor meetings for general partnership development, proposal development, and presentation and status presentation of existing grants.

 

QUALIFICATIONS

Education/Training

Required

  • Master’s or bachelor’s degree in a relevant field, such as economics, business, international development, humanitarian studies, or another related field
  • Certified in Project Management (e.g. PMD Pro) or equivalent combination of education and work experience

Desired

  • Strong contextual knowledge of Northwest Syria ‐ social, cultural, and economic context, priorities, and constraints
  • Certified in Core CVA skills (e.g CaLP trainer)
  • Knowledge of the humanitarian program cycle, humanitarian coordination frameworks, and the general humanitarian funding landscape.

 

Experience

Required

  • 5+ years of experience in humanitarian aid assistance in the Syrian Context, with a strong, demonstrable background/experience with cash and market-based programming
  • Familiar with Humanitarian Principles/ Core Humanitarian Standards.
  • Experience with needs and market assessments, as well as response analysis frameworks
  • Experience in facilitating and leading training, and capacity building,
  • Experience in designing cash and markets guidance, tools, templates, and SoPs,
  • Experience in monitoring and evaluation of CVA projects
  • Fluent in English with strong writing skills
  • Competence with MS Office applications, including Word, Excel and Outlook.
  • Demonstrated experience working with bilateral donors such as BHA, and ECHO including strong experience with donor communication and reporting

 

Technical Skills

Required

  • Strong experience in program design, monitoring, and evaluation skills.
  • Full understanding of different CVA modalities,
  • Experience in designing cash and markets policies, tools, templates, SoPs, and guidelines to support program operations
  • Experience with the development and delivery of training materials, capacity building (coaching, mentoring, training)
  • Experience of promoting quality and impact through at least one cross-cutting area: gender equality, safe programming, disability, and inclusion.
  • Excellent coordination skills
  • Experience writing proposals and reports
  • Advanced written and spoken English Language skills.
  • Strong facilitation skills, including the design and management of effective workshops and meetings with diverse participants.
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.

Desired

  • Arabic language skills highly desired.
