The CVA Project Coordinator will be part of CARE’s emergency response program team , report directly to the CBR  Project Manager and deal with the implemented activities with partners. The CVA projector coordinator will be responsible for assuring efficient and high-quality implementation of CARE’s  food security and emergency response projects implemented with partners . The CVA projector coordinator will manage food security and emergency response teams in NWS  and be the key focal point for partners’  support services.

S/He will be overall responsible for providing technical support and close follow up to partners’ teams and to ensure the high-quality implementation of emergency response activities in line with CARE's polices and donor requirements. This role will work closely with CBR project manager at the country office to develop detailed implementation plans for project activities, developing appropriate implementation tools to track progress and monitor the context. S/he will also build capacity, and identify capacity needs, of partners’ staff to ensure they are able to implement activities to a high standard. S/he will also liaise with other actors to ensure effective coordination.

The person will be managing diverse teams and engaging with number of internal and external stakeholders and departments and is therefore expected to have strong interpersonal skills, understanding, cooperative, organized, a high ability to work within a team to take initiative and skills in influencing to support policy and advocacy.

Responsibilities and Tasks

Job Responsibility #1 Project Planning and Emergency Preparedness             20%

  • Create a detailed work plan which identifies and sequences the activities needed to successfully implement the FS&ER activities.
  • Coordination of and delivery of agreed plans and interventions and provide inputs into Emergency Preparedness Plans.
  • Under the supervision of the CBR project manager to sensitize relevant stakeholders to the program.
  • Share timely updates on the ongoing contextual changes and humanitarian situation of affected communities.
  • Coordinate with the other program’s staff to design the intervention that contributes to overall CARE response and submit the plans for the activities of the cash and emergency response in line with the program log frame and work plan.
  • Ensure rapid emergency assessments are undertaken and draw up a strategy for emergency intervention
  • Plan the various stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.

Job Responsibility #2 Implementation and Program Coordination                30%

  • Ensure timely planning, implementation and monitoring of FS&ER activities/projects, including budget responsibility, in the assigned areas in line with CARE SOPs of implementation of the emergency response and cash projects.
  • Prepare and maintain up to date work plans and support the expenditures plans, in line with project and budget documents.
  • Coordinate with finance, logistic, procurement and compliance departments to make sure that all procedures meet CARE standard policies.
  • Ensure project implementation is on time, target, and budget, using effective M&E systems to reach desired impacts.
  • Anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation.
  • Support partners’ team to develop project tools, including assessment questionnaires.
  • Monitor the progress of the project and suggest the adjustments as necessary to ensure the successful completion of the project.
  • Establish a communication schedule to update stakeholders including appropriate staff and department in the organization on the progress of the project.
  • Coordinate with various teams on the delivery schedule, payment approvals and vendor payments to avoid any unnecessary delays.
  • Ensure correct beneficiary selection procedure and criteria are followed by FS&ER Team.
  • Ensure any feedback from beneficiaries or target communities shared by the team are responded.

Job Responsibility #3 Administration and Operational Management of Project Implementation                  20%

  • Support the CBR Project Manager in Monitoring and managing the expenditure on monthly Basis against the approved budget.
  • Represent the program team in the tender committee and support the procurement and logistic  team.
  • Identify the financial needs and requirements of activities and prepare their estimated budget.
  • Coordinate with finance staff and security focal points  to ensure that all distributions are in line with security policies and procedures.

Job Responsibility #4 Personnel Management         20%

  • Coach and mentor partners’ staff on different areas related to Operations’ requirements.
  • Set clear objectives for the partners’ teams and provide mentorship and supervision.
  • Ensure that all project personnel receive an appropriate orientation to the organization and at the beginning of each new project.
  • Work with line management and Administration Section regarding the recruitment of team  staff, ensuring that CARE's recruitment/procurement procedures policies are followed.
  • Based on their job descriptions monitor staff performance and provide constructive feedback to staff in line with CARE CO Performance management procedures.
  • Ensure that staff participates in the development of project weekly/monthly work plans.
  • At all times ensure the safety and security of all Project staff in line with CARE policies and procedures.

Job Responsibility #5 Program Development              10%

  • Contribute to the refining of data collection, monitoring, and reporting tools, and to the harmonization of emergency preparedness and response, and distribution methodologies and tools.
  • Assess the activities undertaken and ensure efficient use of resources.
  • Support in proposal development in term of the geographical area of intervention based on the gap analysis....
  • Ensure lessons learned are documented, shared and reflected in project planning and decision making.
  • Provide regular and timely updates on progress and challenges to supervisor and CBR project  manager.
  • Contribute to the drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided.
  • Contribute to the development of new programs and preparation of proposals and budgets.
  • Support the development of food security, cash visibility, need assessment and market assessment reports.
  • Oversee regular market monitoring in target locations, compile and report information to relevant staff in for timely decision-making.
  • In coordination with the CBR project manager, contribute to the SOP development/modifying based on the context and needs of the direct implementation when required.
  • Any other duties as required.

Qualifications 

Education/Training

Required

  • Bachelor’s degree in development studies or relevant technical field

Desired

  • Master’s degree in development studies or other related fields or combination of relevant education and experience relevant to the job.

Experience

Required

  • Over 3 years of relevant work experience of which at least one is a not-for-profit humanitarian organization in Direct implementation of Cash and Vouchers Assistance (CVA) and Emergency programming in NWS.
  • Experience in program monitoring, coordination, and information management
  • Demonstrated ability to work in direct management and follow up with filed team.
  • Demonstrated experience in Field implementation in Syria and Cash and Vouchers Assistance (CVA)  programming across borders.

Desired

  • Ability to identify and implement opportunities for innovation.
  • Ability to work within coordination mechanisms and as necessary represent CARE in external meetings
  • Strong communication skills, both written and verbal
  • Strong understanding of gender issues and experience in integrating these into program practice.
  • Ability to work with; support and influence other team members.

Technical Skills

Required

  • Excellent understanding of the Syria crisis and the context in Northern Syria.
  • Strong ability to develop and foster external relationships and strong representation skills
  • Program experience in complex emergency contexts.
  • Experience in implementation of Cash and Vouchers Assistance (CVA)  and basic needs programming
  • Competence with MS Office applications, including Word, Excel, and Outlook.
  • Good oral and written communication skills.
  • Fluency in English and Arabic

Desired

  • Strong coaching, training, and mentoring skills.
  • Gender awareness and a commitment to gender equality.
