CARE Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. CARE is implementing multiple grants through direct implementation in Turkey and by partners inside Syria and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.

 

The Data Management Assistant will assist with the Program Quality through the development, rollout, maintenance and continuous improvement of crucial information management systems. The primary function of the role will be to provide DM support to the Program Quality and Refugee Program 

 

In coordination with the DM officer in Gaziantep, the DM Assistant will assist in designing, databases, spreadsheets and other data tools; understands, documents, and ensures the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidates operational information on a regular schedule to support analysis.

 

The incumbent operationalizes data standards developed in coordination with the Program Quality team, develops databases, compiles data and analyses information from all populations of concern. S/he supports the Program Quality Team, Program Team and partners to compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for context-specific data.

 

RESPONSIBILITIES

 

Job Responsibility #1 Contributing to Build data management system for CARE Turkey:  % 50 of time

  • Support Data Management officer to develop CARE Turkey data management system (data flow, tools, databases Etc.…) to ensure it is working smoothly, using appropriate databases system and programing languages (SQL, C#, Java, Flutter)
  • Support DM officer in building required database that meets Turkey programs/ modalities.
  • Support in managing all CARE activities related to Windows and Android applications, including managing the server, building survey forms, managing data collection tools.
  • Under the leadership of the DM officer, assist teams with internal systems, applications, and databases, including developing standard operating procedures, systems, forms, and other organizational tools.
  • Ensure data entering & synchronizing process it is done according to data quality & privacy protocols.

  • Support in conduct data quality cross check for all CARE Turkey program databases by using appropriate tools.
  • Maintains data entry requirements by following data program techniques and procedures.
  • Update and follow up on the application tool interface for adding and modification the question based on need.
  • Capture and validate any technical issues of the database system environment.

 

Job Responsibility #2 Data Analysis and reporting:  % 30 of time

  • Organize data collection based on guidance received from the DM team and in accordance with the project’s requirements.
  • Support the collection of quantitative data for quarterly reports and donor requests for information.
  • Identify problems with data quality and communicate issues with program staff and supervisors.
  • Develop specific statistical reports using SQL statements to meet project needs.
  • Assist with regular data review and cleanup to maintain overall data integrity.

 

Job Responsibility #3 Building capacity in Data management % 20 of time

  • Conduct training sessions in-person (and remotely as needed) for databases system users.
  • Continuously identify DM capacity gaps for program teams and build their capacities accordingly through training and coaching.
  • Conduct DM training sessions in data management tools for program, partner & MEL teams to use of agreed DM tools and formats and ensure their full implementation.
  • Work with field staff to ensure understanding of roles and responsibilities in data collection.

Other:

  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Any other task as required by the line manager.

 

QUALIFICATIONS

Education/Training

Required

  • BSc/BA/BEng level in Computer Sciences, data Sciences, Statistics, information management or related field.

Desired

  • Master’s degree in computer sciences, data Sciences.

 

Experience

Required

  • Experience in related field minimum 1 years
  • Strong data management experience in visualization software (power bi & Tableau)
  • Strong data management experience in building databases using (SQL, MySQL)
  • Good knowledge of programming languages like Flutter, C# and Java.
  • Experience or good knowledge in humanitarian work

Desired

  • Experience with institutional donor (i.e., BHA, ECHO, FCDO)
  • The capacity and willingness to be extremely flexible and accommodating in working circumstances.

 

Technical Skills

Required

  • Fluency in written and oral English and Arabic. Must be able to read and interpret documents and communicate with others as necessary to perform job duties effectively.

Desired

  • Turkish language skills will be preferred.
