Job Summary

CARE Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. CARE is implementing multiple grants through direct implementation in Turkey and by partners inside Syria, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.

The Information Management Officer will contribute to the Program Quality through the development, rollout, maintenance and continuous improvement of crucial information management systems. The primary function of the role will be to provide DM support to the Program Quality and Refugee Program  

In coordination with the DM Coordinator in Gaziantep, the DM Officer designs, develops and manages databases, spreadsheets and other data tools; understands, documents, and ensures the quality of high-value humanitarian data for accuracy, consistency and comparability; consolidates operational information on a regular schedule to support analysis.

The incumbent operationalizes data standards developed in coordination with the Program Quality team, develops databased, compiles data and analyses information from all populations of concern. S/he supports the Program Quality Team, Program Team and partners to compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for context-specific data.

The role will also provide some broader DM support to the Program Turkey team, such as managing all activities by developing proper databases that meet’s program needs and collected the minimum data required for the CARE Programs.

Responsibilities and Tasks

Job Responsibility #1 Contributing to Build data management system for CARE Turkey                                       40%

  • Working with DM coordinator to develop of CARE Turkey data management system (data flow, tools, databases Etc…)
  • Build standard and harmonized databases that meet’s programs Turkey needs and collected the minimum data required for the CARE Programs.
  • By using appropriate databases systems such as (SQL server management, my SQL ,Oracle ,Access databases .. )
  • Manage all CARE activities related to KOBO, including managing the server, building survey forms, managing data.
  • Ensure data entering & synchronizing process it is done according to data quality & privacy protocols.
  • Capture and validate any technical issues of the database system environment
  • Under the leadership of the DM Coordinator, assist teams with internal systems, applications, and databases, including developing standard operating procedures, systems, forms, and other organizational tools.
  • Contributing in data review coming from Program team on a monthly basis including but not limited to (datasets, tools, databases, MEAL framework…)
  • Conduct data quality cross check for all refugee program databases by using appropriate tools
  • Develop and maintain master database/s in order to better track CARE’s beneficiaries reach across different programs/sectors.
  • Provide technical support for the information management system and ensure ongoing technical maintenance of the system.

Job Responsibility #2 Data Analysis and reporting                                                                                                  40%

  • Lead on reviewing the databases of refugee and provide suggestions on how to improve it.
  • Work closely with DM coordinator to develop and roll out of SOPs for information sharing and reporting
  • Contribute to data collection sampling methodology and contribute to the tools development when needed (Eg: assessments, evaluations Etc…)
  • Track the project inputs, activities, processes, outcomes and monitor targets and actual performance of projects and assist analysis of the data and information to review the Project’s progress.
  • Prepare DM quarterly and monthly reports and products in collaboration with programs and M&E teams.
  • Design, generate and assist with periodic reports (including the CI Sit-rep, and monthly program reports)
  • Develop information sharing products to be share with CARE Turkey SMT infographics & dashboards & reports

Job Responsibility #3 Building capacity in Data management                                                                                 20%

  • Conduct training sessions in-person (and remotely as needed) for databases system users 
  • Continuously identify DM capacity gaps for program team and build their capacities accordingly through training and coaching.
  • Conduct DM training sessions in data reporting for program & ME teams in the use of agreed DM tools and formats and ensure their full implementation.

Other:

  • Represent CARE in external coordination when requested.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Any other task as required by line manager.

Desirable

  • Previous experience working in humanitarian programmes
  • Experience with institutional donor (i.e. OFDA, ECHO, DFID)

EDUCATION and/or EXPERIENCE

  • 2-3 years of relevant professional experience in a similar setting.

LANGUAGE SKILLS 

Fluency in written and oral English and Arabic. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
