I - Position Summary

 

The Deputy Director-Turkey Program is a new role within CARE Turkey. The successful candidate will be joining an ambitious and growing program that aims to deliver excellent programming in one of the most interesting contexts in the world’s largest refugee-hosting countries, Turkey.

 

CARE International has been responding to the Syrian crisis since 2012, commencing with support to refugees in Jordan. The CARE Turkey Country Office was established and registered in August 2013 in response to the dire humanitarian situation experienced by civilian populations across northern Syria. Significant influxes of refugees to Turkey in 2014 expanded CARE’s Turkey operations and resulted in a significant program and operational growth. This pace of growth has continued into 2020. CARE Turkey supports communities affected by conflict and/or displacement – especially women, girls and boys – to become self-reliant, empowered and able to achieve basic needs and rights. We do this by collaborating with civil society, women’s movements and Turkish authorities and through utilizing community and gender-based approaches to achieve long-term sustainable solutions, lasting change and social cohesion. CARE’s Turkey Program reaches the most vulnerable families within the following sectors: Food Security, WASH, Shelter, Protection, Sexual and Reproductive health as well as Livelihoods and Economic Empowerment. CARE’s Turkey Program reached approximately 500,000 people in South-East Turkey throughout FY20 and is projected to have a portfolio beyond $10M for the coming year with a broad base of donors.

 

The overall purpose of this role is to ensure that CARE Turkey’s program is well managed, coordinated and delivered on time/budget. Reporting to the Assistant Country Director – Turkey Program, , the Deputy Director Program (DDP) will manage the direct implementation and also function as the deputy-head of the Turkey program. Additionally, the DDP will also be ensuring timely coordination and communication with CARE’s Member and donors; and responsible for ensuring CARE proactively engages in relevant humanitarian coordination mechanisms for southern Turkey, and national level, as appropriate. We require the DDP to have strong skills in coordination and relationship building with donors and government counterparts the management of humanitarian and resilience projects in complex environments; program design and fundraising; and management of staff.

The major functions of the role are:

 

  1. Program Coordination and Management: Coordinating the delivery of a multi-sector, multi-area, multi-modality and multi-donor program requires excellent internal coordination and management to ensure the portfolio is not just implemented on time and according to budget but that CARE’s program achieves as much for the targeted population as possible.
  2. Internal Coordination: Delivering on CARE’s ambitions to be a leading responder in Turkey requires that all departments across the Country Office is well-engaged in the Turkey Program, and the DDP will play a key role in ensuring that all supporting departments are fully engaged throughout the Project Cycle.
  3. Donor, CAREMember and Government Counterpart Representation: Ensuring that CARE Turkey communicates and coordiantes in a timely and strategically fashion with donors, CARE members and government counterparts either by supporting the ACD or taking the responsibility directly.
  4. Deputizing for the Assistant Country Director – Turkey Program: The DDP will take on the role of formally deputizing for the ACD-P, who leads the Turkey Program.

 

To achieve this, the successful candidate will have 4-5 direct reports and it is expected that the role will include establishing further structures and mechanisms that can improve the day-to-day operation of the program.

II - Specific Areas of Responsibility – Expected Outcomes/Outputs of Role

Program management and accountability

  • Manage the successful and timely implementation and completion of projects, to ensure effective and accountable outputs and outcomes.
  • Ensure the projects are implemented in a manner that meets contractual obligations, including all donor and CARE policies, procedures, rules and regulations.
  • Supervise overall projects’ implementation, including co-signing responsibility in line with CARE authorization limits and regular review of ongoing projects.
  • Ensure all reporting internally (including from partners if applicable) and externally to the donors are within agreed timeframes and high quality.
  • With the support of the Finance team, maintain a financial overview of assigned grants and monitor project expenditure statements to ensure full compliance with CARE and donor policies.
  • Jointly, and with the support of SMT members, ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational.
  • Liaise with CARE Core Team (CT) and other CARE regional and global staff to ensure all necessary support is provided to ensure the effective implementation of the program.
  • Coordinate and collaborate with technical specialists to ensure the managed projects meet the desired outcomes.
  • Ensure CARE’s program has a specific focus and emphasis on the role of women through gender-sensitive programming, as well as programming specifically targeted to women’s empowerment where possible.
  • Ensure adequate control over movement of materials and supplies
  • Ensure that support systems are in place and functioning in accordance with best practices in order to ensure transparency and accountability to programme participants, donors, government, and other relevant stakeholder.
  • Ensure programming is sensitive to protection against sexual exploitation and abuse (PSEA) and work with the ACD, Core Team, and Program Quality teams to put in place measures to prevent sexual exploitation and abuse of program participants and other stakeholders.

Team management and development

  • In person and remotely manage the team to deliver on outputs of the projects under his/her purvue,
  • Closely observe staff performance, conduct performance appraisals of program staff, ensure regular feedback and mentoring on individual performance.
  • Take or recommend appropriate action on staff performance and behaviour, if necessary, in coordination with the ACD-P and HR Director.
  • Oversee human resource recruitment, development and standards pertaining to the program.
  • Work to maintain team spirit and morale among staff by encouraging personal and professional development and positive stress management.
  • With the support of the ACD-P and other senior managers, maintain a positive working environment that is free of bullying, harassment, discrimination and abuse. Report any instances of staff behaviour which undermines a positive work environment, or otherwise violates CARE’s policies and codes of conduct.

Capacity Building of partners

  • Work closely with partners to implement and report on agreed remote monitoring procedures.
  • Identify priority areas for capacity building and work with relevant CARE Turkey Core Team members and departments to provide additional training and support.
  • Keep track of implementing partner performance, identify capacity building priorities, engage Core Team staff to ensure targeted capacity development support is provided to partners and ensure timely identification and resolution of serious concerns in relation to partners’ performance and accountability.
  • Ensure all disputes that may arise with partners are resolved in amicable manner, in accordance with CARE principles and values.

Networking, Coordination and Representation

  • Represent CARE at appropriate in-country donor meetings, NGO/UN forums and working group coordination mechanisms.
  • Represent CARE Turkey in relevant CARE regional and/or global fora.
  • Liaise with government counterparts in coordination with the ACD-P.

Other Duties

  • Support the ACD to ensuring that CARE engages timely and strategically with current donors and prospect donors
  • Ensure, directly or through delegation, that CARE Member communication about ongoing grants are managed timely and effectively
  • Engage closely with the Business Development team throughout the project cycle
  • From time to time assume other duties as required.

III. Qualification and skills

Essential

  • At least five years of experience in a not-for-profit organization with progressive management experience in complex emergency environments.
  • Experience in managing and implementing emergency programs with a procurement component, and ensuring compliance with multiple donor grants, program budgets and activities.
  • Demonstrable ability to work in a multi-cultural environment.
  • Demonstrable ability to work to a high standard under pressure, with excellent attention to detail. Able to manage competing priorities and multiple deadlines.
  • Demonstrable experience of donor liaison with proven positive results.
  • Strong financial (including budget) and contract management skills.
  • Strong coaching, training and mentoring skills.
  • Strong awareness of safety, security and risk management best practices.
  • Excellent oral and written communication skills in English.
  • Strong negotiation, influencing and networking and problem solving
  • Understanding of principles of participation, gender equity and women’s empowerment

Desired

  • Ability to speak Arabic and/or Turkish
  • Experience of working with local partners
  • Experience in multi sector programming including Livelihoods, Protection, WASH and Shelter programs

 

IV – Work conditions

Duty station: Based in Gaziantep with occasional travel to CARE sub-offices.
