CARE Turkey is working to provide humanitarian aid related to the crisis in Syria, through direct implementation cross-border and within Turkey and with much of the field implementation work essentially being carried out by partner organizations in Turkey and CARE Syria’s Northern Hub.

 

This is a demanding role, it requires the expertise of M&E specialist with managerial experience who can lead the M&E Unit and line manage a large M&E Team. The M&E Unit is positioned under the Program Quality Department and the workload can be high with conflicting deadlines.  We are looking for a passionate M&E Manager, committed to good M&E standards and a drive to support partners improve their own monitoring capacity.

 

The M&E Unit purpose to manage the complex breadth and depth of data and information arising from partners, direct beneficiaries and CARE project staff.  Ultimately, The M&E Unit assists senior management to demonstrate progress of results and effectiveness from various donor-funded grants, as well as  to facilitate  a process whereby  lessons are learned from the operation as a whole.   CARE projects are sector-based, complex and operating in an unpredictable, emergency setting comprised of protracted and acute/ rapid response

 

As Head of the M&E Unit, The Monitoring & Evaluation Manager will bring significant operational and managerial experience to strengthen and improve CARE’s Monitoring, Evaluation, Accountability and Learning System. This will focus on achieving objectives planned for the duration of the CARE Syria operation and fulfillment of project M&E requirements across the portfolio in multiple locations. The position will take a lead role in coordination of and contribution to the management of technical MEAL advice to program teams as well as the management of M&E staff and their development.

 

S/he will work to continuously improve the existing M&E system with specific focus on the following areas: M&E services in alignment with the project and program cycle and the oversight of   the use of relevant tools and methods at the partner and field level.  S/he will ensure that all CARE and Partner projects are periodically monitored and verified, sample results are triangulated and reported for output level progress against targets, and where feasible, outcome level changes.  This position is also tasked with overseeing the work of the Accountability Officer and his/her work on accountability to beneficiaries in line with International standards. The M&E Manger will be responsible for ensuring the crossborder and northern Aleppo programs:

  • Is compliant with standardized or harmonized project M&E requirements and is tracking progress against targets;
  • Has captured adequate and reliable data to demonstrate the effect of project work on the target population;
  • Ensures the provision of regular, timely and context-specific monitoring information to program teams and senior management to enable effective management decisions.
  • Builds an evidence base through the use of assessments, surveys, evaluations, and learning exercises to refine project design, technical approaches and strategic direction and to demonstrate what works inside Syria.

 

 

Responsibilities and Tasks

Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  Full supervision includes: performance management, hiring, terminating, developing and coaching the employee in the course of his/her duties.  The general rule of thumb for percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Develop and maintain the M&E system for cross-border and northern Aleppo programs

  • Implement M&E standards, good practices and M&E system as per guidance provided from the Deputy Program Quality Director and M&E Manager.
  • Track the utility of applying M&E standards and the system in a remote monitoring context
  • Contribute to M&E inputs across the project cycle (needs assessment, the project design phase, partner kick off meetings on MEAL components, mid-term reviews and final evaluations).
  • Develop, update and implement the quarterly MEAL workplan ensuing its linkages with Knowledge Management and Learning (KML), partnership and gender annual work plans as well as project work plans. Report on the progress of the M&E & IV units work plans.
  • Conduct joint periodic quality checks on the deliverables of the Independent Verification (IV) Coordinator and the M&E Coordinators with M&E Manager.
  • Implement procedure to ensure timely and adequate post-distribution analysis, give quarterly post-distribution analysis presentation to relevant department/staff.
  • Check on the quality of, and report on the findings of triangulated data (which is analyzed by the M&E Coordinator/M&E Officers/
  • Ensure the M&E team produces a consolidated monthly progress update, using PowerBi and any other databases for monitoring unique beneficiaries.
  • Provide back-up support to M&E Manager in ensuring the use of well-defined indicators and the use of suitable monitoring methods, both qualitative and quantitative.
  • Coordinate the work with different consortiums and integrate their wider M&E systems and requirements into CARE’s M&E unit.
  • Lead on managing third party monitoring contracts (Internal & external) to serve the monitoring needs of the different components.  
  • Lead on the system setup for Northern Aleppo field office in close coordination with M&E manager and area manager.

Internal coordination and support  

 

  • Work closely with the Partnership Manager and support M&E manager to ensure partner capacity is assessed and developed according to the capacity development plan and against deadlines.
  • Support the M&E Coordinator to give timely and concise progress updates from each M&E Sector Officer. MEAL Officers are responsible for relevant and timely updates on M&E capacity of partners, while the M&E Manager tracking trends and issues related to partner M&E performance, is the key M&E representative for partner M&E and reports on partner capacity changes
  • Support M&E Manager to adapt M&E data collection tools and methods so they are suitable for in a remote monitoring settings, are gender-sensitive, and work towards capturing reliable data.
  • Support the M&E Manager to advise Partnership Manager and Head of Program on variance, concerns and red flags on partner M&E performance. 
  • Support the Gender & Protection Specialist and take lead in checking that all data collection tools (quantitative and qualitative) are gender and age sensitive 
  • Cross check detailed MEAL budgets finalized by M&E Manager and in relation to CARE MEAL budget template.
  • In coordination with Partnership Manager, contribute to the development of capacity building plans for partner’s M&E department as part of CARE’s Organizational Capacity Development (OCD) process.
  • Work closely with Knowledge Management and Learning (KML) manager and M&E manager to promote collaborative team environment between M&E and KML team.
  • Ensure M&E team are providing KML team with the necessary information, documents and database on a regular basis
  • Work with KML manager on scheduling regular meetings between KML unit and M&E.

Compliance with CARE and Donor’s requirements.
 

  • Manage CARE’s Independent Verification (IV) (Third Party Monitoring and Inside Syria monitoring consultants) process.  Ensure the IV Coordinator submits and files ‘note to files’ for all and any distribution/services provided that could not be monitored by field monitors
  • Coordinate the process of finalizing Results Workbook (RWBs) before the start of the project implementation phase.
  • Promote partners M&E focal point to use the RWB and be familiar with how to rectify Excel-related faults and data cleaning
  • Oversee the correct implementation of CARE’s beneficiaries selection and registration SoPs and review it periodically to ensure its relevance
  • Work jointly with M&E Manager to review TPM bids, budget and performance against deliverables. The M&E Manager is ultimately responsible for entire TPM cycle.
  • Coordinate with Donor/consortium’s TPM contracted companies and ensure all visits and requests are met

Management, Leadership & Professional Development 

 

  • Maintain a positive and engaging learning environment for M&E team staff, focusing on staff performance against the M&E unit workplan.
  • Supervise and coach M&E Coordinator to support each M&E Officer to complete to a high technical standard, M&E plans per project. Review the quality and timeliness of these plans as a way of providing back-up support to the M&E Coordinator
  • Supervise and coach the IV Coordinator to deliver timely, useful, effectively analyzed data verification and monitoring reports from field Monitoring Consultants. 
  • In collaboration with the human resources department, identify training needs of staff and conduct or outsource in house M&E training for M&E and project staff or others

Education/Training

 

Required

  • Bachelor’s degree in a relevant subject

Experience

 

 

Required

 

  • Minimum 4-6 solid years of professional experience in MEAL for NGOs
  • Minimum 2 years of experience in MEAL management role with an NGOs
  • Minimum 3 years of team management experience with an NGOs

 

 

Desired

  • At least 2 years’ experience of undertaking a M&E related role in a remote management humanitarian context

  • Extensive experience in database management, quantitative software applications and qualitative methods

  • Ability to facilitate/conduct technical trainings for staff in a remote setting
  • Ability to write clear progress/assessment reports
  • Good understanding of donor requirements inclusive of DFID, OFDA, ECHO and other major donors
  • Excellent communication and influencing skills across a range of stakeholder, but particular with partners
  • A high level of written and spoken English
  • Experience of representation and ability to represent CARE effectively in external forums
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Great management skills (team, tasks, and time)
