CARE in Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in northern Syria. CARE is implementing multiple grants through partnerships, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.


Reporting directly to the GBV Coordinator, the GBV officer is responsible for the correct and efficient implementation of GBV activities conducted by partner NGOs in northern Syria, focusing on supporting, in remote, partner NGOs staff designated for GBV activities, via skype, phone and email and through the daily coordinating with partner NGOs staff based in Turkey.   


GBV officer will be mainly focused on the implementation of GBV activities that range from supporting WGSS and Community Center activities, awareness raising, PSS, case management etc. This includes, developing IEC materials, organizing trainings for partner’s staff, reviewing and developing data collection tools for GBV specific activities in collaboration with MEAL unit. The GBV officer will also work with different partners on capacity building to mainstream gender and protection into project implementation cycle. He/she will ensure that agreed procedures are followed and accountability mechanisms are implemented by partner organizations in order to ensure high quality programming and continually improve the support to cross border program provided by CARE.



Job Responsibility #1   (%35 of time)                                                                                                                                                               

Implementation and Coordination

  • Support partner NGOs to ensure timely implementation of project activities; follow up project achievements
  • Conduct weekly meetings with field teams to monitor closely implementation and overall protection and GBV risks
  • Conduct weekly meetings with the representatives of the partner organizations in Turkey
  • Support with process of project review, monthly planning and design of implementation plans to identify the beneficiaries and their needs.
  • Provide the day to day support with the partners during the whole process
  • Provide support for organizing visits, meeting, events, trainings and workshop.
  • Ensure overall implementation is inclusive and uses participatory approaches through community based participation mechanisms such as community mobilization and community committees.
  • Ensures that partner NGOs are regularly attending the important coordination forums and provide updates on their activities in Syria. (meetings, suspension trackers, 4Ws matrix and advocacy)
  • Ensure coordination across multi-sector response is achieved with support from the GBV Coordinator.
  • In case emergency response support program teams for multi-sector response and support implementing partner to shift regular activities to GBV emergency response
  • Perform such other duties as may be assigned.

Job Responsibility #2   (%20 of time)

Capacity Development of Implementing Partners

  • Contribute to technical capacity building plans of implementing partners led by GBV coordinator.
  • With the close support of the GBV Coordinator, prepare and conduct trainings for the partner NGOs staff and prepare a weekly schedule for regular coaching/mentoring on case discussions, thematic topics and implementation of minimum standards and various SOPs (internal case management SOPs and external gender based violence and child protection SOPs). 
  • Ensure that the external and internal referral mechanism system (SOPs) is known, applied and monitored;
  • Support partners NGOs in maintaining a safe and confidential record keeping system and making sure referral of cases are confidential, safe and in a timely manner;
  • Support/help to prepare partner NGOs monthly reports.
  • Perform such other duties as may be assigned.

Job Responsibility #3   (%30 of time)

Planning, Reporting, Monitoring and Data Management

  • Ensure implementing partners are reporting on time with accurate data and information
  • Support partners on their monthly planning; follow up monthly plans and provide feedback.
  • Collect procurement needs from partners and GBV Coordinator and raise PRs; and support overall supply chain for project needs
  • Review and improve the quality of Partner Organization’s existing data collection tools/databases/reporting templates on GBV specific activities.
  • Providing support in reviewing monitoring and evaluation reports
  • Validate beneficiary lists with supporting documents and prepare monthly independent verification process
  • Ensure monitoring consultants are updated on activities to timely monitor
  • Support to and engagement in establishment/implementation of accountability mechanisms to ensure feedback and complaints are duly captured into program adaptations and improvement
  • Perform such other duties as may be assigned.

Job Responsibility #4   (%15 of time)                                                                   

Gender focal point responsibilities:

  • Take the responsibility of the gender focal point within the Protection &SRH program.
  • Coordinate the gender-related tasks such as Gender Marker, and Gender Action Plans within the program.
  • Follow up with the project focal points to meet the deadline of the gender-related tasks.
  • Review the gender-related submitted tools, feedback to the team/ partners and the Gender advisor.




  • Bachelor’s Degree in Social Science, Development Studies or relevant technical field



  • At least two years of relevant work experience of which at least one in a not-for-profit humanitarian organization.
  • Experience in GBV programing in Syrian context.
  • Demonstrated ability to work in partnership with other organizations.

Technical Skills


  • GBV basic knowledge
  • Working with communication materials and knowledge products
  • Excellent command of Excel and other data management software
  • Excellent oral and written communication skills.
  • Fluency in English and Arabic
