CARE International in Turkey (CARE), together with its partners, is providing humanitarian assistance to people affected by the Syrian crisis, both in Syria and Turkey. CARE Turkey, together with partners, is providing much needed humanitarian assistance to alleviate the impact of the crisis in Syria in highly complex, fluid, remote-management environment.  Due to access and security issues, CARE is both working with partners to deliver aid in Northwest Syria and through direct implementation; while, in Turkey, CARE implements directly, as well as through cooperation with local Turkish partners.

The funds we raise from our donors make a huge difference to people throughout Turkey and inside Syria. In this role you will be part of a dynamic program team, pulling together reports and proposal submissions and making sure that systems and processes are in place so that we are accountable for the funds we receive. There will be deadlines to meet and staff and partners to train on report writing and compliance issues. But no matter how busy or pressured it gets, you will be unfailingly accurate and well organized.

In collaboration with the Program Teams, Program Quality Team, Program Support Team, Regional Management Unit, and headquarter counterparts at CARE Member Partners, the Grants Coordinator will provide support to both the Refugee and Cross-Border program teams in terms of grants management, reporting, compliance, proposal development and other funding-related issues, as well as facilitate the management of secured restricted funds to ensure compliance with external donor requirements and internal CARE policies and procedures; support partner management in order to ensure capacity development in partner contract management and fundraising; maintain required levels of funding and partner relationships to support the country program; assist to establish CO monitoring and evaluation frameworks and beneficiary accountability mechanisms.

General Functions

· Analyze and communicate complex information to a wide audience with regards to grants management and funding.

· Provide advice, support and skills to program and partner staff to develop their expertise in grant management.

· Support partnership management, building skills of partners in contract/grant management and donor reporting.

· Required to work to monthly and other varying deadlines, e.g., donor reports and proposals submission as well as responding in a timely fashion to requests from internal and external stakeholders.

Contribute to proposal design and inception processes, with strategic view to integrated multi sector programming in line with new three-year strategic plan

· Assist in ensuring that the program is planned and implemented in a consultative, participative and gender-sensitive way and to ensure this is articulated well in proposals and reports.

Job Responsibilities

Job Responsibility # 1: Grants Management and Report Writing (Post-Award): 25%

  • Lead on the timely submission of high quality reports through both project reporting processes, and writing and editing report documents in order to meet requirements.
  • Lead in creating, developing, and keeping updated a comprehensive master grants reporting database and timeline, working in collaboration with program, program quality, and finance colleagues.
  • Take part in monthly BvA meetings including receiving input from Programs Team on spending forecast and maintain grant-specific action plans following each meeting.
  • Maintain IPIA tracker and support Heads of Programs in timely monitoring of spending and progress against key program indicators.

Job Responsibility # 2: Coordination and Fundraising (Pre-Award): 25%

  • Leads on and coordinates the Go-No-Go session, and coordinates kick-off and close-out meeting in consultation with the relevant Head of Program.
  • Support relevant unit teams (including logistics, HR, and finance) to effectively input to donor proposals
  • Manage specific proposal development and reporting processes for Country Office, working directly with other program and program support colleagues.
  • Work directly on specific proposals, contributing analysis and written components and editing/re-writing inputs from others in order to achieve high quality products that meet CARE and donor standards.
  • Work closely with Refugee and Cross-Border program teams to proactively and strategically seek out new funding and position Country Office for future funding streams.

Job Responsibility # 3: Information Management: 10%

  • Lead writer and/or editor of regular and irregular situational reports, as assigned by Heads of Programs.
  • Ensure that electronic funding files are complete and kept up-to-date as part of CARE’s general audit readiness plan.
  • Support preparation for audits or donor visits of donor funded programs as required.
  • Help develop information for induction, training, and other resources (as required).
  • Contribute to maintaining up-to-date funding grids and updates, including in emergency response periods.
  • Support scaled-up info management efforts during times of crisis as assigned by Heads of Programs.

Job Responsibility # 4: Capacity Building: 10%

  • Assess and strengthen the capacity of colleagues in the planning, securing, and management of restricted funds using appropriate methodologies, such as formal training, technical guidance, coaching, and accompaniment.
  • Strengthen the capacity of partner organisations in funding skills, grants management, and timely reporting, as part of their organisational development with CARE’s support.

Job Responsibility # 5: Program Coordination: 30%

  • Lead on coordination of strategic projects as assigned by Grants and Business Development Manager
  • Coordinate with internal and external stakeholders to ensure a strongly coordinated response
  • Ensure strong donor communication on behalf of CARE for selected projects as assigned by Grants and Business Development Manager
  • Provide grants coordination leadership within CARE and with external stakeholders as assigned by Grants and Business Development Manager
  • Lead on externally focused Information Management for selected projects

Qualifications (Know-How)

Education/Training

Required

  • Masters Degree in International Relations or equivalent

Desired

  • Masters Degree in International Development, Globalization Studies or equivalent

Technical Requirements

Required

  • Strong experience in managing donor contracts and fundraising activities, in particular from major donors like USAID, ECHO, European MoFAs, FCDO, UN, etc.
  • Strong technical knowledge of donor funding proposals and log frames in thematic areas required for the role and ability to evaluate proposals and reports and make recommendations for improvement.
  • Strong numeracy and general financial skills, particularly developing budgets, financial management/ monitoring and reporting.
  • Proven experience in UN reporting portal, “Grant Management System (GMS)”; and ECHO reporting portal, “APPEL/e-Single Form”.
  • Strategic minded person with good analytical skills and ability to bring different strands of information together and determine their relevance for the organization
  • Excellent English writing skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences.
  • Highly developed interpersonal and communication skills, with experience in external organizational representation.
  • Good relationship management skills, with ability to represent CARE with external organizations and individuals
  • Good research skills with ability to identify and propose successful strategies for identifying and establishing donor opportunities.
  • Some experience in monitoring and evaluation.
  • Excellent planning skills and ability to work independently.
  • Ability to manage her own time effectively. Willing and able to adapt priorities in order to respond to changing demands.
  • Good administrative skills and ability to effectively use technology and follow procedures and help others to do the same.
  • Strong team player.

Desired

  • Coaching and mentoring experience
  • Familiarity with cross-border operations (remote management)
