Job Summary

CARE International in Turkey (CARE), together with its partners, is providing humanitarian assistance to people affected by the Syrian crisis, both in Syria and Turkey. CARE began projects responding to the needs of Syrian refugees in southern Turkey in October 2014.

 

This Head of Sub-Office position is within the Refugee Team, based in Urfa and overseeing implementation in the region. S/he will be required to travel regularly to field sites and to the main office in Gaziantep (and potentially other programming areas) and some overnight stays in locations other than the base location may be required.

Under the Head of Programs’ guidance and supervision, the Head of Sub-Office will be responsible for overseeing implementation of project components by CARE in Urfa including line-managing staff in the Refugee Team directly implementing activities under these grants. In addition, it is expected that the Head of Sub-Office will ensure that all grants for which s/he is focal point are implemented in a manner that ensures the highest accountability standards for internal (client/beneficiaries and CARE country office and CI members) and external (donors, local stakeholders) clients. The role of the Head of Sub-Office will also involve coordination, oversight, and coaching of the team, with the support of the Head of Programs and technical advisors. The Head of Sub-Office will ensure that all work plans are prepared and implemented according to schedule.

 

Contract length: 12 months with the possibility of extension, dependent on funding

 

Responsibilities and Tasks

Job Responsibility #1

Project Management and Accountability

  • Ensure the successful completion of assigned projects including coordinating CARE staff and plans on a day to day basis to ensure the effective and accountable management and implementation.
  • Coordinate the implementation of multi-sectoral activities, with an initial focus on protection (including case management, information dissemination, and awareness raising/outreach) livelihoods, and Shelter/WASH across multiple projects with the support of the Head of Programs and technical advisors.
  • Ensure that CARE implements grants in a manner that meets contractual obligations including all donor and CARE policies, procedures, compliance rules, and regulations.
  • Conduct regular team meetings with staff to ensure projects are implemented per agreed work plans and support them to do this.
  • Facilitate reporting and information flow to grant focal points and the Head of Programs to meet donor reporting requirements within agreed timeframes.
  • Strengthen existing networks of contacts and/or support the establishment of new networks amongst relevant service providers and stakeholders (NGOs, governmental stakeholders, UN, etc.) implementing refugee responses in Turkey.
  • Ensure that accountability mechanisms are implemented according to agreed principles and procedures.
  • Monitor project expenditure in coordination with the Head of Programs and Finance Manager.
  • Support the Head of Programs to ensure that risks are appropriately managed, including financial, safety and security, programmatic and reputational risks.
  • Coordinate and collaborate with technical specialists as needed, including the Technical managers, and Gender, Protection and Quality Advisor.

Program Development

  • Assist the Head of Programs to develop new program ideas to meet evidence-based needs.
  • Maintain a sound understanding of the developments in Syria and Turkey, and the needs and opportunities for refugee programming in Turkey.
  • Contribute to narratives, budgets and work plans for new proposals.
  • Include Refugee Team staff in proposal development processes.

Job Responsibility #3

Staff Supervision and Representation

 

  • Manage the financial, human resources and administrative activities of the office including participating in the recruitment and training of local staff; assigning, controlling and evaluating work; and handling the administration of office space, equipment, vehicles, and supplies.
  • Ensure compliance of the Office with CARE administrative and financial regulations and established procedures. Control and manage administrative and budgetary matters and the financial resources of activities in Urfa. Monitor the situation of resources as compared to planned and budgeted activities and recommend remedial action if necessary. Draft project revisions and project budget adjustments on the basis of changed work plans. Supervise support staff in the Office.
  • Supervise and coach assigned project staff and support staff in the Office.
  • Ensure that HR procedures are implemented according to Country Office and global policies.
  • Represent CARE in NGO/UN fora and working group coordination mechanisms.

Safety and Security Focal Point (SSFP)

  • Support the development of a safety and security culture that is enhanced by sound procedures and practices.
  • Manage the implementation of country office Safety and Security SOPs.

Qualifications 

Education/Training

Required

  • Bachelor’s Degree

Desired

  • Master’s Degree in a relevant field (e.g. Management, Social Work, Human Rights, Social Sciences, Public Health, International Relations, Development/Conflict Studies)

Experience

Required

  • At least four years of work experience in project management, social work or protection fields of which at least three should be in a not-for-profit, humanitarian organization.
  • Experience in managing and implementing humanitarian or emergency projects.
  • Experience in managing/supervising staff.
  • Experience of donor liaison and donor compliance regulations.
  • Demonstrable experience of providing training and capacity building.
  • Experience of participating actively in humanitarian coordination mechanisms.
  • Experience of working in a diverse, multi-cultural environment.

 

Desired

  • Demonstrable experience of working on protection programs, especially on case management and Psychosocial Support for vulnerable women, men, boys, and girls.
  • Experience of implementing protection outreach and awareness raising activities.
  • Experience of implementing cash-based programs.
  • Experience of ECHO and PRM compliance regulations.
  • Experience of migration/refugee programming.

Technical Skills

Required

  • Excellent English language skills (written and spoken).
  • Fluency in the Turkish language (written and spoken).
  • Strong project management experience in complex emergency contexts.
  • Excellent planning and organizational skills.
  • Demonstrable understanding of key protection principles.
  • Strong understanding of standard monitoring and accountability practices.
  • Gender awareness and a commitment to gender equality.
  • Strong coaching, training, and mentoring skills.
  • Good awareness of safety, security and risk management best practices.
  • Strong team building, relationship building, and interpersonal skills.
  • Very good oral and written communication skills. 

Desired
 

  • Fluency in Arabic language (written and spoken).
  • Strong knowledge and skills on prevention and response to protection cases (including case management and psychosocial support).
  • Basic technical understanding of cash-based programming.
  • Good knowledge and experience of working with databases/data management systems.
  • Knowledge and understanding of the Syria crisis context.
