CARE International in Türkiye (CARE) has been in Türkiye since October 2014 responding to the needs of Syrian refugees under several programmatic areas including women’s economic empowerment, livelihoods and food security, legal aid assistance, WASH and Shelter.  

CARE places a programmatic focus on women and girls who are often disproportionally affected by poverty. CARE Türkiye puts women and girls at the center of our work as woman are viewed as catalysts of change within their communities – CARE believes changing a woman life will often change her community. In parallel, CARE integrates engaging men and boys programming who can also act as change agents, and together are able to address societal/gender norms which often underly protection issues.  

CARE Türkiye, together with partners, is now providing humanitarian assistance as part of an Earthquake Response strategy to individuals who have been affected by the series of earthquakes that hit Türkiye in February 2023.


Job Summary 

 

Reporting to the WASH and Shelter Project Manager, and working in collaboration with technical WASH and Shelter team, the Hygiene Promotion Officer will be responsible for community engagement for water, sanitation and Hygiene (WASH) activities, with a focus on hygiene promotion (HP). He/She will ensure that agreed procedures are followed and accountability mechanisms are implemented in order to ensure high quality programming and continually improve the support to refugees provided by CARE. 

 

Responsibilities and Tasks  

Job Responsibility #1: Activity planning and management  

  • Assist the WASH and shelter officers to undertake Rapid Needs Assessments in formal and informal settlements, as well as affected neighborhoods in urban and rural areas in order to ensure that earthquake affected populations with the highest needs are selected for participation in the project. 

  • Work with colleagues, including the WASH Officer and Protection Officers to develop appropriate HP materials and activities. 

  • Plan and implement Training for implementers. 

  • Identify appropriate modalities to engage different groups to in hygiene activities. 

  • Undertake awareness raising and hygiene behavior change activities with earthquake affected communities in a culturally sensitive and gender sensitive way. 

  • Ensure key hygiene awareness and protection mitigation messaging is shared through inclusive and appropriate methods. 

  • Where required, support the response team to appropriately plan and implement distribution of HP items, ensuring that guidelines are followed and activities are safe and accountable.  

Job Responsibility #2: Internal and external coordination  

  • Support external representation as needed, especially in meetings with operational partners and during sector working groups. When requested, also liaise with relevant governmental bodies and key stakeholders to ensure CARE’s response is coordinated within existing structures and aligned with respective working groups and bodies involved in response activities. 

  • Work with internal support departments to ensure smooth implementation and effective coordination with relevant actors (including government institutions), helping to ensure the necessary permissions/approvals are in place, duplication is avoided, and coverage of assistance is maximized. 

Job Responsibility #3 Program Quality and Information Management 

  • Produce regular activity reports for the Project Coordinator/ Project Manager on activities and ensure that databases for the project are kept up to date. 

  • With the MEAL Officer, ensure that participants are selected for activities based on agreed criteria and are registered according to procedure. 

  • Contribute to regular project monitoring for the refugee response.  

  • Assist the MEAL Officer to organize Focus Group Discussion (FGDs) with beneficiaries using the Quality & Accountability FGD Outline. 

  • Ensure that feedback received from beneficiaries is used to continually improve activities and that activities are meeting needs.  

  • Review and validate the findings of monitoring and accountability activities with the MEAL Officer and provide feedback for improving the quality of assessment and activities. 

Job Responsibility #4 Other Responsibilities as assigned 

  • The Hygiene Promotion Officer will be expected to support the WASH and Shelter Project Manager as needed on programmatic issues related to the earthquake response but beyond the deliverables outlined above. 


Qualifications (Know-How) 

Education/Training 

Required 

  • Social degree with humanitarian shelter qualifications and practical experience 

 

Experience 

Required 

  • A minimum of 3 years experience in hygiene promotion and awareness 

Desired

  • Experience in the region of implementation 
  • Experience in emergency response interventions, and implementation of WASH related projects 

 

Technical Skills 

 

Required 

  • Project management planning and progress control.  
  • A team player eager to learn new skills. 
  • Excellent communication skills 
  • Strong interpersonal and networking skills 
  • Strong report writing and documentation skills 
  • Ability to work in a diverse team with people from varied cultures and backgrounds 
  • Fluent in spoken and written Turkish and very good in spoken and written English. 
  • Solid computer skills, especially in MS Outlook, MS Word, and MS Excel. 
  • Ability to work in a diverse team with people from varied cultures and background 
  • Gender awareness and a commitment to gender equality. 
  • Strong awareness of safety, security and risk management best practices. 

Desired 

  • Prior experience working on humanitarian aid programs with NGOs or UN agencies, including work with refugee populations. 
  • Arabic language skills highly desired.
