CARE in Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in Northern Syria. CARE is implementing multiple grants through partnerships, and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.

The IV Officer is responsible for supporting the maintenance and refinement of existing Independent verification system and ensuring that CARE IV standards are integrated into all projects. Another key focus is the management of CARE’s pool of monitoring consultants to ensure that program teams are provided with real time information on the quality of their project implementation and that MEL design per project is achieved.

Reporting directly to the Independent verification coordinator, s/he will ensure that the CARE Turkey IV team contribution to harmonization work streams for MEL is fulfilled appropriately and that regular quality checks are performed on CARE systems and processes to ensure their functionality or to adjust.

He/she will also ensure that sufficient training and support is given to CARE monitoring consultants on CARE’s systems and processes to enable them to properly comply.

The position will be based in Gaziantep, Turkey and it should follow established safety and security procedures at all times in line with the current security rating for Syria – Extreme.

 

RESPONSIBILITIES

IV Preparedness and Planning  % 50 of time

  • With support from the IV coordinator contribute to the development and the implementation of the Independent verification systems and processes from the Gaziantep Office.
  • Manage the IV assistant and IV worker and coordinate closely with the rest of IV team to ensure standard IV process is being followed across the unit.
  • Facilitate the monthly planning and coordination meeting with the program team and ensure the involvement of the stakeholders (IV Syria, M&E, Programs) in those meetings.
  • Ensure all planned monitoring visits are reflected on the master monitoring plan regularly.
  • Unpack the programs monitoring requests; in terms of activity specification “modality, criteria, monitoring sample, activity outcome, monitoring tool” to ensure CARE’s monitoring consultants inside Syria(MCs) are on the same page of program monitoring request.
  • Design, develop and review all monitoring tools in coordination with programs to ensure all IV monitoring tools are fit to the purpose.
  • Keep close coordination with program team to ensure implementation update are transferred smoothly and on a timely manner to the monitoring consultants,
  • Delegate and manage the responsibility of following up the implementation updates on the field level for each monitoring requests with the IV Assistants and workers,
  • Participate on a regular call with monitoring consultants team leader to exchange learning and updates.
  • Supporting the Gender & Protection Advisor to mainstream gender and protection into the IV activities.
  • Provide the necessary information and reports to Knowledge Management unit to contribute to the wider CO knowledge generation.
  • Contribute of raising awareness about IV activities in front of CARE partners &, programs to ensure all parties has the same understanding of the function
  • Work with IV assistant and IV worker on archiving IV documents and reports according to PQU archiving structure.
  • Provide Support to the IV coordinator to conduct MC recruitment, management and payment as per internal agreed processes as instructed by IV coordinator.

 

Reporting & Analysis of IV data: % 30 of time

  • Ensure IV data are cleaned and validated before starting the analysis and reporting processes
  • Work with IV team and reporting consultants on producing the IV analysis and reporting based on the needs of each sector
  • Ensure all IV reports are produced at the expected quality in terms of content and language.
  • Work with IV team to ensure all red flags observed by the MCs inside Syria has to be reported to the right program focal point rom programs within 24 hours.
  • Conduct regular meetings with IV assistant, IV worker and the relevant MCs to discuss reporting needs also to share program feedback on IV findings.
  • Share IV reports on monthly bases and address program comments and feedback.
  • Ensure all monitoring findings received from the field level are been classified properly and recorded to the Independent verification tracker in on monthly bases.
  • Provide constant feedback to IV team in Turkey/Syria based on the program comments to ensure feedback has been circulated and it relevant and contribute to the monitoring request outcome.
  • Provide the necessary support to the IV coordinator in order to produce the quarterly IV reports and IV inputs to donor’s reports.
  • Create a maximum 3-page report on the end of each project summarizes the identified monitoring findings.
  • Conduct periodic analysis on IV findings received across projects and generate learning products reflecting on the monitoring results across, partners, modalities, donors and locations.

 

Capacity Building of IV staff: % 20 of time

  • Work with IV coordinator and MCs team leader on developing capacity building plan to inside Syria consultants
  • Setup performance objective for direct reports and work with the team on achieving them.
  • Provide the necessary mentoring and coaching to IV team as needed.
  • Setup a continues feedback sessions for IV Syria and turkey staff related to the reported monitoring findings and extracted gaps from the data collection raw data.
  • Keep close supervision on the IV assistant and IV worker to identify performance gaps and work closely with IV coordinator to fill the gaps.
  • Setup a series of trainings for CARE’s MCs to keep the enhancing the quality of IV

 

QUALIFICATIONS

Education/Training

Required

  • High School Diploma

Desired

  • Bachelor’s Degree in Social Science, Development Studies or relevant technical field

 

Experience

Required

  • Two years of relevant work experience of which at least one in a not-for-profit humanitarian organization.
  • Experience in information, knowledge management and M&E functions.
  • Experience using open source platforms such as Open Data Kit (ODK), Ona.io, KoBo Colllect, Zoho Reports.
  • Knowledge of the Syrian context.
  • Demonstrated ability to work in partnership with other organizations.
  • Strong experience in knowledge or database management.
  • Strong skills in Ms Office, esp. Excel and Access; and other data management software.
  • Good communication and inter-personal skills.

 

Technical Skills

Required

  • Data analysis and report writing.
  • Working with communication materials and knowledge products
  • Excellent command of Excel and other data management software
  • Good oral and written communication skills.
  • Fluency in English and Arabic
