Cooperation for Relief and Assistance Everywhere, Inc., doing business as CARE International in Türkiye (CARE) is providing humanitarian assistance to people affected by the ongoing conflict in Syria and to population affected by the recent earthquakes. The work is implemented through partner organizations and being monitored and managed by CARE Türkiye.
CARE’s work in Turkiye for emergency response is focusing on Food security and Livelihoods, Protection, Shelter and NFI, and WASH.
Under direct supervision of CARE IV team, IV Monitoring Assistant will support monitoring CARE programs implemented by CARE partners inside Türkiye to help CARE improve the relevance, quality and impact of CARE’s work in the targeted locations. At times, if required, monitoring of CARE directly implemented activities might be requested.

RESPONSIBILITIES
Monitoring
- Conduct regular monitoring of projects using a variety of tools including direct observation of distributions and post-distribution monitoring using a range of quantitative and qualitative data collection methods (including, but not limited to, surveys, focus group discussions)
- Compile and analyze the information collected through monitoring tools, provide evidence-based findings when feasible.
- Provide regular monitoring data/reports to the IV team in CARE Türkiye CO.
- Monitor contextual changes on a regular basis (access, markets, logistic at assigned sub-districts) and report to CARE Türkiye.
Accountability
- Support CARE Türkiye’s IV & MEAL staff to set up accountability mechanisms and ensure functionality and effectiveness including beneficiary feedback mechanisms.
- Train local partner staff and volunteers on the principles of accountability, assess improved knowledge and practical implementation of accountability mechanisms in the field
- Enhance awareness amongst intended beneficiaries and the wider community on the accountability mechanisms and possibility to provide feedback
- Conduct perception surveys, FGDs and household surveys (with support from volunteers) to gather feedback on CARE’s work.
- Provide comprehensive reports and analysis of beneficiary feedback and level of satisfaction.
- Support in ensuring the carried-out accountability activities by CARE partners are in line with agreed standards and SOPs
Assessments (on occasion)
- Closely monitor population movement and displacement in the assigned region and provide regular updates to the management team.
- Provide regular information to CARE Türkiye staff on potential new program areas, interventions and sectors based on observed needs and gaps on the ground.
- Conduct rapid assessments to support the design of new projects and produce comprehensive assessment reports (including, but not limited to, key informant interviews, household surveys and focus group discussions).
- Support the design and implementation of baseline studies and other technical assessments as appropriate.
QUALIFICATIONS
Education/Training |
Essential
- Educational background in Social Science, Humanities or any field related to data management (or other relevant studies).
- Proven commitment and compliance with the humanitarian principles of impartiality, independence and neutrality as well as Prevention of Sexual Exploitation and Abuse
- Ability to interact with a wide range of people including Hosting Communities, IDPs populations, local authorities, humanitarian agencies, etc.
- Fluency in Turkish (speaking and writing), Arabic speaking will be added value.
- Computer skills in MS Word, MS Excel and (preferably) statistical software.
Desirable
- Knowledge of using electronic data collection tools (for example KOBO toolbox, Monkey Survey, google forums, ODK …. etc.)
- Experience in program monitoring or needs assessments in the emergency/humanitarian field.
- Good verbal and written command of English is highly desirable
- Experience in facilitating group discussions and meetings
- Experience in delivering training to volunteers and partner staff.
- Report writing and documentation skills.

Most of the working time will be traveling to conduct monitoring visits on the implemented projects by partners. |
