I - Position Summary

 

The position will be based in Gaziantep and Managed by the Liaison Officer/Coordinator.  Under the supervision of the Liaison Officer/Coordinator, the assistant will be responsible for supporting mapping, relationship building and liaising with government, non-governmental, social and municipal services in the programme operational area to facilitate programming in Turkey and Northeast Syria for direct implementation.

 

II - General Functions

 

The Liaison Assistant is responsible for working with advocacy and communications staff in building relation with Turkish government bodies such as AFAD, Provincial Line Ministries, Provincial Governor Offices, Provincial Municipalities, PDMMs and non-governmental entities, and create opportunities to increase the visibility of the organization among Turkish stakeholders. Support in develop and operationalise referral pathway with the humanitarian and state actors in line with international humanitarian principles and make sure the referral mechanism works smoothly with the support of Liaison Officer / Coordinator. Contribute to high quality implementation of CARE refugee response in Southeast of Turkey and partly in the areas that CARE has direct implementation in Syria.

 

 

III – Job Responsibilities

 

  • Supporting the Liaison Officer / Coordinator in develop and keep updated a service mapping inclusive of humanitarian, non-governmental, state, municipal, social community-based actors and their services provided for the area of operation in Turkey and Cross border areas.

 

  • Supporting the Liaison Officer/Coordinator in build a positive relationships and liaise with the governmental, municipal, social and non-governmental actors on the service mapping and update them on the services provided by CARE in the area of operation including Cross border operations.

 

  • Supporting the Liaison Officer/Coordinator in Liaising closely with liaison personnel in area of operation to avoid overlaps and improve meaningful relationships with the agencies on the service mapping

 

  • Representing CARE Turkey in meetings with Government departments and (I)NGO-level-fora, according to agreed scope of action in absence of the Liaison Officer / Coordinator

 

  • Identify and evaluate main governmental actors in the activity area and liaise with them according to organization policies in coordination with Liaison Officer/Coordinator.

 

  • Collaborate and coordinate with the local authorities, to maintain the community acceptance, and facilitate the requested permissions to implement our activities,

 

  • Keep abreast of the latest data/developments/schemes, necessary for liaison implementation to prepare appropriate reports, briefing and background notes, and other documentation as required

 

  • Accompany to all project meetings with authorities in consultation with Liaison Officer, provide translation if needed, write meeting minutes and report to Liaison Officer. Keeping a track record of the minutes of all meetings,

 

  • Support program implementation teams for Refugee Team and Cross Border operation in linking them with government sectors involved in humanitarian activities.

 

  • In coordination with Liaison Officer, support projects when they want to prepare MoUs, draft and track permission letters from the government of the assigned district(s).

 

  • Ensure the timely submission of daily/monthly/yearly reports.
  • Support/ensure Liaison Officer about keeping track record of incoming and outgoing documents.
  • Translate of any documents required for the purposes of coordination / external relations
  • Follow up governmental offices for CARE official documents
  • Supporting the services and Liaison Officer in liaise with Legal Assistance, Protection Outreach, CM and IPA in case of support request from municipalities and other agencies
  • Ensure that protection activities are compliant with CARE accountability principles and general protection principles.
  • Provide feedback on any updates/improvements that are needed to the standard operating procedures and documentation
  • Promote and model a positive, professional and respectful office culture
  • Any other duties as agreed with the Line Manager

 

IV - Qualification and skills

Required:

  • Bachelor’s Degree in Faculty of Arts and Sciences, Faculty of Political Sciences or Faculty of Economics and Administrative Sciences, International Relationships and  other relevant Departments
  • Fluent spoken and written English and Turkish, Arabic will be an assets
  • Preferably at least 2 years working experience in a non-profit organization
  • Prior experience of working on migration and international protection with (I)NGOs, UN Agencies
  • Communication experience with national and international institutions and organization
  • Computer skills especially in MS Word, MS Excel, MS PowerPoint, and MS Outlook

  • Ability to work well within a team work
  • Good understanding of Turkish social services system and functions of government agencies and structures,
  • Good contacts in the local governance and government in the operational area
  • Ability to think strategically and translate thinking into action plans that accomplish goals
  • Excellent understanding of socio-political developments in Turkey
  • Excellent organization skills with the ability to coordinate activities and projects; experience in supporting project development
  • Excellent command over written and spoken English and Turkish
  • Have no obstacle to travel

Work conditions `

The position will be based in Gaziantep and might be requested to do business related travel to Northern Aleppo Countryside.

Estimated breakdown (average):

Office work:  20-40% (1-2 days/week)

Field work:  60-80% (3-4 days/week)
