JOB SUMMARY:

The primary purpose of this role is to support CARE Turkey’s operations through timely and appropriate government liaison actions for all Cross border Government Liaison operations in Northern Syria.  

 

The Liaison Officer (LO) will build and maintain strong working relationships with government authorities such as Governor Offices, Deputy Governors, Coordinator Governors and mainly with Provincial AFAD and all Line Ministries representatives, Sub-Governorships, and Municipalities etc.) and other key stakeholders, such as muhtars / community leaders in the location that CARE Turkey has permission to work which includes cross border operation. The Liaison Officer, with the support of the External Affairs and Public Relations Director and Area Manager will act as the regular point of contact in CARE Turkey for these varied stakeholders in these locations.  

 

 Liaison Officer also will work very closely with Area Manager to ensure the Area Office team is receiving proper and timely support.

 

Liaison Officer is expected to play a key person in between the Area Office Team and Governor Office, Provincial Government bodies such as Provincial AFAD, Provincial Line Ministries, District Governors, Municipalities etc.

 

Under the line management of the External Affairs and Public Relations Director, the Liaison Officer is expected to support in the process of reviewing and assessing multiple partners with a view to developing relationships with existing and potential partners in case if CARE Turkey decides to work with the Local Partners. The Liaison Officer will assist in assessing their suitability for a partnership by using institutional assessment tools available within CARE Turkey to determine partner strengths, weaknesses, capacity and capability to implement programs.

 

Location: Gaziantep, Turkey, with frequent travel to the Area Office, Jerablus
Reports to:  External Affairs and Public Relations Director

 

RESPONSIBILITIES AND TASKS:

1. Act as the focal point for CARE Turkey’s Cross Border direct and indirect operations liaison and relationship tasks in Southern Turkey (70%)

  • Identify key government actors and appropriate approach routes for NGO communications and relationship building
  • Supports in all Government related activities—MoUs, Permission letters from Governor Office, developing strong network with the Cites that CARE Turkey has registration and Cross border presence.  
  • Act as focal point for all Liaison related actions for the Cross border operations,
  • Keep coordination between CARE Turkey and relevant Government Institutions has presence or links in Northern Syria.
  • Support direct and indirect cross border operations of CARE Turkey by acting as the focal point in between the GoT bodies such as District Governorates, Municipalities, Provincial Governmental, Provincial Line Ministries, NGO Directorate etc. based on request by team members.
  • Act as focal point to submit petitions to the relevant border authorities related to in kind donations, kind donations notifications,
  • Keep coordination with CARE program support team to ensure custom regulations are followed and relevant petitions and notifications submitted.
  • Develop and implement Standard Operating Procedures for Liaison related cross border operations and tasks,,
  • Map out and work to build and maintain strong working relationships with the GoT bodies such as AFAD, Syria Task Force and other line Ministries,
  • Support the Program team in matters pertaining to operational Safety & Security, working with the External Affairs and Public Relations Director, the Area Manager and Safety & Security staff
  • Regularly coordinate with Liaison staff from other INGOs and national NGOs in order to ensure inter-agency learning
  • The Liaison Officer may also be occasionally required providing a supporting role in liaison at national level
  • Follow up filing the Document Registration Books to be updated and comply with the Turkish regulations as needed as well as filing the Incoming and outgoing Governmental or external official letters.
  • Follow up and coordinate the Decision Book with CARE Admin Team and ensure that the decisions planned to be taken is comply with the Turkish regulations.
  • With the condition of coordinating with the Line Manager Act as Focal point in Gaziantep Level to follow up the petition submissions or other relevant tasks required by CARE CD, ACD, HR, Finance, Admin Team.

 

2. Identify, assess and build/maintain relationships with current & potential partner organisations including the Provincial GoT Institutions such as Municipalities and the Local Governorates (15%)

  • List/map and support with the assessment of a number of potential partners to determine their suitability to work with CARE. Assessments will include the analysis of mutual values, principles, governance, structure, accountability and management systems and should be undertaken through use of agreed, standardized tools.
  • Lead the development of MoUs and partnership agreements required by the Program and Project Managers,  
  • Follow up with partners on MoUs and reporting in liaison with the Line Manager and the Program Manager.
  • Support the PMs to regularly review the partnerships, and ensure that any issues or disputes are resolved in a timely manner
  • Support the PMs to communicate CARE’s policies and procedure, arranging training and induction as required
  • Provide translation in meetings where necessary
  •     Develop Memorandum of Understanding (MoUs) and Partnership agreements,
  •     Follow up with Partners on MoUs and Reporting,
  • Identify and lead the response to partner capacity building needs.
  • All MoUs/ Permission Letters from the government of the assigned districts—drafting, tracking files (new, renewal, amendment)
  • Support the follow up and facilitate permissions for visitors, travel and access to programme areas or Gaziantep (i.e. external visitors) if required.

 

3. Coordinate Capacity Building of Partners (%5)

  • With the Program Manager, support the Partnership Coordinator to undertake review meetings with partners (It includes possible Governmental Partners), with particular attention given to the relationship aspects of partnership collaboration.
  • Establish links and build relationships with organisational capacity development providers
    inside Turkey including consulting firms, government institutions, NGO support centres and universities

 

4. Other program-related duties (10%)

  • Maintain a database of refugee numbers in Turkey and IDPs in the locations that CARE Turkey has activity in Northern Syria, regularly updating this with new information from reliable sources
  • Join to the Monthly Coordination Meetings
  • Assist with tasks relating to program development, including assessments
  • Support with tasks relating to visitors from the CARE International Confederation or donor representatives
  • Represent CARE Turkey at NGO coordination meetings if required
  • Produce monthly reports on liaison, coordination and partnership activities for dissemination within the Program Team and the Senior Management Team if required,
  • Information & Documentation: Collect relevant information from relevant stakeholders to prepare reports, information & communication products and operational decision making as and when needed.

 

 

QUALIFICATIONS

  • Excellent verbal and written communication skills in Turkish
  • Strong written and spoken EnglishArabic is desirable
  • Excellent relationship building and maintenance skills
  • Experience working with provincial- and district-level government authorities, community leaders and civil society organizations
  • Strong networking capability and diplomacy skills
  • Ability to organize and facilitate training sessions
  • Ability to develop capacity building frameworks and work plans
  • Commitment to, and good knowledge of, creating efficient, independent partner
    organizations, through effective capacity building and learning and development activities
  • Commitment to CARE Turkey’s policies of promoting gender equity and diversity and the interests of marginalized people in all aspects of CARE's work.
  • Be an active member of institutional efforts on staff safety and security in the office as well as in the field.
  • Experience working in emergency situations
  • May need to work after hours or at weekends
