Job Summary

CARE International in Turkey (CARE), together with its partners, is providing humanitarian assistance to people affected by the Syrian crisis, both in Syria and Turkey. CARE began projects responding to the needs of Syrian refugees in southern Turkey in October 2014.

The M&E Coordinator position will be focusing mainly on refugees’ assistance in southern Turkey. The overall objective of this response is to meet urgent needs, improve living conditions and reduce the vulnerability of refugees’ population and the host population in southern Turkey.

The main purpose of this role is to provide strong coordination of the CARE Turkey M&E system for refugee response, enhancing the quality and accountability of our work and the work of implementation in Turkey.

The M&E Coordinator will be responsible for ensuring the Country Office:

· Has sufficient good quality data available to be informed of the effect on the targeted populations;

· Provide senior management with the evidence-based M&E data to support programmatic and strategic decision making.

· Ensure refugee response program activities are delivered based on the needs of the targeted communities.

· Work with the relevant teams to ensure the CARE Turkey country office is contributing to CARE International global strategy.

This role will contribute to the development of CARE Turkey country office M&E system and work/coordinate closely with different teams from Program and Program Quality staff. It will work to continuously improve the existing M&E system in general with a specific focus on the following areas; qualitative data collection, assessment scheduling and coordination, data analysis and use, and quality monitoring. The M&E Coordinator will ensure that all projects are continually monitored for their effectiveness and appropriateness and that lesson is documented and communicated to inform on-going implementation and future programming. s/he will guide Programme & M&E teams in achieving outcome/impact-focused projects in line with CARE’s standards and requirements. s/he will generally coordinate M&E across the program to ensure a standard level of quality is maintained across the project.

Responsibilities and Tasks:

Job Responsibility #1

M&E system development and Improvement

  • Work as part of the M&E task force on reviewing and revising the M&E system for CARE in Turkey in order to constantly meet the needs and the requirements of the country office.
  • With the support of the M&E manager implement and monitor the M&E framework for the refugee program, adapting/revising scheduled activities as needed.
  • Supervise the M&E team working on the refugee response and ensure M&E staff have sufficient support in order to deliver their expected tasks on time with good quality.

· Ensure refugee data in contributing to CARE’s global & MENA strategies and outcomes, CARE’s global indicators are incorporated into projects results workbook, progress is tracked and reviewed on a regular basis

  • Ensure that staff from CARE and partners fully understand the function of the M&E System in CARE and its role in quality assurance and strengthen a culture of open reflection and improvement.
  • Ensure refugee project indicators including donor & CARE’s indicators is being tracked, reviewed and stored in an online platform following CARE’s archiving structure.
  • Work with the M&E team on strengthening the use of M&E data across the program through key M&E led reports & products making key information accessible to stakeholders for program review and design.
  • Support the knowledge management team to ensure that project monitoring includes strong and comparable quality and accountability elements that data collection and entry methodologies used at field level are standardized and subject to regular review.
  • Work with the Information Management coordinator and knowledge Management (KM) manager in order to improve the data management system by revision of data flow, double-counting adjustment, revision of databases, review of a modality of reporting, review of IT solution, etc.
  • Support the KM team with monthly M&E data to produce information on KPIs at CO level in accessible formats for different strata of staff.
  • Establish and maintain a system of project review in collaboration with project Managers and KM team.
  • When needed provide the needed support to M&E manager and KM manager for conducting evaluation for ending projects

  • Support implementation of program assessments, surveys and evaluations, including facilitating itineraries, training field staff for data collection; facilitate focus groups and other qualitative data collection exercises.

  • Compile synthesis of learning across projects, sectors and responses (refugee and cross-border).

Job Responsibility #2

Fulfilling Project’s M&E needs and requirements

· In collaboration with project managers, M&E staff and KM team, develop all required M&E tools per sector, including but not limited to baseline surveys, M&E frameworks, assessment tools, data collection tools, etc.).

· Provide capacity building through mentoring, coaching and training to CARE staff and partners on M&E tools, procedures and requirements.

· Work closely with M&E officers to ensure timely and quality data, collection, analysis and reporting.

· Ensure CARE’s refugee programs are in compliance with CARE & donor’s M&E guidance & requirements.

· Work with M&E officers, M&E manager, and project managers to ensure all donor’s M&E reporting are met.

· Revise and maintain CARE’s standard operating procedures to ensure appropriate verification of the project’s activities and a fair selection of beneficiaries.

· Ensure post-distribution/activity monitoring reports produced by M&E officers are in high quality and reflecting the needs of different sectors.

· Support the M&E Manager to manage contracts and relationships with consultants based in Turkey as needed.

· Conduct monthly progress review meetings with each sector review indicator reporting and update M&E plans.

· Ensure proper monitoring and verification visits are conducted for each project

· Ensure sufficient real-time monitoring and post-activity monitoring is planned and conducted for program activities.

Job Responsibility #3

Program Quality Coordination and support

  • Coordinate closely with cross-border M&E coordinators on the development and standardization of M&E tools, processes, and SoPs as possible.
  • Support the research and KM coordinator on scheduling and planning project’s related assessments and researches.
  • Work with the Gender & Protection Advisor to mainstream gender and protection into project monitoring & ensure minimum sex and age disaggregated data is collected across the projects.
  • Ensure that M&E tools are reviewed by the gender and protection advisor before finalization.
  • Support the communication advisor with the required M&E related data media and advocacy purposes
  • Feedback to Information Management team all data related issues and concerns, and work with them on improving the data quality and reliability.
  • Ensure all Refugee M&E staff understand and familiar with CARE’s feedback and complaint mechanism and how to act in case a complaint received in the field.
  • Refer all feedback and complaints received through the M&E staff directly to the Accountability officer and coordinator for their action and follow up.
  • Work with the KM team on ensuring learning reviews are conducted for all projects, appropriate to length, scale, and complexity.
  • Conduct weekly meetings with the Refugee M&E team to catch up on work progress, priorities and timeframes.

Other:

  • Represent CARE in external coordination when requested.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Any other task as required by the line manager.

Qualifications (Know-How)

QUALIFICATIONS

  • Education to BSc/BA/BEng level in Social Sciences, Information Management, Statistics or related field.

  • Strong leadership and team management skills

  • Previous relevant experience in a similar position with national or international NGOs.

  • Extensive experience in monitoring and evaluation for humanitarian programs

  • Strong skills in excel and other data management software.

  • Excellent communication and influencing skills.

  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy.

  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

  • Strong English and Arabic skills spoken, listening and written.

  • Commitment to the aims and principles of CARE International.

Desirable

  • Previous experience working in humanitarian programs
  • Experience with institutional donors (i.e. PRM, ECHO)
  • Demonstrated ability in community mobilization and community-level dialogue.
  • Ability to communicate in Turkish, and or Kurdish.
  • 2 years minimum experience of training and capacity building

EDUCATION and/or EXPERIENCE

  • 3-5 years of relevant professional experience in a similar setting.

LANGUAGE SKILLS

Fluency in written and oral English. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
