Job Summary

CARE Turkey is working to provide humanitarian aid related to the crisis in Syria through direct implementation cross-border and within Turkey, with much of the field implementation work being carried out by partner organizations in Turkey and CARE Syria’s Northern Hub. The main purpose of this role is to provide strong coordination of the CARE Northern Syria Hub M&E system, enhancing the quality and accountability of our work and the work of our Partners.

 

The M&E Coordinator will be responsible for ensuring the North hub:

  • Generated adequate verification of partner field activities,
  • Provides adequate support & guidance to partners on M&E,
  • Has sufficient good quality data available to be informed of the effect on the targeted populations,
  • Builds an evidence base from reports, assessments and analysis to inform management decision making,
  • Receives regular, timely and context-specific, meaningful feedback from beneficiaries and partners and that feedback effectively informs and signals areas where attention is required,
  • Is supported with sufficient information on learning to support continual improvement of projects.

 

This role will drive the consolidation of the CARE M&E approach working closely with partner and program staff and other CARE hubs. S/he will work to continuously improve project-level M&E with a specific focus on the following areas; qualitative and quantitative data collection, assessment scheduling and coordination, data analysis and use, and quality monitoring. The M&E Coordinator will ensure that all Partner projects are continually monitored for their effectiveness and appropriateness and that lessons are documented and communicated to inform on-going implementation and future programming. This includes the coordination of CARE M&E consultants at the field level. S/he will guide Partner teams in achieving outcome/impact-focused projects and accountability to beneficiaries in line with international standards. They will generally coordinate M&E across the program to ensure a standard level of quality and that learning and accountability systems are working effectively.

 

Responsibilities and Tasks

 

 

Job Responsibility #1

M&E system coordination and implementation:

 

  • Ensure up to date Results workbooks (RWBs) and M&E tools for all projects agreed with partners and program teams
  • Track and monitor the projects’ indicators and report its progress timely
  • Ensure M&E tools are in line with the standard developed a package for a partner, CARE, and third-party monitoring and coordinate periodic reviews of the tool package
  • Ensure all M&E reports are reviewed by M&E Officers and program and that constructive feedback is given to Partner staff with relevant follow and support provided.
  • Coordinate monthly data submissions from partners (databases, datasets, reports, etc) ensuring the use of standard templates and strong review and feedback to partners.
  • When and where relevant, ensure that the North hub contributes effectively and proactively to the WoS M&E harmonization process by supporting the Deputy M&E Manager and/or M&E Manager on those tasks
  • Ensure that data collection and entry methodologies used at field level are those that have been agreed between hubs
  • Ensure SADD data and data on gender dynamics are regularly collected and used in the analysis.
  • Coordinate the use of the verification standard operating procedures to ensure appropriate verification of distribution projects and make sure that CARE partners are using CARE procedures for beneficiary registration and verification in the field.
  • Coordinate and ensure that CARE’s partners are using agreed upon and standard CARE’s registration and verification procedures at the field
  • Use monthly data to produce information at CO level in accessible and visible formats for different strata of staff to encourage a culture of data use and evidence-based decision making.
  • Strengthen data analysis and use across the program by ensuring program teams have the M&E information they need for program review and design.
  • Ensure effective scheduling of M&E led assessments, surveys, and evaluations, as well as the analysis and dissemination of findings.
  • Encourage a culture of data use and evidence-based decision making by using and displaying updated data in the office to demonstrate progress and areas of concern.
  • Ensure donors monthly, quarterly, semi-annually, and final reports are timely submitted with required quality

 

 
   

Job Responsibility #2

Partner’s support and compliance

 

  • Ensure that all the relevant CARE and partners staff know, meet, and apply CARE M&E minimum standards for Syria
  • Ensure positive and effective on the job coaching from the CARE M&E team to partner M&E teams.
  • Provide constructive feedback on M&E outputs to Partner M&E teams and track M&E related issues in the M&E issue tracker, focusing on finding supportive solutions.
  • Contribute to partnership monitoring by participating in partner review meetings and processes.
  • Provide/plan training and capacity building to CARE and partners on M&E areas that require improvement as per capacity development plans and ad hoc.
  • Ensure positive and effective communication between the CARE M&E Officers and Partner M&E staff (and CARE program team).
  • Ensure that staff and partners fully understand the function of M&E in quality assurance and strengthen a culture of open reflection and improvement.
  • Ensure follow up monthly meetings with partners focal points are conducted (face to face and/or online)

 

       

Job Responsibility #3

 

Team Management:

 

  • Provide direct supervision of the M&E Officers and Assistants through the performance review process.
  • Identify training needs of staff and conduct training to address the capacity gaps, in collaboration with their line-manager and the human resources department.
  • Ensure maximum ability to manage team and workload by an efficient delegation of tasks, macro management, and careful monitoring of work/life balance.
  • Provide necessary support for M&E Officers occasionally, including filling in the gaps, support on daily tasks and coordination with partners and/or program teams
  • Support the implementation of the data protection protocol in the North hub and regularly assess compliance by CARE and Partner staff until the IM Coordinator is in place.

 

 
   

Job Responsibility #4

Reporting

  • Schedule all donor’s/CARE related reporting deadlines and work closely with sector M&E officers, partners and program teams on meeting those deadlines
  • Ensure familiarity with all donor’s/CARE reporting requirements (template, SADD, content, Etc…)
  • Ensure all partners, TPM and MCs reports are being reviewed by sectors M&E officers and feedback on report content/quality must be provided.  
  • Standardize reporting template for M&E related activities as possible
  • All M&E reports are reviewed by M&E staff and program teams, ensure constructive feedback is given to Partner field staff with relevant follow and support provided.
  • Coordinate CARE’s M&E monthly data submissions between partners and CARE, ensuring the use of standard templates and strong review and feedback to partners.

Other:

  • Represent CARE in external coordination when requested.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Any other task as required by the line manager.

 

Qualifications (Know-How)

 

Education/Training

Required

  • Bachelor’s degree in a relevant subject

 

Desired

  • Certification in project management or M&E related technical course

Experience

 

Required

  • Minimum 3-years of professional experience in M&E for NGOs
  • Minimum 2-year team management experience with an NGO or private company
  • Experience in livelihoods, cash and rapid response
  • Experience in managing M&E activities remotely

 

Desired

  • At least 1-year experience of undertaking an M&E related role in a remote management humanitarian context
  • Experience in working with local partners

Technical Skills

 

Required

  • Extensive experience in data/database management
  • Ability to work both in an advisory and a hands-on implementation capacity
  • Strong skills in excel and other data management software
  • Proven capacity to supervise, train and coach staff
  • Ability to speak, read and write fluently in Arabic and English
  • Ability to facilitate/conduct technical trainings for staff in a remote setting
  • Ability to write a clear and effective assessment and project reports
  • Excellent communication and influencing skills across a range of stakeholders, but particular with partners
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
