Job Summary

CARE in Turkey, in association with partner organizations, is providing humanitarian aid to alleviate the crisis in Syria. Due to access and security issues, CARE is working with partners to deliver aid in Northern Syria. CARE is implementing multiple grants through partnerships and is committed to expanding the partnership base for future programming, as well as initiating direct implementation.

The M&E Officer’s main focus is on supporting the M&E, information, knowledge management, and reporting requirements of selected projects in the Syria North Hub portfolio. He/she is responsible for ensuring the compliance of partners with CARE M&E systems and M&E standards for Syria. This includes ensuring outputs, outcomes and learning of assigned projects are captured, documented, and shared with the program management team, CARE Syria and external agencies as relevant.

Reporting directly to the M&E Coordinator, s/he will ensure that project-specific monitoring & evaluation plans and systems, as well as accountability mechanisms, are implemented according to plan and that relevant information is collected, stored, and analyzed in a timely fashion. S/he will also liaise with implementing partners to ensure reporting and information requirements are met and support in providing relevant and timely information on project activities, achievements, and challenges. In addition, the post-holder will be responsible for keeping project M&E data up to date, in close collaboration with Program management teams.

The post holder will directly support the CARE Syria office with specific documentation, assessment, and information requests, as and when they arise.

The position will be based in Gaziantep, Turkey and it should follow established safety and security procedures at all times in line with the current security rating for Syria – Extreme.

 


Job Responsibility #1

Project-related M&E requirements:

  • Collect and review M&E related documentation from partners, inclusive of databases, reports and compiled indicator tracking.
  • Regularly review and update M&E databases, validating against partner reports.
  • Support in the development/use of M&E tools and templates for partners and other M&E actors (third party monitoring, consultants).
  • Collect and review data on beneficiary verification for all project activities as per CARE verification SOP, including submitting verification reports.
  • Develop and maintain project results workbooks inclusive of review by CARE/Partner.
  • Support partners to strengthen accountability mechanisms, with a focus on complaints and feedback, in consultation with the M&E Coordinator.
  • Support in conducting project assessments, surveys, evaluations & learning events as instructed by the M&E Coordinator and share learning across program teams.
  • Support CARE and partners to meet CARE Syria Minimum M&E Standards, inclusive of Gender mainstreaming, and do no harm considerations.


Job Responsibility #2

Information Management and Reporting / (M&E System):

  • Review and verify data coming from partners on a monthly basis, making sure that it meets CARE/Donors requirements.
  • Prepare M&E related information for internal and external reporting, inclusive of visualized data.
  • Facilitate the development of M&E information sharing materials for communication purposes.
  • Ensure project data is stored and utilized in line with the CARE data Protection protocol and work with partners to ensure compliance.
  • Work with partners to ensure compliance with the CARE reporting system, providing sufficient support for challenges.
  • Update the CARE beneficiary tracking sheet with beneficiary data on a monthly basis.
  • Collate, organize, store, analyze, and present information collected through accountability mechanisms (in particular feedback & complaints).
  • Support program teams to conduct periodic analysis of M&E data and present knowledge products such as publications, case studies, photo essays, and stories that can demonstrate the impact of the project.

Job Responsibility #3

Support CARE North Syria independent verification process MCs & 3 PM / (M&E System):

 

  • Support the M&E Coordinator in managing the third party monitoring (3 PM) process in terms of (sampling, follow up, review tools & reports, Etc…
  • Work with the M&E Coordinator and Independent verification team to ensure that the Monitoring consultants (MCs) pool are being effectively utilized in the best way possible.
  • In coordination with M&E Manager and peer M&E Officers/Assistants, map and keep track of MC geographical locations and project locations to ensure efficient use of the pool approach.
  • Provide project-specific information to the Independent verification officer to support the development of the MC workplan.
  • Regularly review MC's workplans and support updating with the M&E Independent verification officer in case of changes/delays that occurred in project activities.
  • Review monitoring reports provided by the MCs and provide feedback and inputs, in addition, to compare it to the findings received from partners.
  • Ensure project-specific MCs monitoring and data collection activities are implemented according to the agreed plan between M&E and the program team (CARE & Partners).

Qualifications (Know-How)

Education/Training

Required

  • High School Diploma

Desired

  • Bachelor’s Degree in Social Science, Development Studies or relevant technical field

Experience

Required

  • Two years of relevant work experience of which at least one is a not-for-profit humanitarian organization.
  • Experience in information, knowledge management, and M&E functions.
  • Knowledge of the Syrian context.
  • Demonstrated ability to work in partnership with other organizations.

    Technical Skills

Required

  • Data analysis and report writing.
  • Working with communication materials and knowledge products
  • Excellent command of Excel and other data management software
  • Good oral and written communication skills.
  • Fluency in English and Arabic
