CARE International in Turkey provides assistance to people affected by the Syria crisis both in Syria and in Turkey. In Turkey, CARE supports Syrian refugees through a multi-sectoral response focused on protection, basic needs, and economic empowerment. CARE also assists communities affected by armed conflict and/or displacement in Northwest Syria, through its cross-border program. CARE implements humanitarian and development programs through many partners inside Syria in five sectors: Emergency Response, Livelihoods and Early Recovery, Protection and Sexual Reproductive Health, as well as WASH and Shelter with gender as crosscutting theme. CARE has also a directly implemented operation in Jarablus area (in Northern Aleppo).

We are looking for a passionate and highly qualified MEL Specialist to lead the Program Quality MEL unit, S/he will be working closely with a group of experts on standardization of MEL approached and defining MEL needs, priorities and objectives in addition to supporting CARE staff and partners to improve their own monitoring capacity. The MEL Unit is positioned under the Program Quality Department.

The MEL Unit assists senior management to demonstrate progress in achieving results and effectiveness from various donor-funded grants. MEL unit aims for the systematic incorporation of MEL information into programme and project design and implementation. The MEL Specialist will bring significant technical knowledge and practical experience to strengthen and improve CARE’s Monitoring, Evaluation, and Learning Systems. This position will take a leading role in coordinating efforts across multiple teams and providing technical advice to the program teams.

S/he will work to continuously improve the existing MEL system with specific focus on the following areas: MEL activities in alignment with the project cycle, assurance of compliance with CARE and donor’s MEL regulations and guidelines, provision of technical recommendations on the use of relevant tools and methods at the CARE program level.

RESPONSIBILITIES

Job Responsibility #01                                                                                                                   |%30|

Ensure CARE Turkey has in place and applies a robust Monitoring, Evaluation and Learning system

  • Lead on the process of standardization of MEL approaches across various sectors and implementation modalities
  • Ensure that CARE Turkey MEL systems are in line with CARE USA and CARE International requirements
  • Develop KPI (in line with CARE Global indicators) to measure performance quality and impact and ensure its integration into program designs.
  • Ensure the necessary MEL SoPs and guidelines are in place to serve the needs of the different program modalities.
  • Contribute to MEL inputs across the project cycle (needs assessment, the project design phase, partner kick off meetings on MEAL components, mid-term reviews and final evaluations).
  • Provide budget inputs on the necessary financial resources needed to fulfill each project’s requirements from MEL/PQ side.
  • Work with PQ MEL team to ensure CARE Turkey MEL tools and applied methodologies are gender and age sensitive
  • Under the leadership of the PQ Director, support the PIIRs reporting process on annual basis.
  • Lead development of quality TORs for evaluations and TPM and manage respective contracts
  • Maintain archiving structure for PQ MEL that is clear and accessible to the relevant stakeholders

Project Cycle Management

  • Contribute to the proposal development processes by providing the necessary inputs and standardization of approaches across sectors in regards to MEL, coordinate process of finalizing Logframes and MEL Plans for multisectoral grants
  • Ensure consolidation of MEL data coming from programs for multi-sectoral grants at the different stages.
  • Act as a reference point to validate and clarify technical MEL requirements for the different donors
  • Work closely with the MEL focal points from program and ensure they are well informed about CARE Turkey’s MEL system and are aware of all donor’s MEL requirements.
  • Share with sectoral MEL coordinators the list of committed donor requirements as committed in the proposal for their follow up and integration into the MEL tools and plans.
  • Maintain regular communication with sectoral MEL coordinators to exchange updates and identify opportunities to capitalize on existing MEL resources.
  • Provide the necessary MEL inputs into donor’s reports as needed.
  • Oversee management of the contracts with external TPM and evaluation service providers, ensure smooth communication and coordination between external service providers, CARE program teams and partner teams, adherence to ethical standards and relevant protocols

Coordination and capacity building

  • In coordination with heads of relevant units and Partnership Manager, identify MEL support and training needs for CO and IP staff and suggest training opportunities/deliver trainings to CARE staff and IP staff
  • Follow up on partners’ capacity building plans from MEL perspective and suggest relevant follow up actions
  • Work closely with other units in the program quality department
  • Represent CARE Turkey in the MEL Community of Practice forum
  • Represent CARE Turkey MEL units in internal and external meetings.

Team management

  • Manage the MEL team under program quality unit and ensure they their work priorities are clear and measurable
  • Ensure MEL’s team priorities are up to date and aligned with the PQ priorities and reflected in a live work plan. 
  • In collaboration with the human resources department, identify training needs for PQ MEL staff
  • Conduct APAA for PQ MEL staff

 

 

QUALIFICATIONS

Education/Training

 

Required

  • At least Bachelor’s degree in a relevant subject 

 

Desired

  • Master’s Degree in a relevant subject
  •  
  • Certifications in project management and/or MEAL related technical courses

  • Solid years of professional experience in MEL for NGOs
  • Previous experience working in an advisory MEL role
  • Experience in MEAL management role with an NGOs
  • Team management experience with an NGOs

 

Desired

  • At least 2 years’ experience of undertaking a MEL related role in a remote management humanitarian context

Technical Skills

 

Required

 

  • Extensive experience in database management, quantitative software applications and qualitative methods
  • Ability to work both in an advisory and a hands on implementation capacity
  • Strong skills in excel and other data management software
  • Supervise, training and coaching experience
  • Ability to facilitate/conduct technical trainings for staff in a remote setting
  • Ability to write clear progress/assessment reports
  • Good understanding of donor requirements inclusive of FCDO, BHA , ECHO and other major donors
  • Excellent communication and influencing skills across a range of stakeholder, but particular with partners
  • A high level of written and spoken English
  • Experience of representation and ability to represent CARE effectively in external forums
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances
  • Great management skills (team, tasks, and time)
