I –Position Summary 

Managed by the Protection Outreach Offıcer, and working in collaboration with program and technical staff, the Office Workers will be mainly responsible for the maintenance and order of Information and Protection Office (IPS) as per the IPSStandard Operating Procedures (SOP) and the Protection Outreach (PO) Guideline.

II -General Functions 

The office worker supports to manage the daily activities within an IPS. This includes welcoming and managing requests in the reception area, creating a schedule for use of rooms in the IPS and helping individual clients to orient themselves for information or case management when people walk in

 

III -Roles and Responsibilities

1.Maintenance and Order of the IPS

A.     Open the IPS from 9:00 to 17:30to community members in the area. The IPS can be opened during weekends and in the evening for specific activities after approval from Protection outreach officer (POO).

B.     Coordinating with the POO ensure that the IPS has all equipment and office supplies(laptops, tablets, projectors, projector screens, kitchen supplies, cleaning materials, fire extinguishers First Aid kits, stationery materials etc.) neat and ready to use.

C.     Coordinating with the POO ensure that the IPS have water, tea and coffee available at all times enough for the expected amount of people that may visit the IPS per day.

D.     Coordinating with the POO ensure that the IPS should have a functioning and clean toilets and washrooms for staff, personnel and community members.

E.      Coordinating with the POO ensure that the IPS is cleaned at least once a day. The level of hygiene in the IPS should be to highest standards possible to ensure the comfort of all in the IPS. This includes ensuring hand soap is available in all toilets and washrooms at all times.

 

2. Supporting the Protection Outreach Information Sessions, Workshops, CommunityActivities/Events 

A.     Keep the availability schedule for the Protection Outreach workshop room for activities. This room can be booked for use by PO team, MEAL team (for focus group discussions), Community Activators (CA)(for conducting group sessions and drama sessions for community members), community members (for self-help group and steering committee meetings) and other CARE staff and partner members. The room can also be booked to host different community and/or social events within the remits of the IPS objectives after approved by the CARE Protection outreach coordinator.

B.     Ensure the rooms to be arranged and resources are provided for the above meetings.

C.     Respond to the initial questions of each beneficiary in 15 minutes on entry into the IPS and provide further information/service if need be.

D.     Coordinating with the POO ensure that the IPS brochure stand is kept full of updated information Education Communication (IEC) materials on protection, rights, services and legal information pertaining to refugees and asylum seekers inTurkey. IEC includes brochures, leaflets, booklets, videos, posters and etc.  

3. Supporting Case Management (CM), walk-inself-identification for CM and Legal advice/counselling sessions

A.     Keep the availability schedule for the one to one counselling room for CM and Legal advice/counselling activities. This room can be booked by the CM team (mainly the in house caseworker) including the legal counsellor and the legal support staff.

B.     In cases of self-identification refer (sensitive) cases to the in-house CaseWorker.

C.     Ensure the community members sign up for legal sessions on a first come first served basis. 

4.Supporting Information

A.    Under the supervision of the POO, ensure that all information that is collected, processed and analysed within CARE IPS’s are subject to CARE policies on information and Data Protection.

B.    Maintain a head count of people using the IPS per day disaggregated by gender and age as per the agreed template with the POO.

C.    Ensure that all IPS beneficiaries take the IPS Satisfaction Survey.

5.Supporting IPS Safety and Security

A.     Familiarize with the safety and security measures, procedures and recommendations by theCountry Office,

B.     Familiarize with the neighbourhood and the city, particularly with the locations of the nearest health facility, hospital and police station as well as sensitive locations like government buildings,

C.     Respect the neighbours and local community around the IPS,

D.     Always keep the doors locked and all windows closed between 1730hrs and 1000hrs and when leaving the IPS during the work hours if no one would be in the office even for a short period of time,

E.      Hold the keys of the IPS, never leave keys lying around or on the locks,

F.      Do not leave confidential documents visible to irrelevant persons even when leaving the desk for a short period of time,

G.     Ensure the entrance area is well lit,

H.     Make sure fire extinguishers and the content of the first aid kit are up-to-date and well stocked,

I.        Familiarize with the procedures to evacuate the office safely and the muster point after evacuation,

J.       Always have emergency numbers visibly placed on appropriate locations (e.g. next to the phone),

K.      report any suspicious person or event to the POO,

L.      Do not allow anyone, except law enforcement personnel on duty, to carry or possess weapons of any type in IPS facilities, 

-         Any other relevant tasks required by the line manager

 

IV -Qualification and skills

Essential

-         Fluent spoken and written Arabic

-         Documentation skills (Arabic)

-         Excellent interpersonal and communication skills

-         Experience in dealing with people from different backgrounds

-         Ability to work well within a team

-         Able to demonstrate initiative and solve problems

-         A resourceful person with a positive attitude

-         Experience motivating people to participate in events/activities

 

Desired

-         Prior experience of working/volunteering on humanitarian aid programs with NGOs

-         Prior experience of protection activities or social work and community-based programming

-         Spoken Turkish and/or English

-         Computer skills especially in MS Office programs

 

V –Work Conditions

Duty station: Based in (Şanlıurfa/Eyyubiye ) office.

Office work: (5days/week)
