CARE Turkey is working to provide humanitarian aid and assistance related to the most vulnerable in NW Syria through its partners in its cross-border operations. It also works to meet the needs of conflict-affected refugees and vulnerable host communities in Turkey, in partnership with key and relevant stakeholders. Much of the field implementation is carried out by partner organizations in Northwest Syria. Therefore, the empowerment and professionalization of CARE's current and potential partners are fundamental to CARE's vision and approach to supporting the most vulnerable people affected by the Syrian crisis.

 

The Partnership and Capacity Building Coordinator will play a key role in supporting the Partnerships and Capacity Building Manager in implementing the imperative to strengthen the capacity of Syrian NGOs (SNGOs) to scale up their humanitarian response in NWS. The coordinator will also support the SNGOs' ability to provide the needed support, enhance their capacities, and ensure that they are familiar with international and CARE standards. Additionally, the Partnership and Capacity Building Coordinator will support CARE's Partnerships Manager in improving capacity for current partners and enhancing relationships with such organizations. The Partnership and Capacity Building Coordinator will also assist in mapping out women-led and women's rights organizations in both Turkey and Syria for future coordination, cooperation, and strengthening of these types of organizations. Furthermore, the Partnerships and Capacity Building Coordinator will be responsible for overseeing all stages of the partnership life cycle, including identification, implementation, monitoring and evaluation, and closeout stages.

 

Therefore, the Partnerships and Capacity Building Coordinator will play a significant role in both partnerships and capacity-building processes, policies, and procedures, with the following roles and responsibilities:

 

RESPONSIBILITIES

Job Responsibility# 1: 30% of time

Roll out Capacity Building to SNGOs.  

  1. Support in capacity assessment and capacity development plans for CARE’s current and potential partners when needed.
  2. Working closely with the PWG Coordinator to maintain representation on the PWG on behalf of CARE.
  3. Develop, facilitate and implement CARE's Capacity Building sessions through and with the support of the PWG to:

i.       Develop guidelines and training materials.

ii.      Coordinate and facilitate technical support.

iii.     Share relevant documentation when needed.

 

  1. Facilitate all training provided by CARE to its partners and SNGOs and ensure that training evaluation and analysis are completed at the end of any conducted training.
  2. Work closely with CARE’s relevant staff to identify the needed capacity building for CARE’s current and potential partners and ensure that all process is documented in partnerships files.

 

Job Responsibility# 2          30% of time

Partnership Relationship Management

  1. Support in leading partnerships officer and to help in improving his/ her coordination, communication and management skills.
  2. Support in leading partnership selection process including but not limited to Due Diligence, OCA, TCA and Legal Status requirements.
  3. Maintain strong, open and trusting relationships with SNGOs and also formally or informally follow-up to evaluate whether all parties are satisfied with/benefitting from the CARE’s capacity building efforts.
  4. Collaborate with P-Ships and Capacity Building Manager to proactively identify potential partnerships with Local SNGOs.
  5. Help to maintain an updated NGO database of the SNGOs who participated in the training and show an interest to partner with CARE.
  6. On-boarding of new partners if any SNGOs are successful in fully meeting the mandated selection and eligibility criteria and needs of the on-going programs.
  7. Regular follow up for monitoring review, legal status checklist and partners’ satisfaction and to generate the needed reports and finalize an action plan for CARE and its partners.
  8. Support in facilitating the kickoff and close out meeting for all new grants and to document the process in partnerships files.

 

 

Job Responsibility# 3          20% of time

Develop and maintain documentation, evaluation results, and periodic reporting related to partnerships and capacity building initiative.

  1. Responsible for the day-to-day administration and coordination for the smooth implementation, monitoring and evaluation of partnerships and capacity building initiatives.
  2. Support the Partnerships and Capacity Building Manager in managing the budget, work planning, implementation, monitoring, and evaluation of the partnerships and capacity building activities.
  3. Assist in drafting technical notes, reports and other materials as requested by the Partnerships Manager.
  4. Assist in finalizing the Decision-Making Committee meeting and support in writing and documenting the Selection Memo for SGA selected partners.

 

Job Responsibility# 4            10%  of time

Improving CARE’s approach to meeting localization commitments.

  1. Identify where CARE is now in terms of localization commitments under the Grand Bargain and Charter for Change.
  2. Work closely with Partnerships and Capacity Building Manager to set an improvement plan to fully comply with localization commitments.
  3. Support in developing a semi-annual report for localization and the main challenges and actions in this regard.
  4. Represent CARE in all localization meeting and to collect the needed information and best practices in order to enhance CARE’s approach in terms of localization.

 

Job Responsibility# 5                   10%  of time

Provide support in identifying women-led organizations (WLOs), women's rights organizations (WROs), and relevant Turkish organizations if needed.

  1. Mapping out all WLO and WRO organizations in NWS and Turky and offer the needed support to enhance their capacities and improve relationships with such organizations.
  2. Mapping out and update the NGO database for Turkish organizations in case we have any planned partnerships with a such organizations.     
  3. Support Partnerships and Capacity Building Manager in initiating the call for partnerships and its eligibility criteria for a such organizations.
  4. Be responsible for leading any workshops that related to enhance capacity for WLOs/ WROs and to identify their main challenges and areas to be improved.

 

QUALIFICATIONS

Education/Training

Required

  • BA degree or equivalent Degree level in a relevant subject.

 

Experience

Required

  • Minimum 4-5 years practical experience and/or contribution to organizational development and experience in partner and capacity Building management.

Desired

  • Experience in INGOs leading Partnerships and capacity development plans with a focus on CB monitoring/ evaluation.
  • Familiarity with relevant working groups and alliances in Turkey and in NWS.

 

Technical Skills

Required

  • Excellent communication, coordination, adaptation, writing and documentation skills.
  • Strong networking capability.
  • Excellent presentation skills.

  • Excellent experience in using MS office.
  • Excellent Experience in Budgeting.

  • Ability to develop capacity building frameworks and work plans.
  • Ability to coordinate internally and externally to facilitate the needed capacity Building.
  • Solid experience and skills in negotiation and relationship brokering.
  • Extensive experience and proven ability to work effectively with national and local partners’ organizations is required.
  • Familiarity with Syrian context.
  • Familiarity with CARE’s core programming areas in NW Syria, including WASH, Emergency Response, Protection and Livelihood Economic Recovery.
  • Strong understanding and application of diversity principles.
  • Fluent in Arabic and English.

Desired

  • Ability to read and communicate in Turkish would be an added bonus.
