CARE Turkey implement programs in North West Syria, with and through partner NGOs. The empowerment and professionalization of CARE’s partners are fundamental to CARE’s vision and approach to supporting vulnerable people affected by the Syrian crisis.

The Partnership Officer will play a key role in supporting Program teams and head of departments to ensure prioritisation and value of partnership across the Country Program.

The purpose of this role is to support and promote the partnership approach in CARE International, Turkey. With a particular focus on Partners’ need to realize CARE’s vision to strengthen the institutional capacity of the local partner organization through the development of clear follow-up and monitoring systems for every intervention and delivering multiple coordinated capacity building activities that are fit for purpose and based on detailed organizational assessments.  

Partnership Officer will Support Partnerships Manager and Capacity Building Coordinator to set strategy for Partnerships department and ensure that all processes are aligned with CARE International Standard, Policies and Procedures.

RESPONSIBILITIES AND TASKS

Job Responsibility# 1:                                                                                         35%

Manage and strengthen partner relationships as per CARE’s partnership approach

  • Support Partnership Manager in identifying potential partners in NW Syria and maintain an up to date potential partner database.
  • Maintain regular communication and schedule regular visits to the partner offices when needed to ensure consistent relationships, up to date information, and ongoing two-way feedback is being provided and received.
  • Promote an atmosphere of mutual respect and development among partners – including facilitating information sharing between CARE’s partners and established relationships based on the partnership principles.
  • Ensure CARE’s partnership approach in mainstreamed effective with all partner organizations with a particular focus on health CARE/partner relationships and escalate any issues of non-compliance when necessary.
  • Facilitate the meetings to review and update the partner monitoring plans on quarterly bases including scheduling the meetings, updating the plans and coordination and follow-up with the relevant departments within CARE.
  • Maintain an up to date profiles for all partner organizations.
  • Ensure all partners Bridger Checks (BC) are updated and recorded in the BC database.
  • Responsible for storage and updating of documentation for all vetted partners.
  • Maintain an up to date contact details for all of Partners’ key staff.
  • Document all Decision making Committee meeting and be responsible in finalizing Selection Memo for Partners SGA selection.

Job Responsibility# 2:                                                                                      20%

Monitor, support and strengthen CARE’s partnerships, with a particular focus on partner relationships and mutual good performance (CARE and Partner)       

  • In cooperation with Unit Heads team, Partnership Officer will be responsible to conduct Monitoring review for all of CARE’s Partners in quarterly basis.
  • Support Partnership Manager in conducting Partners’ satisfaction survey in annual basis and ensure that all CARE’s relevant staff are aware on Partners’ feedback and the best way to respond to any concern raised.
  • Support Partnership Manager in initiating Kick off and close out meeting for any project with Partners.
  • Conduct regular meetings internally with CARE program and program support staff and with partners.
  • Be responsible to update issue tracker in monthly basis and to work with Partnerships Manager and Unit Heads to support partners in closing all issues recorded on time.
  • Work with program and program support teams to ensure that communication between CARE and partners is clear and issues are solved in a timely manner. This is vitally important during the rapid response and emergency phase when distributions and service decisions need to be precise, clear and in short deadlines. 
  • Ensure that Due Diligence assessment is conducted to all of CARE’s Partners in every 2 years and be responsible to coordinate with Capacity Building Coordinator to provide the needed support to relevant partners.

Job Responsibility# 3                                                                                        15%

Contribute to the development of CARE’s partnership management system and approach

  • With support from the Capacity Building Coordinator work on developing a feedback mechanism for each type of the capacity building interventions.
  • Assist the Partnership Manager in reviewing and refining CARE’s capacity building approach and toolkits.
  • Assist the Partnership Manager in conducting regular reviews of CARE’s partnership approach and partnership management system including contributions to the development and follow-up of the revision of the existing processes and tools.
  • Support Partnerships Manager in developing Partnership Strategy in annual basis.

Job Responsibility #4:                                                                                         15%

Information management, internal coordination, learning                                              

  • In consultation with IT staff, Upgrade the Partnership File Structure so it is organized, has safeguarding protocols and adheres to restricted access (access granted to sub-grants, Head of Programs and Program Quality Manager). Documents include partner identification, selection, capacity assessment, capacity development, Performance Improvement Plans, review meetings, (All documentation relating to the partnership but excluding documentation relating to specific projects).  
  • Be responsible on documenting and Archiving all Partnerships and Capacity Building files.
  • Ensure that back up is completed for all of Partnerships files in monthly basis.
  • Ensure a full partner contact database is maintained and up-to-date.
  • Identify and adapt useful partnership resources/materials forms.
  • Support Program Quality to capture lessons from past experiences with a view to refining CARE’s approach to working with partners and strengthening civil society.

Job Responsibility# 5                                                                                     15%

Internal and External Coordination

  • Coordinate with Direct implementation staff in Turkey and Syria to share information on partners that work inside Turkey and Syria.
  • Regular meeting with Capacity Building Coordinator to update all Partnerships and Capacity Building trackers and set plan for providing the needed support to Partners’ staff.
  • Represent CARE in PWG and all relevant networks.
  • Support Capacity Building Coordinator in coordinating with other INGOs to increase capacity for sharing Partners.
  • Conduct Partnership Orientation/Refresher for CARE’s and Partners newly staff.
  • Coordinate with CARE’s Partnership Manager and CARE’s team on the best way of enhancing the Partnerships principles with CARE’s Partners and other stakeholders.
  • Ensure that all Partners’ Organisations are familiar with Duty of care, CoC, CoI and PSHEA policies and procedures and be the main focal point for updating Partners’ profiles accordingly.
  • Support CARE to be align with CARE’s commitment to Grand Bargain, Charter for Change and any international standards.
  • Support P-ship Manager and Liaison team in finalizing Legal Status check list for all of our Partners in annual basis.

QUALIFICATIONS

Essential

  • Excellent communication, writing and documentation skills
  • Strong networking capability
  • Ability to organize and facilitate training sessions
  • Ability to develop capacity building frameworks and work plans
  • Solid experience and skills in negotiation and relationship brokering
  • Strong understanding and application of diversity principles
  • Fluent in Arabic
  • Very good English speaking and writing skills

Desired       

  • Turkish speaking skills

EDUCATION and/or EXPERIENCE

Essential

  • Bachelor Degree level in a relevant subject.
  • Minimum 3 years practical experience and/or contribution to organizational development and experience in partner management.

Desired

  • Minimum 3 years in initiating partnerships from mapping till close out.
  • Minimum 3 to 5 years’ experience in INGOs leading capacity development plans with a focus on CB monitoring/ evaluation.
