The main role of the Procurement Manager is to coordinate the procurement for the Turkiye Programs; oversee the procurement activities of the procurement team and to build the capacity. Provide support for Turkiye programs procurement needs, with focus on processing high valued projects. Supervise respective procurement team members at CARE Turkiye on high value procurement projects and processing of procurement in compliance with Donor rules and regulations. And, at the same time be responsible for ensuring that the procurement is conducted in a timely and efficient manner. All procurement activities conducted must adhere to operating policies and procedures and include accurate and up-to-date vendor information.


Reporting to the Deputy Director of Operations, Procurement Manager will be responsible for managing the Procurement under Turkiye program funds and support procurement inside Syria when needed. He/She will be following up on the procurement of goods and services for all operations as required. This position will also be responsible for the planning, developing, implementation and management of the key procurement strategies that includes the creation and evaluation of formal requests for proposals/quotations, negotiating contracts, contract management and seeking out new opportunities to support CARE’s strategic plan.

 

RESPONSIBILITIES


Job Responsibility #1: Develop and Implement Procurement Strategies (20%)
• Collaborate with management to define and align procurement strategies with the organization's
goals and objectives.
• Conduct regular market research to identify emerging trends, new suppliers, and cost-saving
opportunities.
• Assess the organization's procurement needs and develop strategies to optimize procurement
processes, and enhance efficiency.
• Implement sustainable procurement practices, considering social and environmental factors.
• Conduct periodic reviews of procurement policies, procedures, and systems, recommending and
implementing improvements.
• Implement effective internal control, proper design and functioning of a client-oriented procurement
management system for projects and related reporting requirements for all procurement functions of
the CO;
• Ensure timely preparation of procurement plans for projects and monitor their implementation by
controlling processes.
• Review weekly, monthly and quarterly procurement status report for all purchases and share Offline
Report with management on a regular basis.

Job Responsibility #2: Procurement Management: (20%)
• Work closely with project teams and program managers to understand their procurement needs and
develop comprehensive procurement plans.
• Create detailed procurement schedules, specifying timelines, milestones, and deliverables.
• Identify appropriate procurement methods (e.g., sealed quotation, simple quotation) based on the
nature and complexity of the goods or services being procured.
• Support to prepare clear and concise bidding documents, requests for proposals (RFPs), and requests
for quotations (RFQs, ITBs).
• Support the procurement team on evaluating bids, proposals, and quotations received, ensuring
compliance with technical and contractual requirements.
• Negotiate contract terms and conditions, including pricing, delivery timelines, payment terms, and
warranties.
• Manage the entire process in the planning of CO procurement activities, ensuring effectively
functioning processes to avoid costly delays.
• Ensure full compliance of procurement activities including receipt of requisitions, organization of RFQ,
RFP, receipt of quotations, bids and proposals, evaluation, and negotiation of certain conditions of
contracts in full compliance with CARE Procurement Policy & Procedures and Donor's regulations.
• Manage and monitor all transactional procurement including tendering processes, evaluation,
contracting, contract management, legal considerations, payment conditions, contractors,
performance evaluation and risk assessment for all procurement done within Turkiye.
• Review in detail the Online/Offline Purchase Requisition including the relevant charging codes;
• Review Summary of Bid Analysis (SBA) and Purchase Order ensuring that the products or services are
of high quality with reasonable prices including the preparation of a clear justification for vendor
selection.
• Promote a zero-tolerance for violations of procurement policies and procedures.
• Coordinate with various teams on the delivery schedule, payment approvals and vendor payments to
avoid any unnecessary delays.


Job Responsibility #3: Contract and Vendor Management: (15%)
• Develop and/or maintain a contract management system to track and monitor all procurement contracts, ensuring compliance with legal and organizational requirements.
• Review and analyze contract terms and conditions, identifying any potential risks, ambiguities, or inconsistencies.
• Monitor supplier performance against contract requirements, addressing any deviations or non-compliance promptly.
• Supervise regular supplier performance evaluations.
• Lead contract renewal and supplier evaluation processes, ensuring the organization maintains a competitive and reliable supplier base.
• Assume the lead role, or participate in a working group, to establish an Approved Vendors List of vendors inside Turkiye.
• Support the procurement team in the procurement planning process which assumes market analysis and vendor profiling.
• Support the team in providing information related to vendors and the results of the Bridger Checks etc.


Job Responsibility #4: Team leadership and Development: (15%)
• Provide leadership, guidance, and support to the procurement team, fostering a collaborative and high-performing work environment.
• Set clear performance expectations, establish goals, and monitor individual and team progress.
• Conduct regular performance evaluations, providing constructive feedback and identifying development opportunities.
• Identify training needs and coordinate training programs to enhance the team's procurement knowledge and skills.
• Encourage knowledge sharing and cross-functional collaboration within the procurement team and across other departments.


Job Responsibility #5: Stakeholder Engagement (15%):
• Collaborate with program managers, finance teams, and other stakeholders to understand their procurement needs and develop procurement plans accordingly.
• Act as a trusted advisor to internal stakeholders, providing guidance on procurement processes, regulations, and best practices.
• Conduct regular meetings and communication channels to keep stakeholders informed about procurement activities, progress, and challenges.
• Proactively engage stakeholders to identify potential risks, anticipate procurement needs, and address any issues or concerns.


Job Responsibility #6: Monitoring, Reporting & Archiving Procurement Documents & Audit Response (15%):
• Develop and implement a procurement monitoring system to track and evaluate procurement performance against established KPIs.
• Involve the Procurement Team to provide feedback on the samples of items when requested.
• Support the team to enhance internal control and procedures for better procurement management.
• Pro-actively inform CARE's management of any potential risk that are within the scope of procurement.
• Ensure that all procurement related documents are filed/kept in an orderly fashion and are easy to access for future reference and audit reviews.
• Prepare proper audit responses and clarification on issues raised by auditors and provide all necessary supporting documentation.

QUALIFICATIONS


Education/Training
Required
• A university degree in a relevant field such as international relations, business administration, engineering, logistics or a combination of experience and education working in this sector.

Desired
• Master’s degree in related field.

 

Experience

Required
• The position requires a minimum professional experience of 5 years in the management of Supply Chain Management (SCM), procurement and logistics procedures.
• Past work with NGO or private sector and international donor funded programs preferred.
• Fluent in Turkish and English oral and written. Arabic is an advantage

 

Technical Skills
Required:
• Good knowledge in the Supply Chain Management
• Good knowledge of procurment management, desirable knowledge in the norms of relevant donors and/or funding agencies;
• Good knowledge of management and execution of procurement procedures;
• Good knowledge of the status of development and the social context of the Country in general;
• Ability to organize & priorities workload independently, using initiative when appropriate.
• Integrity, transparency, and strong work ethic.
• Good negotiation and problem-solving skills.
• Good communication and team management skills.
• High analytical and reporting skills.
• Excellent command of excel and other database applications.
• Computer/Word processing and standard office software skills
• Ability to solve problems in the field with suppliers.
• Excellent command of spoken and written English/Turkish. Arabic is advantage as well.
