The Procurement Officer will ensure that mission and project-wide procurement is conducted promptly and efficiently. All procurements must adhere to operating policies and procedures, including accurate and up-to-date vendor and clearance agents’ information. He/ She supports Logistics and Procurement Advisor in processing all CARE Turkey purchasing in compliance with CARE and donor procurement policies.



Responsibility #1 CARE Syria North Hub Procurement %70

  • Purchase goods and services as per organization/donor policy and procedure.
  • Prepare weekly, monthly, and quarterly procurement status reports for purchases.
  • Negotiate with suppliers for the best terms of service, including price, delivery, payments, and after-sales service.
  • Support the reconciliation between the periodic reconciliation among property, procurement, and finance is conducted quarterly.
  • When a non-standard or unusual request is received, assess the requester's requirements, suggest best-value solutions and options, and seek guidance from other Procurement team members to ensure that the appropriate good or service is ordered.
  • Review the Online Receiving of Online/Offline Purchase Requisition for the CARE Syria North Hub team and review all information, including charging instructions.
  • Must ensure the CO & Donors procurement regulation before initiating any procurement and preparing RFQ very carefully before sending it to the approved vendors.
  • Must ensure the transparency of Procurement, especially the management of bidding and receiving of the Quotations process.
  • Prepare a Summary of Bid Analysis (SBA) and Prepare Online/Offline Purchase Orders, ensuring that the products or services are of high quality, regardless of the price.
  • Ensure that Good Receiving Notes “GRNs” and provide all supporting documents to Logistics Officer for registering in the Assets Master Register.
  • Prepare Consultancy Agreement/Contract coordinating with the requester and the Consultant as needed.
  • Ensure PR, PO, and SBA are signed/approved by the authorized person.
  • Maintain the Authority Signatory Limit (ASL).

Responsibility #2 CARE Syria North Hub Vendor Database Management %20

  • Conduct a market search and provide the needed information to create and update CARE’s vendor list.
  • Develop and maintain CARE Approved Vendor List. This includes the vendors’ file creation and maintenance.
  • Support new proposal development by providing market prices and other information to the program and finance.

Responsibility #3 CARE Syria North Hub Procurement Files and Archive documents %10

  • Maintain files for purchase requests and orders, a summary of bids analysis, quotations, contracts, tenders, and other related documents. Ensure all the procurement documents are filed appropriately, up to date, and are easy to access.







  • University degree in relevant fields.



  • The position requires a minimum professional experience of 2 to 3 years in the procurement and administrative or logistics procedures.


  • Good command of Microsoft Office (Outlook, Excel, Word, and PowerPoint).
  • Demonstrable high level of interpersonal skills and patience.

  • Good written and spoken English language skills.
  • Mathematical and logical thinking skills.


  • Turkish speaking skills.
  • Arabic speaking skills.
