Job Summary

CARE International in Turkey, together with local Syrian NGO implementing partners, is providing much needed humanitarian assistance to alleviate the impact of the crisis in Syria in a highly complex, fluid, remote-management environment.  Due to access and security issues, CARE is working exclusively through partners to deliver aid in northern Syria.

Protracted conflict in Syria has exposed people to recurring shocks and undermined coping capacities at personal, household, community, and societal levels, resulting in loss of livelihoods, breakdown of economy and market functions, increased vulnerability to inherent protection risks and changing gender roles. The Protection Manager will work on cross border protection program funded by multiple donors with the aim of assisting families affected by conflict and displacement to achieve a greater level of resilience, through an intervention that mitigates protection risks and negative coping mechanisms.

Under the Program Manager’s guidance and supervision, the Protection Manager will manage the implementation of protection components of projects, including managing staff directly implementing protection activities under these grants. In addition, it is expected that the Protection Project Manager will ensure that all activities point is implemented in a manner that ensures the highest accountability standards for internal (partners, client/beneficiaries and CARE country office and CI members) and external (donors, local stakeholders) clients. The role of the Protection Project Manager will also involve coordination, leadership, and coaching of the team in all technical aspects of implementation, with the support of the technical staff at the country office and from global teams. The Protection Project Manager will ensure that all work plans are prepared and implemented according to schedule and assist the Program Manager with the coordination of appropriate technical expertise required for the successful and accountable (donor and CARE) implementation of the program.

Job Responsibility #1

Project Management and Accountability

• Manage the successful completion of the program including coordinating staff and plans on a day to day basis to ensure the effective and accountable management of CARE protection-related projects.

• Oversee the implementation of protection activities (including community-based protection, case management, psychosocial support (PSS), awareness raising/outreach) with the support of the Program Manager 

• Adapt program activities to be compatible with emergency response in line with protection cluster emergency response package and participate in internal emergency response coordination to ensure protection activities are included to the overall emergency response

• Ensure CARE implements in a manner that meets contractual obligations including all donor and CARE policy, procedures, rules, and regulations.

• Conduct regular team meetings with the Protection team of CARE and partners’ staff to ensure projects are implemented per agreed work plans and to support them to do this.

• Facilitate program reporting and information flow to the Program Manager to complete CARE/donor reporting requirements within agreed timeframes.

• Improve already-existing networks and/or establish new networks amongst relevant service providers and stakeholders (NGOs, governmental bodies, hospitals, schools, etc.) operating in the protection prevention and response. 

• Ensure that accountability mechanisms are implemented according to agreed principles and procedures.

• Monitor project expenditures in coordination with the CARE Program Manager.

• Prepare documentation for granting process with implementing partners

• Ensure projects’ have accurate procurement plans; follow up on purchase requests with relevant departments

• Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational risks.

• Coordinate and collaborate with other technical specialists as needed.

• Collaborate with SRH manager and other project managers/coordinators to create joint activities and foster learning across the program

• Ensure MEAL requirements of projects are applied including independent monitoring for activities

Job Responsibility #2

Capacity Development of Implementing Partners 

• Prepare partners’ technical capacity building plans according to needs for HQ and field level

• With the close support of the program manager; prepare and conduct protection training for the partner NGOs staff and prepare a weekly schedule for regular coaching/mentoring on case discussions, thematic topics and implementation of minimum standards and various SOPs

• Provide coaching to implementing partners on a daily basis; ensure protection officers are providing coaching to field staff 

• Ensure that the external and internal referral mechanism system (SOPs) is known, applied and monitored;

• Participate in the Protection Cluster initiatives such as organizing FGDs, capacity building initiatives, rapid assessments in northern Syria by ensuring that protection risks are confidentially reported and followed up.

Job Responsibility #3

Representation, Coordination, and Reporting in relation to Protection activities    

• Support partners NGOs in maintaining a safe and confidential record keeping system and making a sure referral of cases are confidential, safe and in a timely manner;

• Attend, regularly and actively the cross border protection cluster and GBV sub-cluster monthly meetings and report to the program manager.

• Ensures that partner NGOs are regularly attending the important coordination forums and provide updates on their activities in Syria. (meetings, 4Ws matrix, and advocacy) 

• Support/help to prepare partner NGOs monthly plans, reports and specific reports on the protection program

• Review and improve the quality of the Partner Organization’s existing data collection tools/databases/reporting templates for protection specific activities.

• Providing support in reviewing monitoring and evaluation reports 

• Support to and engagement in establishment/implementation of accountability mechanisms to ensure feedback on protection concerns are duly captured into program adaptations and improvement

Any other relevant tasks as requested by the Program Manager

Qualifications 

Education/Training

Required

• Bachelor’s Degree in Social Science, Development Studies or relevant technical field 

Experience

Required

• At least four years of work experience in project management, social work and protection fields of which at least two should be in a not-for-profit, humanitarian organization.

• Experience in managing and implementing humanitarian or emergency programs/projects. 

• Demonstrable experience of working on protection programs, especially on community-based protection, case management, and PSS.

• Experience in managing/supervising staff.

• Demonstrable experience of providing training and capacity building on protection issues.

• Ability to work in a diverse, multi-cultural environment.

Desired 

• Experience of managing teams based in other locations than your own.

• Experience of participating in humanitarian coordination mechanisms.

• Knowledge of the Syria crisis context.

Technical Skills

Required
