CARE International’s Safeguarding Policy: Protection from Sexual Harassment, Exploitation and Child Abuse articulates CARE’s commitment to preventing and responding to incidents of sexual harassment, exploitation, abuse, and child abuse. Incidents of abuse are a violation of human rights and can lead to serious, sometimes life-long, adverse consequences for survivors. Sexual Harassment, Exploitation and Abuse, and child abuse also undermine the integrity and reputation of CARE and other humanitarian and development actors.

Safer programming aims to ensure community members are safeguarded from any intentional or unintentional safeguarding risks that arise from how programs are designed and delivered. This includes harm and abuse that takes place between community members, or within families, because of program activities.

Safer Programming is a fundamental requirement of CAREs Safeguarding Policy and explicitly referenced in the ‘Embedding Safeguarding in our Work’ and ‘Promoting and Requiring Safeguarding of Partners’ commitments:

1) CARE will undertake safeguarding risk assessments to identify areas of safeguarding, sexual harassment, exploitation and abuse, and child abuse risks, and document steps that are being taken to remove or reduce these risks.

2) CARE will incorporate safeguarding measures into organizational policies and practices as well as programs and throughout the project cycle.

3) CARE will ensure that multiple mechanisms for reporting abuse are in place.

4) CARE will promote and require safeguarding with staff and partners.

5) CARE will collaborate on safeguarding within the sector to advance our practices and contribute to wider efforts to prevent and respond to sexual harassment, exploitation and abuse, and child abuse.

SAFEGUARDING MANAGER ROLE

To ensure these tasks are undertaken, a Safeguarding Manager will be recruited based in the CARE Turkey Gaziantep Office. This position holder will be responsible for leading the integration of safeguarding standards into the organizational culture, workplace and the programs. The Safeguarding Manager is expected to pro-actively manage safeguarding risks related to CARE Turkey programs, which also includes Northwest Syria. Tasks include completing the safeguarding action plan and annual safeguarding data collection, supporting safe recruitment and induction, raising awareness with staff, reporting and analyzing safeguarding incidents and trends, and promoting and reinforcing CARE values and an equitable, diverse and safe culture, where sexual misconduct is not tolerated. The Safeguarding Manager performs a particular role within the Country Office strategically leading, coordinating, tracking and supporting the overall work on safeguarding in line with our safeguarding policy commitments and international frameworks.

On the programmatic side, tasks include training and supporting staff to identify and mitigate safeguarding risks associated with the design and implementation in those programs. The Safeguarding Managerwill also be responsible to ensure safeguarding has been integrated into partnerships within those programs. The Safeguarding Manager is expected to carry out Safeguarding Risk Assessments where required and to keep Safeguarding Risks Register. Additionally, the Safeguarding Manager is expected to provide guidance to CARE Turkey implementing partners in all areas related to Safeguarding. 

The incumbent will work in collaboration with the Country Office PSHEA Focal Points and wider teams working on safeguarding, including HR, gender and MEAL. The focal points mainly act as entry points to receive SHEA and CA concerns and complaints by CARE Turkey staff. The SM will proceed with leading the case handling process including the investigations as required for those most complex or involving any senior staff members. The focal point and Safeguarding Manager should meet regularly to coordinate their work and track progress until tasks are concluded. The Safeguarding Manager will work closely with the Regional Safeguarding Adviser, the Senior Safeguarding Adviser for Programs, as well as other members of the global safeguarding team. The safeguarding team will provide advice and support, as well as offer thematic training, tools, and resources for the Safeguarding Manager to carry out the tasks up to the standards. The Safuarging Manager will report to PQ Director with a dotted line to Director of Internal Audit and Compliance. The Safeguarding Manager has no direct reports.

JOB RESPONSIBILITIES

1. Leads Safer Programming (34 %)

  • Ensures the integration of safer program
  • Standards into the country programs. There are 6 impact areas the Safeguarding Manager will work towards:
  • Resourcing - Proposals include actions and budget to prevent and respond to sexual exploitation and abuse, and child abuse.
  • Risk Management - Safeguarding risk assessments completed and include information on the national and local safeguarding risks, legal context, and patterns of harm and abuse. Risk assessments also identify safeguarding risks associated with program implementation. Program participants are consulted on safeguarding risks and program design: Workplans integrate all key mitigating safeguarding actions required, roles, responsibilities, and timelines. Closure of programs has been risk assessed and mitigating actions put in place. The Safeguarding Manager ensures that Safeguarding risks are included in the Country Office Risk Register and receive the required organizational attention.
  • Partnerships - Partners capacity for safeguarding implementation has been assessed and a capacity strengthening plan is in place for those partners identified as having limited safeguarding capacity. Regular follow up and support on the implementation of the capacity building plan.
  • Awareness Raising - Safeguarding awareness raising materials and activities in place. Safeguarding resources have been designed in collaboration with affected populations and the messages are understood and culturally appropriate
  •  Feedback and Accountability Mechanisms- Feedback and Accountability mechanisms are in place and have been established in consultation with participants. FAMS are safe, accessible, and appropriate for different groups of program participants.
  • Survivor Support - Survivor response services are mapped in each program location, so that survivors of abuse have access to functioning referral pathways for a comprehensive range of services (medical, psychosocial, legal etc.)

2.  Ensures policy, accountability standards and protocols are followed, provides related technical support and representation (33 %)

  • Develops and implements the CO annual action plan on the safeguarding and PSHEA. This document will guide the safeguarding work of the CO and hold position holder accountable against the annual deliverables.
  • Leads the process of review and updates of the case handling and investigations protocol based on need, including due diligence for managing stakeholder consultations, approvals processes, and communications and socialization planning with associated materials.
  • Ensures CARE Turkey’s policies and practices are fully aligned with international safeguarding standards and frameworks.
  • Leads the process of monitoring performance of Safeguarding Policy implementation and commitments, including working in close support and collaboration with CO PSHEA focal points and other relevant teams to report on efforts and develop plans for improvement.
  • Collaborates with key internal stakeholders leading on quality, accountability and learning initiatives and commitments in areas related to safeguarding/PSHEA-CA, i.e. Core Humanitarian Standards, Call to Action.
  • Provides technical advice, support and guidance to the CO PSHEA focal points and other key stakeholders on safeguarding topics and prevention and response activities, including safer recruitment and HR lifecycle practices (including the Misconduct Disclosure Scheme), CARE’s whistleblower hotline (CARE Line), sensitive complaints mechanisms, community engagement.
  • Maintains CARE’s internal knowledge management library (Safeguarding Hub) and communications platform (Safeguarding Space) for Safeguarding in a manner that is safe, accessible and engaging.
  • Plans and facilitates internal learning and knowledge exchange webinars and events on key safeguarding topics.
  • Builds and collaborates in working relationships and networks with safeguarding peers across the sector, including INGOs. Represent CARE on External PSHEA forums and networks
  •  Represents CARE globally in relevant forums and alliances on sector-wide Safeguarding: PSHEACA initiatives and provides information and guidance to key internal stakeholders, particularly gender, advocacy, HR and humanitarian teams in their engagement in external initiatives.

3. Coordinates, investigate as necessary, tracks, analyses trends and provides recommendations on any safeguarding misconduct incidents (33%)

  • Ultimate receiver of safeguarding issues and complaints and investigates as necessary.
  • Monitors, coordinates and distributes safeguarding issues and complaints received and distributes coordination work to PHSEA Focal Points
  • Monitors progress of ongoing investigations, issues identified as a result of investigations as well as implementation status of suggested recommendations to stakeholders
  • Communicates issues identified and suggested recommendations as a result of the investigation to the appropriate stakeholders for actions.
  • Is a custodian of the SEA case tracker
  • Prepares reports on safeguarding misconduct incidents and Safeguarding Policy implementation monitoring for CO leadership and key stakeholder groups, to enable high-level management decisions, and enable internal and external transparency and accountability, as well as learning for improvement.
  • Develops and delivers presentations on key safeguarding complaints statistics and topics for leadership in support of management oversight.

QUALIFICATIONS

Education

  • Bachelor or Master’s Degree in Gender Studies, Social Work, International Relations, Conflict transformation, Development studies, or related discipline.

Required

  • Four to six years of experience in humanitarian field
  • Experience in program implementation.
  • Experience in safeguarding or protection.
  • Proven experience of successful capacity-building of humanitarian field staff and partners
  • Able to be located in the field.
  • Proven integrity.
  • Strong communication skills, with excellent written and spoken English.
  • Analytical and Strategic
  • Strong relationship building skills
  • Demonstrated experience working directly with local communities
  • Willingness to conduct field trips (up to 10% of time)
  • Ability to work in multi-cultural team.

Desired

  • Six plus years of experience in not-for-profit organization with experience in complex emergency environments
  • Extensive experience in mainstreaming gender, use of gender analysis tools and other approaches.
  • Knowledge of Arabic and/or Turkish is an asset.
