JOB ADVERTISEMENT – CVA Coordinator x2 – Gaziantep and Hatay

CHILD SAFEGUARDING:

Level 3 – The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 

The post holder, under the supervision of the CVA Programme Manager, will be responsible for the successful implementation of the of Cash and Voucher Assistance Project delivered by SCI or partners for the Earthquake Response. The CVA Coordinator will plan and support the cash transfers for targeted beneficiaries/households. Manage CVA Officers and provide them with needed support. Support will include providing technical support in the field, monitoring, and managing teams. In addition, the position holder will also manage the performance and develop capacity of relevant project staff. The post holder is expected to dedicate a significant amount of her/his time with the team in the areas of intervention, to support and monitor the daily implementation of the project.

 

SCOPE OF ROLE: 

Reports to: CVA Programme Manager

Staff reporting to this post: CVA teams Officers in SCI offices

External Representation: Regular contact with Government Ministries / Department and other NGOs / organizations working in related sectors. Implementing Partners

Travel: Frequent project locations

 

KEY AREAS OF ACCOUNTABILITY: 

Program Planning and Implementation

  • Lead developing weekly and monthly activities plans in line with the annual DIP in her/his location(s) and in coordination with other members of the CVA team and other departments.
  • Lead the implementation of project activities according to relevant plans in her/his location(s).
  • Track progress against weekly, monthly, and annual plans. Provide accurate and timely updates and reports as needed.  Identify challenges and propose solutions to ensure timely and effective implementation of activities.
  • Support coordination with MEL staff to plan, implement, analyse, and review the results of PDMs and other relevant monitoring data on a monthly basis.
  • Support beneficiary accountability and participatory approaches throughout the program cycle.
  • Participate with the CVA PM, in the design of initiatives to monitor or strengthen program quality, including assessments, registration, and beneficiary tracking.
  • Support in the cash flow projections
  • Update and monitoring CVA distribution trackers
  • Coordinate with the financial service provider team and provide them with needed support to conduct cash distributions.
  • Facilitate regular team meetings to review data and carry out analysis, sharing the results with the CVA team
  • Contribute to the developed and review of all Guidelines, SOPs and other key programme documents in coordination with CVA Programme Manager and CVA TA.
  • Conduct meetings and maintain relationship with implementing partners in her/his location(s)
  • Whenever need, represent SCI at Cash Working groups or other coordination for a. 

Documentation and Reporting

  • Support the program team in ensuring a secure and organized filing system and archive for beneficiary registration, distribution records, and other required documentation. Where necessary, cross check paper-based information with electronic ledgers and reports to ensure accurate reporting.
  • Conduct basic analysis of the distribution database to support reporting to the donor or cluster. Supporting programming staff in submitting reports to the UN or cluster system including 4Ws.
  • Maintain files and archives of CVA program support documentation
  • Support basic analysis of program support documentation.

Administrative Support

  • Submit and follow up on requests for support from operations teams, including procurement& supply chain logistics.
  • Support translation of documents between English and Turkish/Arabic

Child Safeguarding Responsibility:

  • Ensure that staff providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

Essential

  • Minimum a B.A. Degree in related field
  • A minimum of two years’ experience implementing projects, preferably via partners, with a minimum of one years’ experience in a leadership role in the implementation of programmes.
  • Prior experience implementing cash transfer programming (cash or voucher).
  • Good knowledge of Accountability Principles and MEAL
  • Prior experience in writing reports and managing budget
  • Professional proficiency in written and spoken English (essential)
  • Language skills in Turkish / Arabic (essential)
  • Very good people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
  • Knowledge and willingness to work in humanitarian setting, experience of working in a cross-cultural environment.
  • Excellent knowledge of project management cycle.
  • Ability to work well in a team, train other staff, and demonstrate experience efficiently managing a team.
  • Excellent interpersonal, communication, and presentation skills.
  • Experienced in attending and participating in sector/CWG meetings.
  • Experienced at conducting project monitoring and evaluation.
  • Demonstrated skills, experience, and knowledge of community development; working with children and on children’s issues.
  • Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.
  • Ability to make decisions when needed and prepared to account for them.
  • Capacity to anticipate change and adapt the plans and priorities accordingly
  • Capacity to work in multicultural environments

Position holders will be based in Gaziantep or Hatay, therefore legal right to work in Türkiye is necessary at the time of application. Applications will be evaluated on a rolling basis.
