JOB ADVERTISEMENT – CVA Programme Manager – Gaziantep or Hatay

CHILD SAFEGUARDING:

Level 3 – The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 

The CVA PM will oversee multi-million, multi-donor funded awards implemented in various locations of the earthquake affected areas, including, but not limited to Gaziantep, Hatay and other earthquake affected provinces.

The PM will be responsible for managing and expanding SCI portfolio and area of operations, leading CVA Feasibility & Risk Analysis (FRA), providing strategic recommendations to sectors leads and the Head of Programme (HoP)/PDQ.

Together with the HoP/PDQ, the PM will be responsible for the planning and quality of CVA activities. She / He will be managing a team of coordinators and officers, and whenever needed will support the recruitment and induction of new team members.

Together with Save the Children technical advisors at the national and regional levels, She / He will be responsible to develop the capacities of SC CVA team, sectoral teams and SC partners in Türkiye.

 

SCOPE OF ROLE: 
Reports to: Head of Area Program Operations

Staff directly reporting to this post: 2 CVA coordinators

 

KEY AREAS OF ACCOUNTABILITY: 

Programme Quality & Support

  • Ensure SCI MPCA policies and guidelines are well understood and followed both by SC staff and partners
  • Oversee project implementation to ensure timely and quality delivery of project activities related to CVA; overseen the preparation and tracking of cash transfers, making sure projects are following SCI operational procedures; monitoring project indicators against log frames, adapting interventions as required.
  • With support from sectoral leads, CVA TA, HoP/PDQ and/or other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
  • Lead or support CVA Feasibility & Risk Analysis (FRA), Basic Need and other technical assessments in coordination with the CVA TA, sectoral leads, HoP/PDQ, partners, consortium members and/or other external agencies. Ensure that assessment findings are documented, they include a specific analysis of children needs and they are used to inform SC response. 
  • With support from sectoral leads, HoP/PDQ and/or other senior programme staff, support fundraising, contributing to the development of high-quality concept notes and proposals having a cash component (MPCA, cash plus etc.); prepare timely programme and donor reports on CVA activities in compliance with internal SC requirements and any relevant external donor requirements.
  • With support from the Monitoring & Evaluation team ensure M&E plan are in place and effective, ensuring this links to reporting requirements.
  • With support from the CVA TA and Accountability lead, ensure accountability of CVA activities in TÜRKİYE, ensuring that feedbacks from children and their families are considered in project design and implementation. Support active learning from project implementation, ensuring a focus on continuous improvement of implementation based on feedback from accountability processes, monitoring and evaluation data.

Human Resource

  • With support from the CVA TA and/or other senior programme staff, with the HR team, identify technical staffing needs and support recruitment, induction, and training of new staff.
  • Manage a team of coordinators and assistants, setting their team and individual goals and overseen their performances.
  • Identify learning and training opportunities for project staff, conduct trainings and work as a mentor and role model for less experienced staff.
  • Supporting knowledge transition from the PM to Save the Children staff in XXX Office, as well as supporting capacity building, learning and coaching/mentoring for local partners and their staff will be a critical area of work for this role.

Representation & Advocacy & Organizational Learning:

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums in Türkiye, advocating for the specific needs of children.
  • Represent SCI at the cash-based interventions working groups in Gaziantep, Hatay and other earthquake affected areas, ensuring SC CVA operation and planning are properly reported.
  • Establish effective partnerships with humanitarian agencies and consortium members present in SC operational areas in Gaziantep, Hatay and other provinces.
  • With support from the CVA TA and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
  • Contribute to communications and media work as required.

General

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

Essential

  • Substantial experience of working in Cash and Voucher Assistance, leading teams that are implementing cash and voucher programming including multi-purpose cash assistance, voucher programs and cash for specific sectoral outcomes.
  • Demonstrated ability to design, plan, deliver and evaluate cash and voucher assistance programs, including proposal development, all aspects of program reporting, cluster engagement and reporting, as well as donor engagement.
  • Education to BSc/BA level in a relevant subject or equivalent field experience
  • Previous experience of managing a team
  • Previous experience of CVA project management, including multi-million dollars awards
  • Previous experience in working with partner organizations in Humanitarian context (preferably on CVA)
  • Experience of and commitment to working through systems of community participation and accountability
  • Knowledge of monitoring and evaluation standards and procedures applied to CVA programming.
  • Experience in leading training and set capacity building plans for staff
  • Understanding of the humanitarian cluster system, experience in representing international organizations in external forums.
  • Knowledge of institutional donors and high experience of developing proposals related to CVA
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Strong influencing skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • High level of written and spoken English and Turkish.  
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC; in particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable

  • Experience in leading CVA Feasibility and Risk Assessment
  • Knowledge of Market Based Programming and market analysis tools
  • Previous experience in working on Cash Plus programming, and referral systems such as nutrition and/or protection and in cash for shelter (i.e. renting, houses’ repairs etc.)
  • Knowledge of Basic Need Assessment Tools
  • Knowledge of HEA and CoD
  • Familiarity with nutrition surveys
  • Experience or knowledge of working and living challenging contexts
  • Specific experience of managing BHA, FCDO, DEC, ECHO and other major projects
  • Knowledge of consortia working
  • Language skills in Arabic is desirable.

Position holder will be based in Gaziantep or Hatay, therefore legal right to work in Türkiye is necessary at the time of application. Applications will be evaluated on a rolling basis.
