Shafak was officially established in 10-10-2013 (registration no. 27-016-129). It was founded during the early months of the Syrian Crisis in 2011. At its core, Shafak is a grassroots NGO that was formed by Syrians for Syrians, with the intent of addressing the needs of their life with dignity, equality and humanity with a focus on sustainability and autonomy.

Shafak is an impartial, independent, non-profit NGO that exists for the express purpose of providing humanitarian services to vulnerable people regardless of political or religious affiliations and on the long run to contribute to recover and rebuilding the society on freedom, justice and equality basis.

Role Purpose

The Cash-Based Interventions Officer will assist in planning, implementing, coordinating, monitoring and evaluating cash-based interventions (CBIs), ensuring that cash, vouchers and e-vouchers are complementary to other types of assistance and are planned, implemented and monitored in line with best practice and organizational guidance following the standards of operations in place.

Key areas of accountability and responsibilities:

  • Provide technical support and guidance on all aspects related to CBIs, incl. assessments, planning and budgeting, technical choices, legal and regulatory aspects, implementation modalities and coordination.
  •  Ensure effective community mobilization for project implementation
  • Assist in planning, implementing, coordinating, monitoring and evaluating cash-based interventions (CBIs).
  • Ensure project activities are on track and adhere to project proposal, budget, and donor and Shafak regulations and policies.
  • Support procurement and financial processes related to the projects, and ensure they are in line with the policies and procedures.
  • Monitor expenditure on a monthly basis against the approved budget. Review expenditure projections to ensure that expenditure stays within budget. Significant actual or anticipated expenditure variances against the budget should be included in the monthly report to line management together with any recommendations for changes to the budget.
  • Prepare donor updates and reports as needed.
  • Performing any other tasks upon request.

Required Qualifications, Experience and Attributes

  • University degree in social or administrative sciences or any other related field.
  • Over two years of relevant work experience in humanitarian organizations, specifically cash based response and Emergency programming.
  • Budget management skills.
  • Demonstrated experience in Project Management and cash-based programming with different donors.
  • Familiar with project management, having PMD pro is an advantage.
  • Excellent time management, follow-up, problems solving and coordination skills.
  • Proficiency in MS Office programs (Word, Excel, outlook, etc.).
  • Good organizational skills, including the ability to work under pressure to meet tight deadlines with full attention to details.
  • Excellent spoken & written Arabic and English.
  • Turkish Citizenship.
