Background

Global Communities is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.

In 2014 the CCCM Cluster led by UNHCR has been activated to support the cross-border operation in the IDPs sites located in North-West Syria. The cluster coordinates the response for 325 sites, including 289 informal sites, 10 collective centres, 22 planned camps and 4 reception centres. These sites host 428,138 IDPs. Global Communities is providing humanitarian support to vulnerable households in Syria including displaced persons in IDPs sites. Moreover, Global Communities support coordination support to Syria cross border CCCM cluster since June 2018, with a full-dedicated Co-Coordinator who works closely with UNHCR cluster team. Global Communities seek a CCCM Cluster IM Coordinator to work with the team to improve information management of the cluster and to be the focal point for data collection initiative, create hub specific dashboards and any other cluster initiatives.

Responsibilities

This position is responsible for maintaining, strengthening, and managing the CCCM Cluster Information Management function of the cluster. The IM Coordinator will work in coordination with the CCCM cluster IM team based in Gaziantep and in the framework of the strategy of the Whole of Syria CCCM information management. Improved information management is necessary to feed into elaboration of programming strategies, humanitarian funding processes, engaging in advocacy and preparing situation reports.  Information management.

The CCCM Information Management Coordinator is responsible for the following:

Data Collection and Management

  • Ensure data for the cluster tool has been collected, cleaned and analyzed on regular basis;
  • Prepare regular analytical reports on emerging issues;
  • Ensure application of appropriate information technology for maintenance of cluster partner lists and archiving information;
  • Promote the use of inter operable technologies and best practices among cluster partners;
  • Engage in robust analyses of secondary data to ensure readily available information on known trends and patterns on CCCM for inclusion at relevant points along the Humanitarian Programme Cycle.
  • Participate in developing IM strategy for the cluster at hub level in line with WoS IM strategy for the cluster and mainstream IM functions for the cluster including providing training to IM staff.
  • Provide sector-specific maps and graphics/info graphics on a regular basis that aid forward planning, reducing overlaps as well as impact analysis;
  • Provide information management and data analysis of the CCCM Syria Humanitarian Response Plan;
  • Ensure timely consolidation and analysis of assessments conducted by Custer members as well as set up tools for Cluster led assessments as required;
  • Provide IM technical support where possible for other Clusters;
  • Collaborate with OCHA to ensure that the Cluster information is reflected, appropriately and consistently.

 

Knowledge Sharing and Communications

  • Ensure appropriate knowledge sharing with donors, media and with all strategic partners is effectively promoted. Preparing hub specific dashboards and one pagers
  • Work closely with Whole of Syria CCCM team to ensure information flowing systems are strong and data management is harmonized
  • Ensure gender and sex aggregated data and inputs relevant to the CCCM Cluster are provided.
  • Ensure effective communication and networking through partnership and collaboration; as well as help strengthen coordination amongst CCCM partners.
     

Education and Training

  • Minimum Bachelor's degree, preferably in social sciences (e.g. humanitarian affairs, political science, development studies, demography or a related field)
  • 4 years of professional experience in IM or M&E for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc.
  • Previous experience in data analysis to support assessments, service mapping.
  • Familiarity with Excel, desktop publishing software, and basic website management.
  • Knowledge of the Cluster Approach and the Transformative Agenda systems and procedures
  • Good knowledge of humanitarian principles and standards, as well as organizational policies.
  • Knowledge of the humanitarian architecture.
  • Highly adaptable and able to cope with pressure, integrity, transparency, and strong work ethics.
  • Advanced Excel, Access, MySQL, web content management, GIS application, data visualization tools and other similar applications;
  • Experience with handling confidential data;

Other Qualifications

  • Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
  • Strong interest and motivation for inter-agency coordination.
  • Flexibility, diplomacy, leadership, cultural sensitivity and the ability to work well both alone and in teams.
     

Language Skills

  • Good command of spoken and written English and Arabic.
  • Turkish speaking/writing skills also desirable.
