CHILD SAFEGUARDING:

ROLE PURPOSE:

The main purpose of the Child Protection (CP) Coordinator for this predominantly livelihood-focused three year project is to ensure high quality delivery of the child protection and child-focused psychosocial support interventions in Istanbul, with special focus on child labour. The project integrates livelihoods, child protection and psychosocial support, and the activities will be implemented in partnership with an NGO, in the premises of a municipality. The CP Coordinator will play the leading role of SC to collaborate with the partner to ensure that youth from the most vulnerable households, where children are engaged or at high risk of becoming involved in harmful work, have access to the livelihood component. This will be coupled with child protection-oriented support to the children at-risk or in harmful work and to their caregivers, to find ways of e.g. transitioning the children into education. The CP Coordinator will also play a leading role of SC to technically support the partner to implement structured psychosocial support activities in line with agreed quality benchmarks. The CP Coordinator will work in close collaboration with the CP Technical Advisor and MHPSS Specialist as well as other CP colleagues of SC, to ensure adequate provision of trainings and technical supervision, and to ensure systems to monitor and evaluate the quality of the service. The CP Coordinator will also play an important role in promoting the community-based focus of the project, to ensure the boys and girls most at risk are identified, that safe and ethical referrals are made and that communities are engaged in safeguarding children’s protection through awareness raising and information dissemination. A key responsibility of the CP Coordinator is to support the Project Manager with the timely submission of all deliverables, including annual work plans, performance monitoring plans, reports as required. Furthermore, the CP Coordinator plays an important role in supporting the representation of Save the Children (SC) in technical fora, such as the Child Protection Sub-Working Group, as required.

SCOPE OF ROLE:

Reports to: Livelihoods Project Manager

Location: Istanbul, with regular travel to other locations in Turkey

KEY AREAS OF ACCOUNTABILITY:

  • Technical support and engagement to set-up and implement high-quality child-protection oriented support to children at-risk or already in harmful work, in line with agreed SOPs, tools and quality benchmarks. This also includes ensuring close collaboration and engagement with the livelihood team, community structures and external services to ensure basic needs, child protection and protection (especially from municipality and Social Service Centre).
  • Technical support, supervision and coaching to partner staff in the set-up and implementation of child protection and psychosocial support activities. These include structured Youth Resilience, child-focused PFA as well as peer-peer PFA with children/youth, and should be well integrated into the livelihood activities, to ensure quality service delivery in line with quality benchmarks and standards. Hence close collaboration with the livelihood colleagues will be required.
  • Engagement in the development of a community engagement strategy including community-based models for engaging in prevention and response to child labour. Technical support and supervision to partner to ensure that community engagement activities identify boys and girls most at risk for protection issues, that safe and ethical referrals are made in a timely manner, that community networks are engaged and that child protection risks and gaps in the community are made visible.
  • Assist the procedures regarding commissioned studies such as gender-sensitive study on Child Labor and dissemination of the results to key stakeholders.
  • Support the partner organization with the technical aspects and implementation of child-led initiative facilitation and representation.
  • In collaboration with the Livelihoods Project Manager, the Program Development and Quality Department of SC and the partner organization, support the arrangements of Child Labor symposiums and maintain relations with academia on this topic to analyse trends and good practices.
  • Ensure service map and referral pathways are up-to-date and functioning in the areas of operation.
  • Convey technical excellence and work with partner to “internalise” quality standards and best practices in the field of Child Protection and Psychosocial support in their programs, whilst ensure gathering of learnings and good practise from the partner to SC as well. Throughout the project, the notion of an equal partnership should be a guiding principle. 
  • Close collaboration with partner and Livelihoods Project Manager to ensure that work plans, performance monitoring plans and reports are timely produced and submitted, in compliance with internal SC and donor requirements.
  • Support the development of a capacity building plan for staff and partners and provide on-going mentoring, supervision and support in the areas of CP and PSS. Deliver trainings and other capacity building in the field of child protection (e.g. in child focused PFA, CP and PSS) with the technical supervision/support of the CP Technical Advisor and MHPSS Specialist.
  • In collaboration with MEAL staff, lead the monitoring and evaluation of child protection and psychosocial support services, including by using SC’s Youth Resilience MEAL package, and work with the partner to embed this into current systems. This also forms part of ensuring that systems of effective accountability are in place so that children and families have regular forums for feedback.
  • In collaboration with the CP Technical Advisor and MHPSS Specialist, draft technical materials to support quality implementation, including training package and guiding materials on CP and PSS.
  • Support the establishment and maintenance of relationships with local authorities, working group members, and community leaders, ensuring effective coordination and consultation.
  • Contribute to the development of high quality concept notes and proposals, in collaboration with other SC staff.
  • Co-lead (and be ready to lead) the representation of Save the Children in technical fora, such as the Child Protection Sub-Working Group.
  • Ensure that quality standards, research and global good practise is embedded in all child protection and psychosocial support activities throughout the project. Play an active role in gathering of learnings during the project, to feed into better implementation and any new project design.

QUALIFICATIONS AND EXPERIENCE

Essential

  • At least 3 years of experience in the field of child protection (preferably social services) and psychosocial support, preferably hands-on social work support to prevent and respond to child labour.
  • Experience in project management (e.g. monitoring, reporting).
  • Education in BSc/BA/BEng level preferably in Social Work, but other fields such as Human Rights Law, International Relations, Political Sciences, Social Sciences, Development Studies or similar can also be relevant, or equivalent field experience.
  • Excellent knowledge about the Turkish legal framework and social welfare system, especially in relation to child labor.
  • Previous experience in complex case management cases and interdisciplinary interventions, with excellent negotiation skills.
  • Proven excellency in delivering capacity building efforts in the field of child protection, including leading trainings, and willingness to dedicate time to staff and partner development.
  • Experience of successfully taking on a role of technical supervision and coaching, with particular focus on CP and PSS.  Preferably experience in delivering trainings.
  • Knowledge of established inter-agency standards and guidelines in child protection, especially the Inter-Agency Guidelines for Case Management and Child Protection, the Minimum Standards for Child Protection in Humanitarian Settings and the IASC MHPSS Guidelines.
  • Ability to identify the main risks and gaps in child protection in the given context to inform a holistic response for children.
  • Experience in monitoring and evaluating child protection interventions, with particular focus on community engagement and management of high risk cases.
  • Experience of and commitment to working through systems of community participation and accountability.
  • Ability to write clear and well-argued assessment and project reports.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Able to work independently as well as in team to ensure timely results of high quality.
  • Capacity and willingness to be flexible in difficult working circumstances.
  • Commitment to and understanding of child rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.
  • Excellent oral and written communication skills. Fluency in English and Turkish required.
