CHILD PROTECTION & MHPSS COORDINATOR

ROLE PURPOSE:

Under the direct supervision of the Child Protection Specialist and with the technical support of MHPSS and CP Technical Advisors, the Child Protection and MHPSS Coordinator will ensure high quality delivery of the child protection and MHPSS interventions in North-west Syria (NWS). The Child Protection and MHPSS Coordinator will lead on the effective and timely delivery of Save the Children’s child protection and integrated community-based MHPSS activities delivered with partners in NWS, She/he will also be the technical focal point for all NWS partners conducting MHPSS activities with girls and boys and their female and male caregivers. The Child Protection and MHPSS Coordinator will contribute to training and capacity building, adaptation of technical materials and guidance, as well as provision of supervision and coaching to implementing partners. She/he will utilize interagency and internal Save the Children quality benchmarks and standards for CP and MHPSS to prevent and respond to violence, abuse, neglect and exploitation of children.

The Child Protection and MHPSS Coordinator is expected to work in close collaboration with the Child Protection Specialist,  MEAL team as well as other sector Specialists to monitor and evaluate the quality of service provision, to reflect and respond to feedback, and to inform future program design that ensures a holistic response to children’s protection, wellbeing and development. S/he will also work closely with the MHPSS Technical Advisor in supporting partners to deliver MHPSS activities.

A key responsibility of the Child Protection and MHPSS Coordinator is to support the timely submission of all deliverables, including annual work plans, performance monitoring plans, reports as required under the leadership of the Child Protection Specialist. Furthermore, the Child Protection and MHPSS Coordinator plays an important role in supporting the representation of Save the Children in technical fora, such as the MHPSS Technical Working Group, Child Protection Sub-Cluster or Case Management Task Force.

KEY AREAS OF ACCOUNTABILITY :

Child protection and MHPSS Technical focus:

  • In collaboration with the Child Protection Specialist and Technical Advisors, adapt and contextualize technical materials to support quality implementation, including a home-based PSS training package and guiding materials on remote psychosocial support.
  • Contribute to development of community outreach strategies that ensure activities and interventions identify and reach boys and girls most at risk for protection issues, that safe and ethical referrals are made in a timely manner, that community networks are engaged and that child protection risks and gaps in the community are made visible.
  • Ensure service map and referral pathways are up-to-date and functioning in the areas of operation.
  • Ensure standard operating procedures (SOPs) and other programme quality procedures are being followed and implemented.

 

Capacity Building and Partner Support:

  • Convey technical excellence and work with partner to “internalise” quality standards and best practices in the field of Protection/Child Protection and MHPSS in their programs.
  • Support the development of a capacity building plan for partners and provide on-going mentoring and support in the areas of child protection and MHPSS. Deliver trainings and engage in other capacity building initiatives (e.g. in PFA, CPiE, PSS and the Inter-Agency Guidelines for Case Management and Child Protection) with the technical supervision of the Child Protection Specialist and Technical Advisors
  • With technical guidance from CP Specialist, provide support and supervision to partner staff in the set-up and implementation of children protection and community-level MHPSS services that may include: creative, recreational and psychosocial support activities for children and caregivers, individual support to vulnerable children, specialized and cross-sectoral training and capacity building on child protection and MHPSS, and community-level mobilization and awareness raising in line with quality benchmarks and standards.

 

Project Management and Coordination

  • Program delivery through partners focused on (1) Tracking  program implementation, including timely activity implementation according to plan and routine monitoring against agreed indicators, (2) high quality progress and final reports for external and internal use and (3) budget oversight: monthly forecasting and spending according to plan; quarterly revisions, as needed; budget (spending) reporting
  • Provide inputs and work with the CP Specialist on donor or internal reports.
  • Represent Save the Children in technical fora, such as the MHPSS Technical Working Group, Child Protection Sub-Cluster or Case Management Task Force.

 

Monitoring, Evaluation, Accountability and Learning 

  • Provide inputs on the design of appropriate monitoring and evaluation tools, i.e. surveys, FGD questionnaires, etc. to document learning and measure program impact
  • In collaboration with MEAL staff, lead the monitoring and evaluation of child protection and MHPSS services, and work with the partner to adapt and embed this into current systems. This also forms part of ensuring that systems of effective accountability are in place so that children and families have regular forums for feedback.
  • Under direction of the Child Protection Specialist and close collaboration with partners, ensure that work plans, performance monitoring plans and reports are accurate, submitted on-time, in compliance with internal SC and donor requirements.
  • Provide field insights on the development of high quality concept notes and proposals, in coordination with partners and other SC staff.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Required

  • BA degree or other relevant professional qualification in psychology, mental health promotion, child development, social work/social pedagogy,
  • Minimum of 3 years child protection and/or MHPSS work experience, and ideally also experience in the field of psychosocial support; experience from the Syrian context an advantage.
  • Excellent oral and written communication skills. Fluency in English is required and knowledge of Arabic desirable.
  • Proven competence delivering remote and face-to-face capacity building in the field of chid protection and MHPSS, including leading trainings, facilitating workshops, and demonstrated willingness to dedicate time to staff and partner development.
  • Experience in the provision of technical supervision and coaching, with particular focus on MHPSS. 
  • Knowledge of established inter-agency standards and guidelines in child protection and MHPSS, especially the Inter-Agency Guidelines for Case Management and Child Protection, the Minimum Standards for Child Protection in Humanitarian Settings and the IASC MHPSS Guidelines.
  • Ability to identify the main risks and gaps in child protection in a given context to inform a holistic response for children.
  • Experience in monitoring and evaluating child protection and MHPSS interventions, with particular focus on community-level engagement and outreach. 
  • Experience of and commitment to working through systems of community participation and accountability.
  • Ability to write clear and well-argued assessments and project reports.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Able to work independently as well as in team to ensure timely results of high quality.
  • Capacity and willingness to be proactive and flexible in difficult working circumstances.

Desired

  • Advanced degree in Psychology, Mental Health or other relevant field
  • Experience in working on MHPSS with Syrian children and/or adolescents, including experience working in North West Syria
