Qualifications and Experience Required

  • At least 5 years Professional experience matching the mentioned duties and responsibilities.
  • University Degree in Social Services, Social Work, Psychology, Sociology or any related field.
  • Master’s Degree in Social Sciences, Human Rights, Genders, Child Protection or related technical fields will be advantage.
  • Sound knowledge of and field experience in Child Protection/CaseManagement.
  • Ability to work at varying levels, including with UN and Government partners, Civil Society organisations and local communities. 
  • Good written and spoken command of English is an asset.
  • Computer skills: Experience in Microsoft Word, Excel and PowerPoint packages.

Job Summary

Under the guidance and direct supervision of the Technical Program Advisor,the primary function of the CP Specialist is to ensure integration of ChildProtection/Case Management principles into on going and future operations serving vulnerable children, to develop appropriate, focused Child Protection activities, and to provide training to and increase capacity of the relevant team members.

Primary Duties and Responsibilities


1. Program Planning (20%)

  • Develop staff capacity in Case Management in the context of disadvantaged children, including interventions and best-practices on Case Management for vulnerable and at-risk persons of concern,
  • Develop and maintain Case Management Programmes to facilitate the use of appropriate resources and service along with a strategy and a work plan to address Child Protection, in particular Case Management priorities at the regions of fragility. The work plan will include a set of prioritized activities and outputs and specific time frames and responsible and collaborating key people in RET Turkey and external organizations.
  • Stay  abreast of child protection systems and ensure technical integrity of case management through a close supervision of case committee decision-making within the case management cycle.
  • Lead assessment to identify settlements of vulnerable girls and boys in the catchment areas of centre-based activities and map points of service for survivors of vulnerable girls and boys, and identify points of entry and support structures for reinforcement.
  • Conduct Child Protection needs assessments among the affected populations
  • Analyse trends of Child Protection/Case Management and develop / adjust program strategies to meet needs
  • Contribute to program design and the preparation of future concept notes and proposals


2. Program Implementation and Capacity Development (50%)

  • Regularly reviewing of process and practices, and providing technical supervision for Case Management staff
  • Assess the knowledge and utilisation of education and other services available for victims of violence.  
  • Make recommendations on improving and enhancing interventions to better identify,and prevent violence against children and to ensure access to protection and education services.
  • Undertake a mapping of Civil SocietyOrganisations and Government Institutions working in relation to issues of child abuse and violence.
  • Provide a child rights based analysis of the policy and legislative environment in relation to child abuse and violence.
  • Develop methodology for current RET’s projects in line with UNICEF child protection approach.
  • Make recommendations on how to improve conditions in RET Safe Space Centres to make them more child friendly safe environments.
  • Develop guides, manuals for the staff; and informative printed and digital materialsfor the parents / care givers in the fields of fragility. 
  • Document lessons learnt and best practices by collecting information and coordinating with the field staff.
  • Support team-building and continual professional development of staff, including through regular performance appraisals.
  • Supervise and coach the social workers and psychologists in charge of the psychosocial counselling.
  • Develop and update capacity-building plan for staff through conducting on-the-job supervision and assessment to evaluate key competencies and training needs.
  • Ensure participation from beneficiaries inprogram development, implementation, and evaluation and feedback mechanisms for accountability.


3. Monitoring and Evaluation (15%)

  • Monitor and evaluate the child protection system to ensure quality of services and protection main streaming
  • Support the development of appropriate M&E tools and the collection of program data from program sites.
  • Maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data.
  • Provide evaluation reports to the Technical Program Advisor about programme participants’ satisfaction, needs and demands.
  • Compile technical (CP) program reports to theTechnical Program Advisor on time and with accurate data.


4. Coordination (10%)

  • Participate in  working group meetings to ensure holistic support for survivors, including development of referral pathways.
  • Contribute to the positive image and overall credibility of the organisation.


5. Additional Duties (5%)

  • Any other duties related to the nature of the job as directed by the Technical Program Advisor.
