ROLE PURPOSE:

Save the Children (SC) is a global voice for children and a technical lead in the field of Child Protection (CP) and Mental Health and Psychosocial Support (MHPSS). In Turkey, we strengthen the protective systems of children at district and community-based levels, in partnerships with municipalities and the civil society. Our strategic priority is to promote integrated and holistic solutions (with livelihood, education and protection) to address CP risks, with special focus on child marriage, child labour and violence against children. Then, the position as CP Technical Specialist (CPTS) can be something for you!

As a member of the team for Program Development and Quality (PDQ), the CPTS will ensure technical quality for the design, implementation, monitoring and evaluation of CP-related interventions that are supported or led by SC Turkey. The focus is on both standalone and mainstreamed CP activities, in line with our SC Turkey’s Country Strategic Plan (CSP) 2019-2021. The CPTS will also be responsible for enhancing further specialisation of SC-supported projects to respond to key child protection concerns, including child marriage, child labour and (gender-based) violence against children. The close linkage to MHPSS should be promoted and a socioecological model should be applied. The CPTS will also support fundraising and ensure representation and coordination through active participation in inter-agency meetings, working groups and networks of CP technical specialist/advisors at regional and global levels. S/he will be responsible for proactively mobilise relevant technical resources to the Turkey programmes as well as transfer back learning from the field, to contribute to global evidence-building and good practise.

*Note that funding for extension into 2020 is being confirmed for this role.

SCOPE OF ROLE:

Reports to: Manager for Programme Development and Quality (PDQ)

Location: Istanbul with visits to Hatay and Ankara, Turkey. International travels may occasionally take place. 

KEY AREAS OF ACCOUNTABILITY:

Programme Development and Quality:

  • Overall responsible for the quality of CP interventions of SC Turkey programmes and for further specialization of services in child protection. This includes:
  • Ensuring that international best practices and quality standards/benchmarks are applied in our work with girls and boys, that evidence is built, that learning is captured and that CP is mainstreamed in all our programming.
  • Mapping out existing materials (including for awareness raising), used by field-based actors to identify, refer, prevent and respond to key child protection concerns.
  • Ensuring necessary tailoring of templates, procedures and materials – and as needed developing and validating new materials with the communities. This entails designing of age-appropriate and gender-sensitive awareness raising materials to challenge the unequal power relations within the household and promotes positive masculinities.  
  • Working with the Program team to strengthen our effective identification, prevention and response to survivors and/or at-risk populations of child protection concerns, whilst recognizing the unique dynamics of each municipality and the protection needs of diverse population groups.
  • Identifying key actions that ensure underrepresented and vulnerable male groups (adolescent boys, working child, married youth, boys with disabilities, LGBTQ, etc.) can actively participate in each stage of the program cycle.
  • Further refining/defining ways to engage with community-based structures to enable community engagement staff of the projects to identify survivors and/or populations at-risk of child protection issues.
  • Strengthening of child protection monitoring through a more dedicated focus on key child protection issues facing girls and boys.
  • Lead the continuous assessment of CP needs and ensure that the outcomes are appropriately reflected in our projects, strategy and proposals. This includes:
  • Conducting a detailed mapping of actors specialized in responding to the needs of survivors and/or populations at-risk of child marriage and assess the gaps, needs and capacities among field-based actors in the districts in Istanbul where SC is operational. 
  • Oversee the translation, layout and contextualization of key CP-related materials and the roll-out/dissemination of those. This entails tailoring of our structured psychosocial support programming (Child and Youth Resilience Programs) to better incorporate prevention of child marriage, in collaboration with e.g. MHPSS Specialist. It also entails tailoring of parents and caregivers’ meetings, to strengthen the protection of girls and boys, as well as tailoring/expanding on activities to promote adult and child male engagement.
  • Ensure programme materials remain available and up-to-date with latest research and best-practice, in coordination with the MHPSS Specialist and other technical specialists/advisors at regional and global (member) level.
  • Contribute to SC Turkey’s program developments and external communications in a strategic, sustainable manner. This include:
  • Leading on strategic development and technical visioning of new programmes linked to CP, in collaboration with e.g. the PDQ Manager (i.e. proposal development).
  • Providing technical support to ensure donor reporting on time and of the highest quality.
  • Designing activities that address the specific needs of girls, boys, women and men and barriers to access services.
  • Actively support processes of monitoring, evaluation, learning and accountability (MEAL) to promote a positive and sustainable impact. This includes:
  • Supporting the development and implementation of programme quality assurance tools, such as age and gender-sensitive needs assessment tools, programme level indicators and CP-related Quality Benchmarks (QBs) in conjunction with the MEAL team. (A more comprehensive review of CP components of each project, using QBs, should happen on a quarterly basis.
  • Supporting the development and implementation of age and gender-sensitive/safe mechanisms for child participation and accountability.
  • Leading on SC Turkey’s Learning Agenda Questions on Child Protection, by gathering, disseminating and following-up on learnings, best practises, tools and guidance across SC and partner teams. Ensure that results are documented, understood and used to improve programmes.

Capacity Building:

  • Ensuring that our CP-focused interventions/programmes have sufficient resources and expertise at hand to enhance the protective systems of children, adolescents and youth. This includes:
  • Developing a Core Competency Matrix for staff working with the protection of girls and boys in Turkey, with particular focus on child marriage, child labour and (gender-based) violence against children.
  • Developing an assessment tool, to identify learning needs and capacities of frontline workers (technical and non-technical) and their supervisors, in order to inform further capacity building initiatives and technical supervision.
  • Developing capacity building and project tailoring plans for SC Turkey and partner projects.
  • Leading/co-leading on the development and dissemination of capacity building packages with focus on building core competences and further specialized knowledge on identification, referral, preventative and responsive assistance to key child protection concerns.
  • In collaboration with the MHPSS Specialist, providing technical coaching and supervision to SC and partner staff in terms of planning, implementation and monitoring of CP interventions (both stand-alone and mainstreamed).
  • Proactively coordinating with technical specialists/advisors at regional and global (member) level, in order to strategically ensure SC Turkey’s profit and contribution to various learning opportunities. Linking SC Turkey and partner staff to opportunities identified via coordination, networks and interaction with global and regional experts.

Representation, Communication & Advocacy:

  • Lead/co-lead the coordination between SC Turkey and relevant stakeholders on CP. This includes:
  • Positioning SC as a relevant technical lead in the field of child protection.
  • Representing SC Turkey in relevant groups and fora, such as the Protection Working Groups (Ankara, Istanbul), the Child Protection Sub-Working Groups (Ankara, Istanbul), the Child Marriage Task Force (Istanbul) and relevant donors.
  • Actively contribute to the development and implementation of the above-mentioned groups’ work plans, in particular the Child Marriage Task Force in Istanbul. This entails leading/coordinating the review and feedback on CP-related procedures, tools and capacity building materials on behalf of SC Turkey at an inter-agency level.
  • Technically lead the development of a Thematic Plan of Influence (Advocacy) on CP for SC Turkey. Identify opportunities for influence, linked with wider organisational strategic objectives and priorities defined in SC Turkey’s Child Rights Situational Analysis.
  • Provide technical input to CP-related communications materials for external audiences and information on SC Turkey’s CP-related programming and approaches.

 General/other:

  • Promote and actively drive forward cross-cutting issues in our programs and strategies, e.g. gender, child participation and durable solutions. Contribute to inclusive targeting, e.g. of children with disabilities.
  • Demonstrate leadership in relation to SC’s policies and practice with respect to child safe guarding, sexual harassment, code of conduct, safety, equal opportunities and other relevant policies and procedures.
  • Lead on the internal management of high-risk CP cases, e.g. those who are referred to SC outside of any particular project or partner.
  • Promote and actively drive forward SC Turkey’s Country Strategic Plan and Learning Agenda.
  • Actively help to drive forward SC Turkey’s progress on the Gender Equality Strategy, including engagement with the Global Gender Equality

Qualifications and Experience:

Essential

  • Master or Bachelor degree in Social Work, Psychology, Human Rights, Gender studies or relevant field.
  • Minimum 5 years of experience in the field of CP in a technical advisory role, preferably with the focus on building strong case management systems and specialised child protection support.
  • Excellent technical skills with regards to child protection and GBV (including child marriage). Technical experience in other child protection issues in line with SC Turkey’s strategic priorities are also important, such as child labour and other forms of violence and abuse.
  • Familiarity with key international standards and quality benchmarks (e.g. CP Minimum Standards, IASC MHPSS Guidelines, GBV Guidelines, etc.).
  • Familiarity and interest in latest research on child development and the impact of adversity. Ability to embed CP within an MHPSS framework.
  • Proven experience of project cycle management (proposal writing, log frames, reporting, etc.) and a proven track-record of effective fundraising with major donors.
  • Proven ability to respond to urgent needs whilst also spear heading longer-term strategic solutions.   
  • Proven experience in developing, coordinating and delivering capacity building (trainings, mentoring, coaching, etc.) on CP-related topics and technical skills.
  • Excellent written and oral communications skills in Turkish and English.
  • Proven ability to take a representative, influencing and coordinating role among actors and key stakeholders at various levels. This includes strong diplomacy, negotiation and influencing skills.
  • Ability to work under pressure and willingness to work flexible hours where urgently needed.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. This includes strong skills in coaching and supervision in an empowering manner.  
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Positive, solution-oriented mind-set with ambition to achieve quality results, ability to solving complex issues through analysis, definition of a clear way forward and ensuring buy-in.
  • Commitment to SC’s values, including willingness to abide by and enforce the Child Safeguarding policy.

 Desirable:

  • Hands-on experience in the field of CP case management and social work, focused on children, young people and their families (e.g. from the social services).
  • Arabic language skills highly desirable. Other relevant language skills are also welcomed, e.g. Farsi.
  • Experience in working with refugee issues.
  • Experience or knowledge of working and living in relevant regions/contexts. Experience in both development and humanitarian sector preferred.
  • Excellent understanding of MEAL processes/methodologies and interest in driving learning and evidence-building agendas.
