OVERALL DESCRIPTION

About GOAL:

GOAL is an international humanitarian aid agency with operations in 13 countries in The Middle East, Africa, and Latin America. Last year it reached more than six million people in need in nutrition, health, livelihoods, and emergency response programmes.

GOAL in Turkey:

GOAL has been implementing programmes in Turkey since 2016 and has an open-ended registration to operate in the country. GOAL Turkey benefits from strong relationships with key stakeholders within the country's national refugee response framework and has established trust within targeted communities. Our contribution to the national refugee response in Turkey has focused on addressing gaps and responding to identified needs in health service delivery, social security provision, and the protection of vulnerable and marginalized refugees in southern Turkey. Our current project targets nomadic and semi-nomadic refugee groups and seasonal agricultural workers in Adana, Şanlıurfa and Gaziantep. In 2020, GOAL reached over 25,000 refugees with targeted protection support activities.

GOAL is currently implementing two projects (ECHO funded LINK and PRM-funded GREEN) in Turkey. The LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable/marginalized refugees through the provision of critical information and raising their awareness on their rights, obligations and services available in Turkey by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. The Green program aims to improve the socio-economic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from the host and refugee communities (Syrians as well as those living in program locations under the international protection regulation), including nomadic communities and seasonal agriculture workers from both communities through integrated and market-driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, the establishment of a women cooperative, protection outreach, information provision and awareness-raising; and provision of special needs and individual protection assistance services. 

Job purpose:

The Communications and Media Specialist will execute a comprehensive, integrated standard visibility plan under The GOAL Turkey Programmes. Duties will include:

  • Writing and issuing press releases.
  • Creating content for social media campaigns and the GOAL website.
  • Leading on audio-visual productions
  • Working under the overall supervision of the GOAL Turkey Programmes’ Director, and with the technical guidance of the GOAL Syria/Turkey Communications and Media Manager, the Communications and Media Specialist will be responsible for ensuring that pre-defined timelines complete the LINK and GREEN’s Communications, Visibility, and Information deliverables.

The role is also responsible for reviewing, and as needed editing, the content and layout of Information, Communication and Education (IEC) and Community Feedback Mechanism print material that will be produced within the context of LINK and GREEN under the leadership of GOAL Turkey's Protection Team or Monitoring, Evaluation and Learning department. The specialist will be the process owner for all pertinent print production cycles, leading on associated technical specification, design, and internal and external clearance procedures. 

The successful candidate will have a background or strong interest in the international humanitarian assistance and global development sector; will have experience in media (traditional and digital) and content creation; and will be skilled in print production and public information content development processes, including for social media and audio-visual media.          


Duties, objectives, and competencies

Summary of Key Functions: 

  • Deliver the LINK and GREEN projects' standard visibility plans.
  • Focal point to ECHO and PRM Communication Counterpart. 
  • Active engagement with HQ communication team to coordinate the planning and implementation of external strategies for communications and outreach.


Duties:

  • Execute the LINK and GREEN projects’ communications and visibility activity plans by regularly drafting and editing content for press releases and social media posts, developing stories or content packages for the GOAL website, and producing other public information tools and products in collaboration with the country programme and head office teams. 
  • Act as the focal point with selected service providers to oversee the production of standard visibility materials.
  • Manage day-to-day business relationships with suppliers and service providers and ensure their timely submission of contracted deliverables. 
  • Develop reports and analyses detailing successes and failures of in-country media outreach and campaigns.
  • Support Program Leadership in the development of advocacy strategies and campaigns
  • Plan and develop a range of field visibility tools or products, including banners, posters, pictures, videos, and brochures throughout the project's implementation. 
  • Maintain digital media archives, including photos and videos
  • Lead and edit, as needed, the content and layout of programmatic print products such as IEC material, taking process ownership of production, including arranging for internal and external clearance.
  • Lead on gathering compelling content in the field to showcase the impact of programme activities by visiting project implementation sites and providing guidance and training to field-based staff.
  • Provide technical input on programmatic advocacy initiatives and work with various programme teams to contribute to Protection Outreach and Information Counselling activities. Raise the awareness of the field team and concerned train staff on how to communicate externally and maintain the reputation of GOAL. 
  • Report progress based on the work plan, proactively address challenges/delays and demonstrate good judgment in navigating various inter-departmental and inter-organizational business procedures.
  • Travel to provinces where programme activities are implemented, including short notice and extended periods.
  • Active participation in the Extended BMT and the IMT
  • Develop and update capacity statement. 

 

Requirements (essential)

  • Completed university education with bachelor's degree in one of the following fields or faculties/schools, or similar: Communications Science; Mass Communications; Media; Journalism; Cinema and TV; Public Relations; Advertising; Communications and Design; Visual Communication Design; Film Design. 
  • At least 3, 4 years’ experience working in a humanitarian or development organization, especially within the national refugee response framework in a similar role. 
  • At least three years of experience in a similar role, print or broadcast journalism, public relations, media production, or similar.
  • Problem solver with a "can-do" attitude.
  • Ability to deliver communications training to build the capacity of technical team members.
  • Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-one and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Excellent copy and media writing and editorial skills, a good understanding of design principles and graphic layout, and basic technical skills in operating design and media production software.  
  • Fluent spoken and written English and Turkish.

 

Requirements (desired)

  • Experience in working with audio-visual production service providers and overseeing the implementation of externally contracted production and post-production processes.
  • Previous exposure to humanitarian project management procedures or donor and external relations management processes. 
  • Advanced skills in operating media production and designing hardware and software. 
  • Arabic language skills.
  • Graduate degree in a relevant field.

GOAL

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. GOAL worked in Turkey in 2015-2016 to respond to the Health needs of Syrians in Turkey and will resume programming in Turkey in 2018 with a focus on Protection needs.
