Background:

 

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence.  Specifically, OHA is responding directly to Syria, intensifying GC’s assistance to Syrian IDPs. This is being carried out through an approach to programming where projects focus on sustainability rather than relief delivery. GC is a fully registered organization in Turkey and has built its humanitarian response capacity in Turkey. 

 

Global Communities (GC)  is seeking professionals with Finance/Accounting/Internal Audit background to hire a full-time Compliance Officer based in Gaziantep, Turkey to facilitate the compliance of organizational functions with donor and local regulations, internal policies, and controls. This position is based in Gaziantep and will report to the Compliance Coordinator.

 

RESPONSIBILITIES

 

The Compliance Officer is responsible for the following: 

 

  • Assist the Compliance Coordinator in the development and update of the compliance plan.
  • Continuously stay informed and updated in relevant policies and regulations in relation to Procurement, Finance, HR, Logistics, and other areas.
  • In coordination with supervisor, perform compliance reviews to assess adherence to GC and donor policies and regulations, in line with the approved plan as well as per special requests, including but not limited to the following:
  • Examining various departmental records to ensure accurate recording of transactions and compliance with GC’s policies and procedures.
  • Inspecting accounting systems to determine their efficiency and protective value in the recording and management of organization resources.
  • Reviewing records pertaining to fixed and movable assets to determine the degree to which they are effectively, efficiently, and economically utilized.
  • Analyzing data obtained for evidence of deficiencies in internal controls, duplication of effort, extravagance, fraud, and non-compliance with country laws, donor and government regulations, and management policies or procedures.
  • Prepares reports of results of conducted reviews/audits with recommendations to management using good written skills.
  • Produce high quality internal departmental supporting documents to reflect all issues observed through the above-mentioned procedures, in line with the existing methodologies.
  • Provide analysis and clear written feedback and comments for new draft policies and/or standard operating procedures being developed by other departments.
  • In coordination with supervisor, process vetting requests, collaborating with GC’s support and program staff, as well as headquarters.
  • In coordination with supervisor, deliver training, capacity building, and support to GC staff to enhance their knowledge and understanding of GC and donor policies and procedures.
  • Support supervisor in compiling timely and accurate regular and ad-hoc management reports.
  • Engage with other teams as needed to provide input and assist in developing solutions on compliance matters.
  • Maintain proper filing system, both hard-copy and electronic, providing evidence and solid supporting documentation for all the reviews performed by the department.
  • Assist Compliance Coordinator in drafting and updating department-related documentation, including but not limited to: relevant tools, policy, and procedures, materials for trainings, assessments, etc.
  • Ensure a high level of confidentiality and security of entrusted data at all times.
  • Perform other job-related tasks requested by the supervisor.

 

Education and Training

  • Bachelor’s degree in Accounting, Financial Management, Business Administration, Economics, Audit, or other field related to Compliance.
  • Familiarity with and understanding of USAID regulations is strongly preferred.

 

Experience

  • A minimum of 2 years’ experience in the field of finance, accounting, grant/sub-award management, compliance, or audit.
  • Professional experience working in a similar organization (international NGO) is strongly preferred.

 

Technical skills

  • Strong analytical and reporting skills. Ability to design and conduct quantitative and qualitative studies and carry out appropriate analysis and related products.
  • Demonstrates integrity and fairness, as well as the ability to remain objective and neutral towards all parties involved.
  • Ability to work independently while being a strong team player, be proactive problem-solver.
  • Good written and oral communication skills.  Ability to interact with all levels of staff in a professional manner.
  • Excellent organizational skills. Ability to work under pressure, managing deadlines and effectively handling multiple tasks.
  • Sets high standards for quality of work and consistently achieves established goals.
  • Must be flexible, willing to perform assigned and additional duties, and work irregular hours.
  • Ability to effectively supervise staff directly and in a remote management context.
  • Excellent command of Microsoft Excel and database applications.
  • Computer/word processing and standard office software skills.

 

Language skills

  • Proficiency in English and Arabic languages, both verbal and written, is required.
