Position:                 Consultancy to conduct health service mapping and analysis on critical access to care   

Location:                Istanbul, Ankara, Izmir, Manisa, Hatay, Kilis, Gaziantep

Reports to:             Program Manager

Duration:               40 working days, expected start date is February 10th, 2020 – March 31st 2020

           

BACKGROUND:

Relief International (RI) is a humanitarian, non-profit, non-sectarian agency that provides emergency relief, rehabilitation, and development services throughout the world. RI operates in 19 countries across Asia, Africa, and the Middle East and has extensive past performance responding to emergencies. RI’s goal is to empower the most vulnerable communities to develop lasting solutions to their most pressing challenges and to build an environment that creates permanent well-being.

In Turkey, the objective of RI’s programming is to support the Government of Turkey in delivering health service for refugees, particularly niche services that are not envisioned to be part of the migrant health centers. The European Civil Protection and Humanitarian Aid Operations (ECHO) has been funding humanitarian activities in Turkey for several years to support the Government of Turkey to accommodate the needs of more than 3.5 million refugees who sought refuge in Turkey. This support includes funding for niche health services such as mental health (MH) and physical rehabilitation (PR) services through INGOs. However, as the Syrian crises has been going for several years, and to ensure suitability for the service provision, ECHO is planning to transition support for these activities from INGOs/NGOs to the Ministry of Health by the end of 2020.

In order to have a smooth transition, it is paramount to develop a thorough service mapping as well as an analysis on critical access to secondary and tertiary care (MH and PR) for current service providers to identify where and how to refer current and future patients to government led/run services in order to ensure avoiding interruption of services.

Position Responsibilities and Duties:

RI is looking to hire a consultant/consultancy firm to conduct a service mapping and analysis on critical access to care for MH and PR in the seven areas of implementation, Istanbul, Ankara, Izmir, Manisa, Gaziantep, Kilis and Hatay. Based on the need to clearly identify services where MH and PR patients can be referred to, and the modalities refugees use to access services as well as their challenges in doing so, with particular regards to secondary and tertiary level of care.

The service mapping should capture all MH and PR services that are available for refugees which are provided through different actors such as NGOs centers, UN agencies, Turkish Red Crescent (TRC), Migrant Health Centers, Public Hospitals, and/or others, within each of these target governorates. The analysis on critical access to services will focus on secondary and tertiary MH and PR services provided by public hospitals, which will not be affected by ECHO transition plan by December 2020, and outline the beneficiary access points, experience, and pathway throughout service provision.

In order to develop the two analyses, the consultant/consultancy firm is expected to:

  1. Conduct a desk review about MHPSS and PR services in Turkey accessible by refugees.
  2. Map and identify different MHPSS and PR services that are available and are accessible for refugees in Istanbul, Ankara, Izmir, Manisa, Hatay, Kilis, and Gaziantep.
  3. Meet with different stakeholders who are active in MHPSS and PR, including but not limited to local and international NGOs, TRC, UN agencies, public hospitals and migrant health centers, Provincial Health Directorates.
  4. Analyze the current situation of these services and clarify barriers for access such as language and awareness, and develop recommendations to facilitate access.

Deliverables:

  1. An assessment tool for Service Mapping and Critical Access to care, approved by RI
  2. Two Draft reports (1, Service Mapping; 2, Critical access to care)
  3. Two Final reports  (1, Service Mapping; 2, Critical access to care)

Deadlines:

The consultancy is expected to start at the beginning of February and conclude by mid-March 2020 with the approval of the final reports. By March 10, RI is expected to receive a first drafts of both reports and by March 20th the report is expected to be finalized.

Intellectual Property and Confidentiality:

All information pertaining to this project belonging to the client, which the consultant may come into contact with in the performance of his/her duties under this consultancy shall remain the property of RI who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of RI.

 

Qualifications & Requirements:

  • Advanced university degree in development studies, development economics, international relations or a related field.
  • Minimum 8 years of relevant practical field experience.
  • Experience in implementing similar work.
  • ability to issue an invoice compliant with relevant Turkish laws
  • In-depth knowledge of the policy and regulatory environment in Turkey, with deep understanding of the refugees’ context in Turkey.
  • Excellent communication skills.
  • Fluency in English and Turkish.

Project Proposal (narrative, financial) & Application Requirements:

The consultant will submit a short project proposal which will describe the approach and action plan; and a detailed financial proposal which includes all costs required for the performance of this assignment, such as the consultant’s fee, taxes, stationary, lodging, travel cost, transportation and accommodation cost.

Payment Arrangements:

Payment will be based on an agreed upon daily rate plus reimbursement for actual costs incurred. As payment will be based on actual costs, payment will be made upon RI’s acceptance of all deliverables and submission of an invoice and relevant receipts. No advances will be made.

The Individual should be able to submit legal invoice with Ministry of Finance stamp on his/her name along tax ID
